Investigation to expand transnational surrogacy network
The Hanoi City Police Investigation Agency said that it has received the case file of "Organizing surrogacy for commercial purposes" from the Ho Chi Minh City Police Investigation Agency and transferred it to investigate according to its authority.
Previously, the HCM City Police Department issued a decision to prosecute the case, prosecute the accused and arrest 5 subjects to investigate "Organizing surrogacy for commercial purposes", including: Cai Guo Lin, Cai Guo Fang (Chinese nationality); Hoang Thi Thu Trang, from Dak Lak province; Trieu Thi Hang, from Thanh Hoa province and Nguyen Thi Mai Anh, from Nam Dinh province.

Because Lin used to work at a clinic in Cau Giay District, Hanoi, he knew and asked Trang, a nurse at the clinic, to find and interpret for them during the price negotiation process. Each time she brokered a woman who agreed to be a surrogate mother, Trang would be paid 5 million VND.
Accepting the offer, Trang went to the Hanoi Central Maternity Hospital to find and meet Trieu Thi Hang, agreeing that when she found someone who agreed to be a surrogate mother, she would pay 300 million VND; Hang would negotiate the price with that person.
Faced with the “bargain”, Hang introduced Ms. T to Lin and Lin planned to take this person to Cambodia to be a surrogate mother; at the same time, Lin gave Hang 100 million VND. Hang transferred 50 million VND to Ms. T.
In November 2018, Nguyen Thi Mai Anh came to meet Hang and introduced 6 women to be surrogate mothers. On December 11, 2018, Lin, Hang, Trang and Mai Anh took the 6 women from Hanoi to Ho Chi Minh City to take them to Cambodia.
In Ho Chi Minh City, the group rented a hotel to stay before leaving. However, before departure, because she was afraid of being tricked and sold by the Chinese group, a woman called her relatives to report to the police. Based on the information of the crime, the Ho Chi Minh City Police Department investigated and arrested the subjects.
Because the subject showed signs of committing crimes in Hanoi, the HCM City Police Department transferred the case file to the Hanoi Police Department for further investigation according to its authority.
