I am very honored and delighted to attend the 70th Anniversary of the founding of the Provincial Party Committee, an event of great significance to the Party Committee's cadres and members. On behalf of the Provincial Party Committee, I would like to send my respectful greetings and wishes of health, happiness and success to all delegates, cadres and members of the Party Committee of all periods attending the Anniversary!

Dear comrades!

The Party Committee of the Provincial Agencies Bloc of Nghe An was established by the Nghe An Provincial Party Committee in September 1954, on the basis of merging a number of inter-branch Party cells and grassroots Party organizations directly under the Provincial Party Committee; up to now, the Party Committee of the Bloc has undergone 10 changes in name, organizational structure, and operating apparatus. Along with the development of organization and apparatus, over the past 70 years, the Party Committee of the Provincial Agencies Bloc has matured in all aspects, successfully completed its political tasks and excellently demonstrated its role and position in the political system of the province.

Over 70 years of construction and development, whether during wartime or the country's renovation process, the Party Committee of the Bloc of Agencies of Nghe An province has always upheld the spirit of solidarity, unity of will and action, strived to overcome difficulties and challenges, and successfully implemented the goals and targets of the resolutions of the Bloc Party Congresses.

Party committees and organizations in the Bloc have strengthened coordination in leadership and direction to successfully complete assigned political tasks of each agency and unit, contributing significantly to the successful implementation of socio-economic development goals and targets, and building an increasingly strong provincial Party Committee.

With the achievements, the Party Committee of the Provincial Agencies Bloc and Party organizations, cadres and Party members in the Bloc have been awarded many noble awards by the Party, the State, the Central Committees, Ministries and Branches, the Provincial Party Standing Committee and the Provincial People's Committee. The Provincial Party Standing Committee acknowledges and thanks the great contributions of generations of leaders and cadres of the Party Committee of the Bloc and warmly commends and congratulates the achievements that the Party Committee of the Provincial Agencies Bloc has achieved over the past 70 years!

Dear delegates!

70 years is a long and proud journey, but there are also great and important goals and tasks ahead. It requires us to continue to make new efforts and new determination to contribute to the development of the province. In the framework of today's forum, I would like to share a few issues as follows:

Problem 1, promoting the 70-year tradition, encouraging the spirit of innovation and creativity to continue to better demonstrate the role of the Party Committee of the Bloc. The lessons learned from 70 years of construction and growth are extremely valuable, but the important and decisive factor for future development is improving the leadership capacity and handling ability of Party committees and Party organizations in the face of problems arising in life with many new and complicated situations taking place as they are today.

Problem 2, continue to innovate the leadership methods and content of a Party Committee with many unique characteristics such as the Party Committee of the Provincial Agencies Bloc, to suit the practical situation and meet the requirements of new tasks.

Our peculiarity lies not only in the fact that there is no State administrative management agency at the same level, but also in the fact that the functions and tasks of the agencies and units that the grassroots Party organizations there must lead are very broad, very diverse, and have influence and impact within the entire province; it also lies in the fact that among the Party Committee's leadership subjects, there are many cadres and Party members holding important positions in the political system - they are the ones who participate in planning, advising or deciding to issue policies and solutions, but at the same time are also the ones who must implement them as Party members...

These characteristics greatly influence the determination of the content and leadership methods of the Party Committee of the Bloc. Due to time constraints and not wanting to analyze too much, I would like to briefly mention the following 3 very important steps that in the past, at times and in some places, we have not been able to do as much as we would like:

One is,We must pay attention to and take care of the propaganda and ideological education work for party members and cadres in a comprehensive and effective manner: From equipping awareness of the ideological foundation, to the policies and guidelines of the Party and Party committees at all levels in the context of our developing a socialist-oriented market economy in the current conditions of the country's deep and comprehensive integration into international processes and institutions; be vigilant, promptly detect and resolutely fight against political and ideological degradation, against "self-evolution, self-transformation" within each Party organization and party member...

Second,Closely, regularly and effectively combine propaganda work with mass mobilization work. Mass mobilization must be truly considered a fundamental and extremely important leadership method of the Party, and must be resolute and determined to eliminate bureaucratic thinking and administrativeization of the role and activities of Party organizations and Party members. A fairly large proportion of cadres and Party members in provincial agencies are assigned certain State powers to perform their functions and tasks, and those of the collective.

This very easily leads to the tendency of Party members and Party organizations to use power instead of advocacy and propaganda in dealing with the People and in practical situations. We must overcome this situation. How is this done? I would like to say that it is by fully and well implementing the work of governmental mass mobilization.

Third,In personnel work, I would like to draw your attention to only one content, which is to build, encourage and develop a “culture of serving the People”. I do not know how to use fancy, literary words to describe this culture, so I will simply express it: Be close, do not be aloof, share and be sincere. Then we will have the People.

Problem 3,continue to be determined and persistent in implementing effective solutions to achieve the goals of administrative reform in a comprehensive, interconnected, synchronous and top-down manner. Administrative reform is closely linked to digital transformation and innovation.

Administrative reform to better serve the people, to meet the requirements of transparency and fairness in the Party, therefore, must not only focus on the field of resolving the interests of the people and businesses but also on the field of organizational work, cadres, in the field of implementing democracy at the grassroots level and controlling power through internal regulations in each agency and unit... To achieve these things, I would like to remind you once again about the leading role and setting an example of cadres and party members, first of all, cadres and party members holding leadership positions in each organization!
