Closing speech of the 9th Session, 12th National Assembly

"Dear Congress,
Dear guests,
Dear compatriots and soldiers nationwide,

After 8 days of urgent work, with a democratic spirit and high responsibility, today, the 9th session of the 12th National Assembly completed its agenda.

At this session, the National Assembly discussed and made additional assessments on the implementation of socio-economic development tasks and the state budget in 2010; the implementation of the socio-economic development plan and the state budget estimate in the first months of 2011; and carried out law-making work. The National Assembly spent a lot of time reviewing the Summary Reports of the term (2007-2011) of the National Assembly, the National Assembly agencies, the President, the Government, the Prime Minister, the Chief Justice of the Supreme People's Court, and the Chief Prosecutor of the Supreme People's Procuracy.

Regarding socio-economics and state budget: The National Assembly discussed and analyzed comprehensively, focusing on major issues of direction, administration, and macro-management and unanimously agreed: In 2010 and the first months of 2011, under the correct leadership of the Party Central Committee; the regular supervision of the National Assembly; the drastic management of the Government; the efforts of all levels, sectors, the entire population and the business community, our country has achieved important results in all fields. The economy continues to maintain growth momentum, industry, agriculture and services increased higher than the same period last year; state budget revenue increased quite well; exports, especially agricultural exports increased strongly; social security was guaranteed... However, we are facing new difficulties and challenges that could cause macroeconomic instability. The trend of world economic recovery is slowing down and unstable; Inflation and interest rates remain high, significantly affecting the production and business activities of enterprises, cooperatives and households. Natural disasters and epidemics occurring in many places have directly affected production and people's lives. Some pressing social issues are being slowly resolved.

Faced with the complicated developments of the world political and economic situation and domestic difficulties, from now until the end of 2011, the Government, sectors and levels need to continue to thoroughly grasp the Politburo's Conclusion on the socio-economic situation in 2011 and effectively direct the implementation of the groups of solutions stated in Resolution 11 of the Government to overcome weaknesses and limitations; promptly resolve newly arising issues, and achieve the goals of curbing inflation, stabilizing the macro-economy and ensuring social security.

Regarding legislative work, the National Assembly reviewed and passed three draft laws, namely: Law on Independent Auditing; Law on Amending and Supplementing a Number of Articles of the Civil Procedure Code and Law on Prevention and Combating Human Trafficking. The promulgation of these laws contributes to creating a legal basis for further improving civil proceedings and procedures, overcoming difficulties and shortcomings in the practical settlement of civil cases; strengthening state management in independent auditing activities and effectively combating crimes related to human trafficking.

Regarding the reports summarizing the work of the term, the National Assembly discussed enthusiastically and frankly, analyzed deeply what had been done, what had not been done, pointed out the causes, lessons learned and recommended directions for continuing to innovate, improve the quality and efficiency of the operations of agencies in the state apparatus. The National Assembly unanimously stated: Over the past four years, in the context of both basic advantages and difficulties and challenges, under the leadership of the Party, the support, assistance and supervision of the people, inheriting and promoting the achievements and lessons learned from previous terms, the agencies in the state apparatus have strived to continue to innovate both in terms of organization and methods of operation, and to perform well their functions and tasks according to the provisions of the Constitution and laws.

The National Assembly has made many strong innovations, improving the effectiveness of legislative activities, supreme supervision, and deciding on important issues of the country. The President, as an institution in the organization of state power, has made many positive contributions to domestic and foreign affairs, building the great national unity bloc. The Government and the Prime Minister have made many efforts in organizing, implementing, and managing the country and society in a dynamic and drastic manner, meeting the increasingly high demands of life. Judicial agencies have gradually innovated according to the judicial reform roadmap and have made many advances in investigation, prosecution, trial, execution of judgment, and supervision of judicial activities. These results have greatly contributed to the overall achievements of the country.

However, in the face of the increasingly high demands of the cause of innovation, industrialization, modernization of the country, and international integration, the activities of agencies in the state apparatus still have weaknesses and shortcomings, failing to fully meet the requirements of deciding and directing the implementation of the assigned tasks. The legal system is still lacking in synchronization, some documents are still inconsistent, and their feasibility is not high; the quality of human resources and infrastructure is not good; bureaucracy, corruption, waste, crime, and social evils have not been prevented or pushed back; judicial reform is still slow...

Dear Members of the National Assembly,

After this session, along with implementing the Resolutions of the Party, National Assembly, and Government on socio-economics, national defense, security, etc., it is recommended that agencies and organizations pay more attention to the following tasks:

1. Agencies in the state apparatus need to study and absorb the valid opinions of National Assembly deputies to complete the summary report submitted to the National Assembly at this session, and at the same time take measures to promptly overcome limitations and weaknesses, continue to innovate and improve the quality of operations in the coming time. Regarding the summary report of the activities of the National Assembly for the 12th term, the National Assembly Standing Committee needs to direct the absorption of opinions of National Assembly deputies to complete the document sent to National Assembly deputies and relevant agencies.
2. The agencies of the National Assembly, delegations of National Assembly deputies, and National Assembly deputies shall continue to perform their duties and powers until the first session of the 13th National Assembly; organize discussions to collect local comments on draft laws that the Standing Committee of the 12th National Assembly has sent for comments; synthesize voters' opinions and recommendations, grasp the local socio-economic situation, and perform a number of other tasks to contribute to the completion of the tasks of the 12th National Assembly and actively prepare for the activities of the 13th National Assembly.

3. All levels and sectors need to lead and direct the preparation and organization of the election of deputies to the 13th National Assembly and People's Councils at all levels for the 2011-2016 term. This is a broad democratic political activity among all classes of people, a key task in the first six months of the year; central and local ministries, departments and sectors need to coordinate closely to ensure the election takes place democratically, in accordance with the law, safely, economically, and truly is a great festival for all people. National Assembly deputies in each of their positions actively participate in the election preparation, election supervision and election propaganda.

4. According to the law, the first session of the 13th National Assembly will open no later than July 22, 2011. This session will have many important contents such as electing and approving high-ranking State personnel, continuing to consider socio-economic issues, the state budget, giving opinions and approving a number of draft laws and deciding on a number of other important issues. Relevant agencies need to be proactive and prepare well for the session's contents, including preparing and reporting to the National Assembly the results of resolving pressing socio-economic issues raised at recent National Assembly sessions.

5. The National Assembly Standing Committee, the Nationalities Council, the National Assembly Committees, the National Assembly delegations and relevant agencies, within the scope of their duties and powers, are responsible for preparing the necessary conditions and actively contributing to the 13th National Assembly's improvement of the quality and effectiveness of its operations.

Dear Members of the National Assembly,

The term of the 12th National Assembly is gradually coming to an end, but the echoes and good impressions will surely remain forever. Looking back on nearly four years of operation, we can say that, with the mind of what to do to be worthy of the people's expectations and trust, the National Assembly deputies have always upheld the spirit of responsibility, closely connected with voters, stayed close to the grassroots, grasped the thoughts, aspirations and recommendations of voters to reflect to the National Assembly, actively researched and participated in deciding important issues of the country. At the same time, through the activities of the National Assembly, each of us feels more mature, has more knowledge and work experience. Although there are still concerns and worries about things that have not been done, but with the results of the past term, each deputy has the right to be proud of having tried to strive, contributed his strength and intelligence, and fulfilled the responsibility of a people's representative. On behalf of the National Assembly Standing Committee, I sincerely thank and warmly congratulate the National Assembly deputies for fulfilling their responsibilities during the 12th National Assembly term. From now on, among us, some deputies will continue to be re-elected, some will take on other tasks as assigned by the Party and the State, but I firmly believe that, regardless of their position, each deputy will forever remember the years of working in the National Assembly and will continue to contribute their efforts to the common work of the country, for the prosperity of our beloved Vietnam, for the happy life of our heroic Vietnamese people.

On this occasion, on behalf of the National Assembly, I would like to sincerely thank the Party Central Committee, the Politburo, the Secretariat, the President, the Government, the judicial agencies, the Vietnam Fatherland Front and its member organizations, all levels and sectors, revolutionary veterans, voters and people nationwide, international friends, our compatriots abroad and the team of civil servants, staff and service officials, news agencies, newspapers, etc. who have accompanied the National Assembly throughout the past term, wholeheartedly supporting and helping the National Assembly to fulfill its tasks before the people and the country.

The National Assembly calls on compatriots and soldiers nationwide, and our compatriots abroad, to promote the spirit of patriotism, the will to self-reliance, the strength of national unity, and strive to successfully implement the Resolution of the 11th National Party Congress, to help our country continue to develop rapidly and sustainably, and in the immediate future, strive to comprehensively complete the tasks of 2011.

On behalf of the National Assembly Standing Committee, I hereby declare the closing of the ninth session of the 12th National Assembly of the Socialist Republic of Vietnam.
