Conditions for low-income housing projects to receive preferential loans

Some businesses have requested to be informed of the criteria and conditions for housing projects for workers and low-income people in urban areas to be considered for preferential loans under the recent credit support cooperation agreement program between the Ministry of Construction and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV).

Some businesses have requested to be informed of the criteria and conditions for housing projects for workers and low-income people in urban areas to be considered for preferential loans under the recent credit support cooperation agreement program between the Ministry of Construction and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV).

To help solve capital difficulties for investors of housing projects for workers and low-income people in urban areas, on May 16, 2012, the Ministry of Construction and the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) agreed to sign a cooperation agreement program to support credit for these projects.
Medium-term credit source with preferential interest rate (lower than commercial loan interest rate) arranged by BIDV in 2012-2013 with an amount of about 2,000 billion VND.

Regarding this issue, the Ministry of Construction said that to be eligible for loans under the Cooperation Agreement Program (medium-term credit source with preferential interest rates, lower than commercial loan interest rates), projects must meet the following conditions:
The project to develop housing for industrial park workers and low-income people in urban areas has been approved in principle for investment by the Provincial People's Committee in accordance with the provisions of Decree No.71/2010/ND-CPJune 23, 2010 of the Government promulgating detailed regulations and implementation instructionsHousing Law; Decision No. 66/2009/QD-TTg dated April 24, 2009 of the Prime Minister on a number of mechanisms and policies for developing housing for workers in industrial parks to rent; Decision No.67/2009/QD-TTgdated April 24, 2009 of the Prime Minister on a number of mechanisms and policies for housing development for low-income people in urban areas and documents guiding implementation; has completed compensation and site clearance (has clean land) and has completed investment preparation procedures according to regulations.
In addition, projects eligible for loans will be given priority when meeting the following criteria:
- Housing development project for workers in industrial zones and low-income people is under construction but lacks capital, and is likely to be completed in 2013 or early 2014;
- Housing development projects for low-income people are being implemented in large cities (special and type I urban areas);
- Housing development projects for workers in industrial parks are being implemented in areas with a large number of workers and many industrial parks;
- Areas with many industrial parks and low-income people in urban areas but no housing development projects for these subjects have been implemented.
