Do Luong: Spreading the movement to build grassroots cultural life

(Baonghean) - After 15 years of implementing the movement "All people unite to build a cultural life", if in 2000 Do Luong only had 28/366 villages, hamlets, and cultural blocks reaching 7.7%, then by 2015 Do Luong had 159/366 villages, hamlets, and cultural blocks reaching 42.3%; in 2000 only 58.1% of families achieved the title of Cultural Family, then by 2015 the rate reached 77.25%.

As one of the typical communes of Do Luong district in the movement "All people unite to build a cultural life"; currently, Van Son commune has 13/13 villages achieving the title of cultural village. To achieve this result, Van Son has promoted propaganda work with practical methods, aiming to improve the spiritual and cultural life of the people.

Mr. Nguyen Xuan Phuong - Secretary, Hamlet Chief of Hamlet 5 - one of the typical cultural hamlets of Van Son commune said: Up to this point, Van Son has 9/13 cultural houses that have been completed and met the standards according to the NTM criteria. Strive in 2016, the remaining 4 cultural houses will be put into operation to serve the living and exchange needs of the people.

It can be said that the synchronous system of cultural and sports institutions plays an important role in organizing and exchanging activities of the people. Ms. Dau Thi Thu - a resident of Hamlet 5, Van Son Commune said: Every afternoon, at exactly 5 o'clock, hearing the hamlet's loudspeaker playing cheerful music, the women go to the volleyball court to practice sports. Thanks to those exchanges, the people's spirit is more excited, more enthusiastic in labor and production, and the village and neighborhood relationships are stronger.

Or in Hoa Son, the whole commune currently has nearly 90% of cultural families. From the nucleus of cultural families that have made achievements, the whole commune now has 82% of cultural villages. Visiting the family of Ms. Nguyen Thi Hanh - one of the cultural families that has done well economically and has established a facility specializing in growing seedlings. Ms. Hanh said: As a rural woman, if you do not strive to develop the economy, it will be difficult to have the conditions to raise children to study and take care of their spiritual life.

Currently, Ms. Hanh's seedling production facility not only provides high income but also creates jobs for dozens of local workers during peak times. For her, family life, in addition to economic development, must also take time to socialize and learn. After hours of hard work, in the late afternoon, the sisters go together to the neighborhood volleyball and badminton courts to practice sports. Or at women's club meetings, the sisters have the opportunity to talk about raising healthy children, teaching good children...

Typical in the movement to build cultural villages in Do Luong are Van Son commune with 100% of villages recognized as cultural villages (the commune was recognized as meeting cultural standards in 2003); Thinh Son commune with 87% of cultural villages (the commune was recognized as meeting cultural standards in 2004); Hoa Son commune with 82% of cultural villages; Boi Son 88% of cultural villages, Ngoc Son achieved 89% of cultural villages.

Spread the movement

In recent years, every year in Do Luong, from the district to the grassroots, dozens of cultural exchanges at the district and commune levels and hundreds of hamlet and block levels have been coordinated and organized to celebrate major holidays with the content of praising the Party, Uncle Ho, and love for the homeland and country. In particular, priority is given to folk songs of Nghe An, folk songs with ancient lyrics, folk songs composed and performed by themselves. Currently, the whole district has 6 effective folk song clubs: Giang Son Dong, Boi Son, town, Tan Son, Thuan Son and Lac Son.

The sports movement in the district has always been paid attention to and promoted by all levels and sectors with the motto "All people practice physical training following the example of great Uncle Ho", "Healthy to build and protect the Fatherland". Since then, many clubs have been established, especially badminton clubs, Vovinam martial arts clubs... 60 sports clubs in the district have maintained regular and effective activities. The amateur Youth - Children's football class has provided many athletes for the Song Lam - Nghe An Club.

Currently, the whole district has over 67,959 people participating in regular physical training and sports; 12,732 sports families. In addition to 1 sports gymnasium and 1 stadium in the town center, 100% of agencies, units and schools have facilities serving physical training and sports activities and training. From 2000 to now, the district has successfully organized 3 Sports Festivals. For each festival, the commune level organizes competitions in 5 or more sports; the district level organizes competitions in 8 or more sports, focusing on sports that are currently developing locally and are loved by the people such as: volleyball, badminton, football, table tennis, athletics, chess, tug of war, stick pushing, etc.

Mr. Nguyen Kim Nam - Head of the Department of Culture and Information of Do Luong district said: To support localities in implementing the movement, the District People's Council annually issues resolutions directing the implementation of tasks and targets for building cultural families, villages, clans, agencies and units and promulgates a number of policy mechanisms such as: Support for communes and towns to build new communal cultural houses with a rate of 600 million VND/project for mountainous communes and disadvantaged communes; 500 million VND/commune for the remaining communes; Support communes to upgrade and repair meeting halls with no more than 150 million VND/project; Support equal to 50 times the basic salary coefficient/1 cultural house project in hamlets and blocks; Support equal to 50 times the basic salary coefficient/1 stadium project in communes and towns; Support 100% of the cost of installing wireless radio systems for Giang Son Tay, Dai Son and Hien Son communes; 70% for Giang Son Dong, Bai Son, Lam Son, Nhan Son communes; 50% for Da Son, Minh Son, Xuan Son, Hoa Son, Thai Son, Trung Son, Dang Son, Luu Son, Bac Son, Van Son, Lac Son communes.

There is a bonus mechanism of 5 times the basic salary coefficient/1 cultural residential area; 3 times the basic salary coefficient/1 cultural agency or unit; 2 times the basic salary coefficient/1 cultural family; 20 times the basic salary coefficient/1 commune meeting new rural cultural standards, and a town meeting urban civilized standards.

Strive for the period 2016 - 2020 to reach 85% of cultural families; 70% of cultural villages, hamlets, and blocks; 75% of communes with cultural and sports institutions meeting the criteria of the Ministry of Culture, Sports and Tourism; Build and replicate 20 typical models and practices of implementing civilized lifestyles in weddings and funerals.
