Adjustment of irrigation fee collection level from January 1, 2013
From January 1, 2013, the irrigation fee collection level will be adjusted, according to the content of the Decree.67/2012/ND-CP, replacing Decree115/2008/ND-CPamending and supplementing a number of articles of the Decree143/2003/ND-CPdetailing the implementation of a number of articles of the Ordinance on exploitation and protection of irrigation works.
Specifically, increase irrigation fee collection for mountainous areas nationwide; Red River Delta; Northern Midlands and Northern Region IV; Southern Region IV and Central Coast; Central Highlands; Southeast.
In the Mekong Delta region, the irrigation fee collection level remains the same as present.

The Decree also adjusts the water fee collection rate for organizations and individuals using water or providing services from irrigation works for purposes other than food production.
In particular, the water fee for aquaculture at irrigation reservoirs and fish cages is reduced by 2% of the output value. Specifically, the water fee for aquaculture at irrigation reservoirs was previously 7% -10% of the output value, now reduced to 5% -8% of the output value; the water fee for fish cages was previously 8% -10% of the output value, now reduced to 6% -8% of the output value.
Irrigation water for long-term industrial crops, fruit trees, flowers, and medicinal plants, if not calculated by m3, will be collected by area (ha), the collection rate is equal to 80% of the irrigation fee for rice-growing land for one year (previously the collection rate was equal to 40% of the collection rate for rice-growing land not specified by crop or year).
Exemption of irrigation fees for poor households
The Decree clearly states that irrigation fees are exempted for the entire agricultural land area serving research and experimental production, the land area for growing annual crops with at least one rice crop per year, and the land area for salt production.
The area of land for growing annual crops with at least one rice crop per year includes land with a plan to grow at least one rice crop per year or the area of land with a plan to grow annual crops but in reality grows at least one rice crop per year.
In addition, the Decree also supplements regulations on exemption of irrigation fees for the entire area of agricultural land allocated or recognized by the State for poor households.
At the same time, irrigation fees are exempted for agricultural land areas within the agricultural land allocation limit for the following subjects: 1- Farming households and individuals who are allocated or recognized by the State for agricultural production, including inherited land, donated land, and land use rights transfer; 2- Households and individuals who are members of agricultural production cooperatives that have received stable land allocation from cooperatives, state-owned farms (or agricultural companies converted from state-owned farms) for agricultural production according to the provisions of law; 3- Households and individuals who are farm members that have received stable land allocation from state-owned farms for agricultural production according to the provisions of law; 4- Agricultural production households and individuals who have the right to use agricultural land and contribute their land to establish agricultural production cooperatives according to the provisions of the Law on Cooperatives.
