Adjusting pensions and allowances according to Decree 55/2016/ND-Government

(Baonghean) - Pursuant to Decree No. 55/2016/ND-CP dated June 15, 2016 of the Government on adjusting pensions, labor capacity loss allowances, monthly allowances and allowances for preschool teachers with working time before 1995; Pursuant to Circular No. 23/2016/TT-BLDTBXH dated July 15, 2016 of the Ministry of Labor, War Invalids and Social Affairs guiding the adjustment of pensions, social insurance allowances and monthly allowances according to Decree No. 55/2016/ND-CP of the Government; Nghe An Provincial Social Insurance announces.

1. Regarding the scope of applicable subjects, adjustment level, and benefit period:

- People receiving monthly pensions; commune, ward and town officials specified in Decree No. 92/2009/ND-CP dated October 22, 2009, Decree No. 121/2003/ND-CP dated October 21, 2003 and Decree No. 09/1998/ND-CP dated January 23, 1998 of the Government who are receiving monthly pensions and allowances: starting to receive monthly pensions and allowances in the period from January 1, 2015 to before May 1, 2016, will have their monthly pensions and allowances adjusted to increase by 8%; The adjustment time is calculated from the month of starting to receive monthly pensions and allowances. Those who retired and received monthly pension and benefits before January 1, 2015, which were adjusted to increase by 8% according to Decree No. 09/2015/ND-CP dated January 22, 2015 of the Government, will keep the same level of benefits.

- For those with pension, disability allowance and monthly allowance lower than 2,000,000 VND/month (including retirees transferred from Nghe An Farmers' Social Insurance Fund according to Decision No. 41/2009/QD-TTg dated March 16, 2009 of the Prime Minister), the benefit level will be adjusted from January 1, 2016 for those receiving before January 1, 2016 and from the month of starting to receive for those starting to receive from January 1, 2016 to December 31, 2016, the adjustment level is as follows:

+ Increase by 250,000 VND/month for people with pension from 1,750,000 VND/month or less.

+ Increase by 2,000,000 VND/month for people with pension from over 1,750,000 VND to under 2,000,000 VND/month.

+ Increase by 150,000 VND/month for those with disability allowance, monthly allowance from 1,850,000 VND/month or less.

+ Increase by 2,000,000 VND/month for those with disability allowance, monthly allowance from 1,850,000 VND to less than 2,000,000 VND/month.

- Preschool teachers who worked in preschool education establishments before January 1, 1995, are receiving pension before January 1, 2016 or start receiving pension in the period from January 1, 2016 to December 31, 2016, if the adjusted salary (according to the above regulations) is lower than VND 1,150,000, it will be adjusted to VND 1,150,000/month for the period from January 1, 2016 to April 30, 2016; lower than VND 1,210,000, it will be adjusted to VND 1,210,000/month for the period from May 1, 2016 onwards.

2. About implementation time:

Circular No. 23/2016/TT-BLDTBXH dated July 15, 2016 of the Ministry of Labor, War Invalids and Social Affairs guiding the adjustment of pensions, social insurance (SI) benefits and monthly allowances according to Decree No. 55/2016/ND-CP of the Government takes effect from September 1, 2016. Therefore, Nghe An Social Insurance will organize the implementation of the adjustment immediately after the document takes effect and according to the instructions of Vietnam Social Insurance.
