(Baonghean) - During the meetings with voters of the Provincial People's Council delegates, the issue that voters in many localities were interested in proposing and recommending was to increase the rate of regulating the source of land use rights auctions for the commune level in order to increase more resources for localities to implement the new rural construction program.

Recommendations from the grassroots

Dong Van Commune (Thanh Chuong), when implementing the new rural construction program, has received consensus and active support from the people, thereby promoting internal resources in combination with attracting external resources for implementation. The total capital mobilized for new rural construction up to now has reached 29.4 billion VND, of which people contributed 7.1 billion VND, accounting for 24.15%, the majority of the remaining is from budgets at all levels. From 7 criteria achieved before building new rural areas, the commune has now achieved 7 more criteria, bringing the total number of achieved criteria to 14/19 criteria.

In the 5 criteria that have not been met, they include: traffic roads; cultural facilities (offices); environment; cultural village rate; market. In particular, the traffic system, although the asphalt and concrete rate has reached 70% (only about 6 km of dirt roads left), most of it has not met the standards in terms of structure, the width of the roadbed and road surface, the thickness of concrete and asphalt have not been ensured. The commune headquarters has not been newly built according to the roadmap for building new rural areas and the centralized landfill has not found an optimal solution for construction.

According to Mr. Nguyen Quoc Chuong, Chairman of Dong Van Commune People's Committee, to complete the NTM criteria, the commune is in need of a large resource. Although located near Dung Town, due to its geographical location, there are no provincial roads, district roads, or inter-commune roads running through it; there is no market, so the development of the service and trade economic sectors is limited. Every year, the commune's budget revenue is only about 230 - 280 million VND, including funds, 5% land tax, fees and charges left for the locality. People's lives mainly depend on agricultural production. In that condition, to build NTM, the commune is in great need of support mechanisms from all levels such as the province's cement support policy (currently the locality has not enjoyed this policy). Mr. Chuong proposed: "We propose that the province study and adjust the rate left for the locality from the source of land use rights auctions in the commune to create more resources for NTM construction".

For Nam Loc commune (Nam Dan), building a new rural area has been identified by the Party Committee and the government as one of the key tasks and has mobilized the entire political system and all classes of people to actively participate. Along with promoting internal resources, the locality has also focused on mobilizing external resources to focus on the new rural area. The total resources mobilized to build a new rural area in the commune reached more than 31 billion VND, of which the people contributed 15%.

Up to now, the locality has completed 12/19 criteria. According to Mr. Hoang Nghia Hung, Chairman of the Commune People's Committee, the remaining 7 criteria, except for the cultural and political system criteria, 5 criteria are in need of a lot of resources, especially the criteria of transportation, irrigation, and cultural facilities. Mr. Hung also added that with a difficult area like Nam Loc, the source from granting land use rights is not much, in 5 years (2010 - 2014), the commune only conducted 2 auctions of land use rights with the deduction of about 700 million VND, so the province needs to leave more money for granting land use rights so that localities have more funds to build new rural areas.

Through contact with many communes in other districts, the Party Committee and government also made recommendations and proposals for the province to adjust and increase the annual land use auction rate for communes, creating momentum for units to reach the NTM finish line.

Regulatory mechanismis working.

Currently, the implementation of the regulation of the revenue rate from granting land use rights in the province is being applied according to Resolution No. 145/2014 of the Provincial People's Council and is specified by Decision No. 94/2014 of the Provincial People's Committee. Accordingly, the general rate is implemented: provincial budget (NST) 40%; district budget (NSH) enjoys 30%; commune budget (NSX) enjoys 30%. Particularly in Hoang Mai town, the regulation rate is 70% (NSTX) and commune NS the remaining 30%. For Nam Dan district and Thai Hoa town, the regulation rate to NST is reduced by 10% compared to other localities, specifically 30% NST, 40% NSH; NSX 30%. As for land in urban areas, the regulation rate is prioritized for NST to have capital to implement key projects and works of the province: NST 70%; NSH enjoys 20%; Manufacturer 10%.

According to Mr. Nguyen Viet Hung, Deputy Head of the Budget Department, Department of Finance, the implementation of the adjustment of the revenue rate from land use rights according to the proposal of localities to increase the share for commune and district levels, and reduce the share at the provincial level at the present time is difficult to implement. Because during the period of budget stabilization 2011 - 2015, the adjustment rate of revenue items was kept stable among budget levels. On the other hand, the revenue from land use fees for the budget share has been decided by the Provincial People's Council and the Provincial People's Committee to allocate investment expenditures for the construction of programs, projects, and works of the province (including expenditures for the construction of commune headquarters and medical stations); expenditures to support communes in completing the targets of building new rural areas; Cement purchase expenses to support localities in building rural roads... In addition, in recent times, the province has also combined capital sources to invest in infrastructure, creating conditions for localities to complete new rural targets such as building commune headquarters, traffic, irrigation, schools, medical stations, cultural institutions...

During the field research, we found that localities have actually benefited from investment in many projects from the provincial budget and integrated programs. For example, in Thanh Tien commune, in 5 years (2010 - 2015), the locality has attracted 24 billion VND to invest in socio-economic infrastructure from the higher budget and integrated programs. The largest is the program to support investment in upgrading the irrigation system, including upgrading 10 km of canals and building 2 new pumping stations, with a total cost of 14 billion VND. Mr. Tran Hung Dao, Chairman of the Commune Agricultural Cooperative, said: Before the project, the commune's canal system had many shortcomings.

In some areas, the irrigation ditches are higher than the rice fields, leading to many rice fields that cannot be irrigated, and people have to manually drain the water, such as in Hoang Son and Gia Hoi areas. Now, the canal system and pumping stations have been basically completed, not only providing timely and sufficient irrigation water for production, contributing to increasing rice productivity, but also serving very well the task of flood control in the area. In the commune, there is also a project to upgrade the power line system and build 3 new 320 KVA transformer stations, improving the quality of electricity for people's daily life. School consolidation programs and national target programs on health care have also been invested in the area, contributing to the completion of the infrastructure system of schools and spacious commune health stations....

For communes in difficult areas and ethnic minority areas, the revenue from granting land use rights left to the locality is "zero", so the State's investment plays a very important role. According to Mr. Vi Van Ty, Vice Chairman of the People's Committee of Thach Giam commune, in addition to major investment programs of the Central Government such as Program 135, Program 30a, the commune has benefited from many integrated programs. Especially from the investment source of the province to implement the program of building new rural areas, in the commune, 2 production models of growing clean vegetables and growing red bananas have been built, bringing great efficiency. 32 households growing safe vegetables in Nhan village have an income of 5-6 million VND/household/crop.

The banana growing model in Chan village also brings income and improves the lives of dozens of families. More importantly, through these two models, the awareness of the people about the production method, hunger eradication, poverty reduction with the spirit of self-reliance, self-improvement and self-improvement has changed. Along with that, the province's policy of supporting cement for rural traffic has really improved the village traffic system, from muddy roads, now 5/9 villages have completed the concrete road system; the remaining 4 villages have also concreted 70% of the total roads. In addition, through integrated programs, the locality has also built a commune that meets national standards on health; Primary schools have been invested to meet level I standards and are on the construction roadmap, striving to reach level II standards by 2017. The kindergarten has also met the standards and is waiting for assessment to be recognized as meeting level I standards...

Along with the provincial budget, localities are also invested in works and projects using central capital and support from enterprises... Discussing the recommendations and proposals of localities, Mr. Nguyen Viet Hung said that if the rate of regulation for commune and district levels from land use rights revenue is increased, the provincial budget will decrease, which means that the investment support source for localities will also be cut, especially for difficult areas that cannot collect land auction money, so that the regulation for socio-economic development in remote areas will be even more difficult. Therefore, communes need to continue to promote the mobilization of socialized resources when mobilizing resources when building new rural areas, while avoiding chasing achievements that lead to budget debt, basic construction debt, at the same time, focusing on building effective production and business models, improving people's lives and reinvesting revenue for local construction.
