Provincial People's Council supervises the management and use of cultural and sports facilities in Thanh Chuong
Compared to many districts, cities and towns of Nghe An province, Thanh Chuong is a locality that has done a very good job in investing in construction, management and use of cultural and sports facilities.
On October 1, the working delegation of the Department of Culture and Society, Provincial People's Council led by comrade Chu Duc Thai - Head of the Department of Culture and Society, Provincial People's Council, had a supervision on the construction, management and use ofcultural and sports institutionsin Thanh Chuong district.

Working with the monitoring delegation were comrade Trinh Van Nha - Deputy Secretary of the District Party Committee, Vice Chairman of the District People's Council, and representatives of leaders of a number of sectors and localities of the district.
30/38 communes and towns and 182/234 hamlets, blocks and villages have standard cultural and sports facilities.
Before working with the district, the delegation conducted supervision in Thanh Tien commune - a mountainous commune in region II of Thanh Chuong district with 7 hamlets, 1,737 households and more than 7,000 people.

According to the report of the representative of the Commune People's Committee, currently 7/7 hamlets have met the standards of new rural cultural facilities according to the provisions of Decision No. 1563/QD-UBND dated June 7, 2022 of the Provincial People's Committee, of which 3/7 hamlets have built new cultural houses from funds contributed by the people and other legal mobilized sources and put them into effective use.
In the cultural house grounds of each hamlet, there are sports fields and areas with sports equipment for outdoor entertainment for the elderly and children from socialized funds and people's contributions.
The system of cultural institutions meets standards, creating cultural venues and healthy playgrounds for generations, suitable for all ages, contributing to repelling negative phenomena and social evils, meeting the increasing cultural enjoyment needs of all classes of people.

However, the commune leaders also expressed concern about the lack of a mechanism to resolve redundant institutions after the merger of hamlets such as hamlet cultural houses, land and assets on land; there is still a lack of multi-functional cultural houses, and there is no gymnasium for volleyball, badminton, table tennis, etc.
According to the report of Thanh Chuong District People's Committee, in recent years, the investment in construction and exploitation of the system of cultural and sports institutions in the district has received attention. Therefore, grassroots cultural and sports institutions have been gradually consolidated, improving the quality of activities and practical content, meeting the needs of the majority of people, contributing to the development of cultural, artistic and sports movements to serve local political tasks, improving the spiritual life of the people.

Up to now, in the district, 30/38 communes and towns and 182/234 hamlets, blocks and villages have cultural and sports institutions meeting the standards set by the Ministry of Culture, Sports and Tourism.
Regarding the construction of standard cultural and sports facilities in communes and hamlets after merging with government-level units, in the period from 2021-2024, 18 communes and towns will upgrade and renovate cultural houses and communal stadiums, adding a number of functional rooms to meet the criteria of new rural areas and advanced new rural areas; 29 cultural houses and 30 sports areas in villages, hamlets and blocks will be newly built; 171 cultural houses and 166 sports areas in villages, hamlets and blocks will be upgraded and renovated.
However, like many other localities in the province, after the merger of commune and hamlet administrative units, in Thanh Chuong there is a situation of both surplus and shortage of cultural houses (excess number of houses, lack of standard cultural houses). The use of existing cultural houses is difficult because most of the existing cultural houses are not located in the hamlet center.
In addition, the policy to support the construction of cultural and sports facilities under Resolution 30/2020/NQ-HDND and the policy to support investment in swimming pools under Resolution 09/2023/NQ-HDND are not strong enough to create a breakthrough in the construction of infrastructure for communes, villages and hamlets. The implementation of projects under Resolution 30/2020/NQ-HDND is still slow.
On the other hand, many communes and towns have not fully exploited the value of communal sports institutions, especially communal stadiums. Joint ventures and partnerships with organizations and individuals to promote the effectiveness of communal cultural and sports institutions cannot be implemented due to current regulations on public asset management.
Need for breakthrough mechanisms and policies in building cultural and sports institutions
Due to the limitations in the construction, management and use of cultural and sports facilities in the area, Thanh Chuong district proposed that the Provincial People's Council should issue a new Resolution, replacing Resolution No. 30/2020/NQ-HDND of the Provincial People's Council with a strong enough policy mechanism to create a breakthrough in the construction of cultural and sports facilities in the area. It is proposed that the Provincial People's Committee should decentralize more strongly to the grassroots in the process of implementing the resolution; giving the grassroots the initiative in project preparation, appraisal and approval.
After listening to the opinions of the representatives of the district People's Committee, branches, units and localities of Thanh Chuong district, on behalf of the monitoring delegation, comrade Chu Duc Thai - Head of the Department of Culture and Society, Provincial People's Council highly appreciated the attention paid to the planning, investment, construction and exploitation of the cultural and sports facilities system of the Party Committee and the government of Thanh Chuong district. Compared to many districts, cities and towns in the province, Thanh Chuong is a locality that has done this work very well, especially in mobilizing people to build cultural and sports facilities.

The Head of the Culture - Social Committee, Provincial People's Council requested Thanh Chuong district to continue to do a good job in socializing investment in construction and exploitation of cultural - sports institutions; pay attention to investment resources for cultural - sports institutions of appropriate caliber, and at the same time have effective solutions to handle the problems.redundant institutionsin communes and hamlets after the merger; direct the grassroots to improve the efficiency of management and use of existing institutions; pay attention to reviewing and balancing resources to ensure spending levels for the field of Culture - Sports.
Along with that, the district's levels and sectors need to review the regulatory documents, especially the resolutions of the Provincial People's Council on supporting the construction of cultural and sports institutions to have appropriate recommendations and proposals to improve the effectiveness of state management in this field.
