Provincial People's Council supervises the management and use of cultural and sports facilities in Quy Hop
Currently, cultural and sports institutions from district to grassroots level in the mountainous district of Quy Hop are not yet synchronized and lack many important and essential institutions.
On September 27, the working delegation of the Department of Culture and Society, Provincial People's Council led by comrade Chu Duc Thai - Head of the Department of Culture and Society, Provincial People's Council, had a supervision on the construction, management and use ofcultural and sports institutions in Quy Hop district.

Working with the monitoring delegation were comrade Hoang Van Thai - Vice Chairman of the District People's Committee, representatives of leaders of a number of sectors and localities of the district.
The purpose of the supervision is to comprehensively evaluate the results of the direction, implementation, organization of the construction, management and use of cultural and sports institutions in the province; evaluate the achieved results, point out the shortcomings, limitations and causes. On that basis, make recommendations to the Standing Committee of the Provincial People's Council and the Provincial People's Committee to find solutions to resolve difficulties and obstacles in the implementation.

Before working with the district, the delegation conducted supervision at the commune.Chau Quang. After the merger, the commune has 20 hamlets and villages. Currently, all 20/20 hamlets and villages have cultural houses and sports training areas. However, the system of cultural and sports facilities is not uniform, some hamlet cultural houses were built a long time ago and are now degraded, the area of the cultural houses is still small, not meeting the needs of meetings and organizing cultural and sports activities. Cultural and sports facilities such as loudspeaker systems, tables and chairs, and festive decorations are still old and do not meet the requirements. The whole commune has only 3 hamlets with cultural and sports facilities that meet the standards set by the Ministry of Culture, Sports and Tourism.

The representative of Chau Quang commune said that the budget to build a cultural house and sports ground is very large, so we need to wait for the project from the superiors. The budget from the people's contributions and the budget from social mobilization can only meet a small part.
According to the report of the People's Committee of Quy Hop district, from 2021 to now, authorities at all levels and sectors have paid attention to land use planning, investment, upgrading of cultural houses and other conditions to promote the effectiveness of the system of cultural and sports institutions from the district to the block, hamlet and village. Currently, at the district level, there is an independent Center for Culture - Sports and Communication, with a newly invested Conference Center with a capacity of 400 seats, equipped with modern facilities; there is a stadium and a sports training house and full professional rooms including a Traditional Room, a reading room, a book warehouse and a warehouse for physical training and sports equipment. In addition, the district currently has 4 artificial turf fields and 3 swimming pools invested in and built by individuals.

At the commune level, the whole district has 2 communes with standard cultural and sports facilities and 13/21 communes and towns have low-standard cultural and sports facilities. There are 2 communes that do not have a cultural house; 100% of communes and towns have not established a Cultural - Sports Center at the commune level. For communes that have achieved New Rural Area status, 100% of communes and towns do not have sports and entertainment venues for children and the elderly. There are 14/21 communes with stadiums (67%) and only 2 communes that meet the prescribed standards.
In the whole district, there are 214/214 blocks, hamlets and villages with cultural houses, of which 104 are standard cultural houses - sports areas. However, after implementing the policy of merging hamlets, blocks and villages, some hamlet and block cultural houses have not met the regulations. Currently, there are 110/214 block, hamlet and village cultural houses that have not met the regulations and have not ensured 70% of seats for representatives of households in the hamlets and blocks. Many cultural houses with equipment and ceremonial facilities have been installed for a long time, so they are damaged and not suitable for the present.
According to the general assessment, the activities of cultural and sports institutions in Quy Hop district have been gradually improved, equipment serving activities invested from national target programs and socialization have increasingly attracted people to practice and have basic entertainment.

However, cultural and sports institutions from the district to the grassroots level are not yet synchronized and still lack many important and essential institutions. Cultural and sports institutions at the district level were mostly built a long time ago, so the infrastructure is degraded; the organization of cultural, artistic and sports activities at the Center for Culture - Sports and Communications has not met the criteria.
Land planning for the construction of cultural and sports facilities at the grassroots level still faces many difficulties and confusion. Mobilizing socialization, mobilizing support for construction funding, joint ventures and associations to exploit and upgrade cultural and sports facilities still face many difficulties. Some communal cultural houses are not effective and are mainly used to organize conferences and large local meetings, while most of them are closed. Most of the sports areas in the blocks, hamlets and villages do not meet the standards for organizing activities. The system of entertainment venues for children and the elderly is seriously lacking...
Balancing resources to invest in synchronous cultural and sports institutions
From the above situation, Quy Hop district recommends that relevant levels and sectors base on the actual situation after merging administrative units to supplement and amend circulars and guidelines on criteria for commune and village cultural houses in accordance with the current situation; study, develop, supplement and edit the system of legal documents and mechanisms and policies to increase investment funding for the operation of the grassroots cultural and sports institution system.
After listening to the opinions of the representatives of the district People's Committee, branches, units and localities of Quy Hop district, on behalf of the monitoring delegation, comrade Chu Duc Thai - Head of the Department of Culture - Society, Provincial People's Council acknowledged the district's efforts in building, managing and promoting the effectiveness of cultural institutions of all levels of government and branches of Quy Hop district.

To overcome the difficulties and limitations of the district in this work, comrade Chu Duc Thai suggested that the district's levels and sectors should focus on balancing resources to support cultural institutions for localities that are still facing many difficulties, especially communes and hamlets after the merger to have synchronous cultural institutions, meeting the cultural enjoyment needs of the people, focusing on community activity points. Regarding district-level cultural institutions, the district needs to re-evaluate the activities of the district's Cultural - Sports and Communication Center to make timely adjustments in human resources, rearrange and handle public assets to ensure effective use.
In addition, focus on directing facilities to effectively promote cultural institutions, overcome the situation where local cultural and sports institutions have been invested in facilities but have not been used to organize activities or have not fully utilized the functions of cultural and sports activities to serve the people, causing waste.
