According to the plan of the Ministry of Education and Training, the 2014 regular university and college admission regulations will be adjusted with some priority subjects in admission.

According to Deputy Minister Bui Van Ga, the adjustment aims to bring more fairness to candidates between regions, because the economic conditions of the regions have changed a lot compared to before. Priority subject 01 includes Vietnamese citizens whose father or mother is an ethnic minority in areas with particularly difficult socio-economic conditions. Thus, subject 01 in this regulation has been narrowed compared to the old regulation which only required subject 01 to be a Vietnamese citizen whose father or mother is an ethnic minority.
With the regional priority regulations, according to the new regulations, region 1 only includes extremely disadvantaged villages, communes in region III (communes with extremely difficult socio-economic conditions according to regulations and border communes, island communes). Other localities of the previous region 1 will be transferred to region 2 - rural areas.
Priority for direct admission to universities and colleges is given to candidates who have graduated from high school and won first, second, and third prizes in the Science and Technology Competition organized by the Ministry of Education and Training.
