I am deeply honored and delighted to attend the 70th anniversary celebration of the Party Committee of the Provincial Agencies Bloc, an event of great significance for the cadres and Party members of the Bloc's Party Committee. On behalf of the Provincial Party Standing Committee, I would like to extend my respectful greetings and best wishes for health, happiness, and success to all delegates, cadres, and Party members of the Party Committee from all periods attending this celebration!

Dear comrades!
The Party Committee of the Provincial Agencies Bloc of Nghe An Province was established by the Nghe An Provincial Party Committee in September 1954, based on the merger of several sub-branches and grassroots Party organizations under the Provincial Party Committee. To date, the Party Committee of the Bloc has undergone 10 changes in name, organizational structure, and operational apparatus. Along with the development of its organization and apparatus, over the past 70 years, the Party Committee of the Provincial Agencies Bloc has matured in all aspects, successfully fulfilling its political tasks and excellently demonstrating its role and position within the province's political system.
Throughout 70 years of construction and development, whether during wartime or the country's reform process, the Party Committee of the Agencies Bloc of Nghe An province has always upheld the spirit of solidarity, unity of will and action, striving to overcome difficulties and challenges, and successfully achieving the goals and targets of the resolutions of the Party Committee's congresses.
Party committees and organizations within the Bloc have strengthened coordination in leadership and guidance to successfully complete the assigned political tasks of each agency and unit, making an important contribution to the successful achievement of socio-economic development goals and targets, and building an increasingly strong provincial Party committee.

With the achievements attained, the Party Committee of the Provincial Agencies Bloc and the Party organizations, cadres, and Party members within the Bloc have received many prestigious awards from the Party, the State, central ministries and agencies, the Provincial Party Standing Committee, and the Provincial People's Committee. The Provincial Party Standing Committee acknowledges and thanks the great contributions of generations of leaders and cadres of the Party Committee of the Provincial Agencies Bloc and warmly commends and congratulates the achievements that the Party Committee of the Provincial Agencies Bloc has attained over the past 70 years!

Seventy years is a long and very proud journey, but ahead lie great and important goals and tasks. This requires us to continue making new efforts and demonstrating renewed determination to make a worthy contribution to the province's development. Within the framework of today's forum, I would like to share a few points as follows:
Problem 1Building upon 70 years of tradition, we encourage innovation and creativity to further enhance the role of the Party Committee of the Bloc. The lessons learned from 70 years of development and growth are invaluable, but the crucial factor determining future development is improving the leadership capacity and the ability of Party committees and organizations to handle emerging issues in life, with many new and complex situations occurring today.

The second problemContinuing to innovate the methods and content of leadership of a Party Committee with many unique characteristics like the Party Committee of the Provincial Agencies Bloc, in order to suit the practical situation and meet the requirements of new tasks.
Our unique characteristics lie not only in the absence of state administrative agencies at the same level, but also in the fact that the functions and tasks of the agencies and units that the grassroots Party organizations must lead are very broad, diverse, and have an influence and impact throughout the entire province; it also lies in the fact that among the Party's leadership, there are many cadres and Party members holding important positions in the political system – they are the ones who both participate in formulating plans, advising or deciding on policies and solutions, but at the same time are also the ones who must implement them in their capacity as Party members…
These characteristics greatly influence the determination of the content and methods of leadership of the Party Committee of the Bloc. Due to time constraints and the desire not to analyze too much, I would like to briefly mention the following three very important aspects that, in the past, we have sometimes and in some places not done as well as we would like:

First,We must pay attention to and care for the propaganda and ideological education of Party members and cadres in a comprehensive and effective manner: from equipping them with an understanding of the ideological foundation, to the Party's policies and guidelines, and those of Party committees at all levels, in the context of developing a socialist-oriented market economy under the current conditions of deep and comprehensive integration of the country into international processes and institutions; being vigilant, promptly detecting, and resolutely combating ideological and political degradation, and "self-evolution and self-transformation" within each Party organization and among Party members...
Secondly,Closely, regularly, and effectively combine propaganda work with mass mobilization work. Mass mobilization must be truly considered a fundamental and extremely important method of Party leadership, and the bureaucratic and administrative approach to the role and activities of Party organizations and Party members must be resolutely and determinedly eliminated. A considerable proportion of cadres and Party members in provincial-level agencies are entrusted with certain state powers to perform their individual and collective functions and tasks.

This easily leads to Party members and Party organizations tending to use power instead of persuasion and propaganda in their interactions with the people and in practical situations. We must overcome this situation. How is this done? The answer is to fully and effectively implement the government's mass mobilization work.
Third,Regarding personnel matters, I would like to draw your attention to just one point: building, encouraging, and developing a "culture of serving the people." I don't know how to use flowery or eloquent words to describe this culture, so I'll express it simply: Be approachable, don't be formal, share and be sincere. Then we will have the people.
The third issue,Continuing with a resolute and persistent spirit, we will implement effective solutions to achieve the goals of administrative reform in a comprehensive, interconnected, synchronized, and top-down manner. Administrative reform is closely linked to digital transformation and innovation.
Administrative reform, aimed at better serving the people and meeting the requirements of transparency and fairness within the Party, should not only focus on addressing the rights and interests of citizens and businesses, but also on organizational and personnel matters, the implementation of grassroots democracy, and the control of power through internal regulations in each agency and unit. To achieve these goals, I would like to reiterate the leading and exemplary role of cadres and Party members, especially those holding leadership positions in each organization!

Before concluding, I would like to once again wish all comrades good health and happiness, and wish the Party Committee of the Provincial Agencies Bloc continued success in fulfilling its political tasks and making positive contributions to achieving the goal of making Nghe An prosperous and strong!
