(Baonghean) -On October 31, 2013, Nghe An newspaper published an article: "People's petitions cannot be ignored", mentioning the case of 6 households in hamlet 18B, Nghi Lien commune, reporting that Hoa Binh Infrastructure Development and Construction Investment Joint Stock Company was constructing foundation piles to build the new Vinh Airport Terminal, affecting people's houses... On November 1, 2013, the Head of the Vinh City Urban Management Department issued Decision No. 492/QD-QLDT on suspending construction of this project.

Previously, at 9:30 a.m. on October 31, 2013, at Hamlet 18B, Nghi Lien Commune, Vinh City, Vinh City Urban Inspectorate coordinated with the Urban Management Department to inspect the construction of Vinh Airport Terminal, and households in Hamlet 18B, Nghi Lien Commune submitted a petition. Based on the actual situation, the City Urban Inspectorate drew up a record of administrative violations of construction order against Vietnam Airports Corporation.

The minutes were drawn up with the following content: Construction of Vinh Airport Terminal caused cracks in neighboring houses. Requesting Vietnam Airports Corporation to stop construction of the project in violation of construction order in the pile driving area near the houses; Promptly correct the violation of construction order within 24 hours from the time of drawing up the minutes. After 24 hours from the time of drawing up the minutes, if Vietnam Airports Corporation does not comply with the above requirements, the construction of the project will be suspended.

In this record, the representative of Vietnam Airports Corporation, Mr. Bui Van Thang - Supervisor of the project management board, confirmed: There was a phenomenon of cracks in the houses and to stop the construction, requesting the relevant parties to consult the opinion of the Provincial People's Committee.

On November 1, based on Decree 180, Official Dispatch 7569/UBND-GT dated October 25, 2013 of the Provincial People's Committee, Head of the Urban Management Department of Vinh City People's Committee, Mr. Nguyen Quoc Thang signed Decision 492/QD-QLDT to suspend the construction of the Vinh Airport Passenger Terminal. Decision No. 492 has the following content: Suspending the construction of a project violating construction order for a project violating construction order in Hamlet 18B, Nghi Lien Commune, Vinh City, invested by Vietnam Airports Corporation (address 200 Nguyen Son, Bo De Ward, Long Bien District, Hanoi) because of the following violations: Construction of the Vinh Airport Passenger Terminal has impacted the quality of neighboring housing projects of households in Hamlet 18B, Nghi Lien Commune (causing cracks in the housing project); affecting the residential community environment (causing loud noise affecting the lives of residents).

Also in this decision, the Vinh City Urban Management Department requested the Chairman of Nghi Lien Commune People's Committee to be responsible for organizing forces to prohibit vehicles carrying supplies, materials and workers from entering the construction site in violation; Vietnam Airports Corporation is responsible for stopping construction to implement remedial measures. Construction can only continue when the investor has completed remedial measures and ensures that it does not affect the environment of the surrounding area.
