The 22nd session of Nghe An Provincial People's Council passed 15 resolutions.

Passed 15 draft resolutions

In a serious and democratic working session, the Provincial People's Council considered and voted to approve 15 draft resolutions submitted by the Provincial People's Committee.

Of which, there are 6 draft Resolutions related to adjusting public investment plans; adjusting and allocating State budget estimates; adjusting and allocating in detail the central budget capital plan to implement the National Target Program on new rural construction for the period 2021 - 2025 and annually; piloting the decentralization mechanism in management and organization of implementation of National Target Programs for the period 2024 - 2025. These are important and necessary tasks and solutions to accelerate the progress and quality of implementation of National Target Programs; accelerate the disbursement of public investment in 2024 in the province.

8 draft Resolutions related to policies and adjustments to investment policies of projects; Zoning planning projects; changing forest use purposes; promulgating a list of public service services using the State budget, creating a basis to accelerate the progress of works and projects, effectively promoting resources; attracting investment; promoting economic growth.

1 draft Resolution on regulations on a number of policies to support ethnic minority boarding schools and high schools implementing the model of ethnic minority boarding schools in ethnic minority and mountainous areas in the province.

Thereby, helping students in mountainous areas, especially students with difficult circumstances, have favorable conditions to go to school, study with peace of mind, reduce the rate of dropping out of school; contribute to improving the quality of education and training, shortening the gap between regions; firmly maintaining and improving the results of universal primary education and universal secondary education in the province.

Promoting successful lessons in leadership and direction of the implementation of the 500 kV line 3 project with key projects of the province

Speaking at the closing session of the 22nd session, on behalf of the Provincial People's Council, Comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the People's Council of Nghe An province noted a number of contents so that the 15 resolutions that have just been passed can soon come into life and be effective.

In particular, the Chairman of the Provincial People's Council emphasized specific requirements in implementing the Resolutions on adjusting public investment plans; adjusting and allocating the State budget estimates; adjusting and allocating in detail the central budget capital plan to implement the National Target Program on new rural construction for the period 2021 - 2025 and annually; Resolution on support policies for ethnic minority boarding schools; Resolution on piloting the decentralization mechanism in the management and organization of the implementation of National Target Programs for the period 2024 - 2025 and for related Resolutions on adjusting investment policies for projects.

Comrade Thai Thanh Quy also requested the Provincial People's Committee, all levels and sectors to promote the successful lessons in the leadership and direction of the implementation of the 500 kV line 3 project which was inaugurated this morning after more than 6 months of construction, especially clearly defining responsibilities, high political determination, great efforts, "only discussing work, not backtracking", "solving difficulties where they arise", "assigning tasks, assigning tasks, and coordinating smoothly" in implementing the province's key projects; at the same time, focusing on directing the good implementation of a number of key tasks ahead.

With a proactive, flexible spirit, ready to accompany the province's development, in the coming time, the Provincial People's Council plans to continue to organize specialized meetings to promptly decide on a number of important and urgent contents under its authority.

To further improve the quality of meeting content preparation, the Provincial People's Council requested the Provincial People's Committee to review the list of Resolutions submitted to the Provincial People's Council in 2024; urge and direct departments and branches to closely coordinate with the Provincial People's Council Committees to prepare well the documents submitted to the meeting, especially the contents requesting opinions from the Executive Committee, Standing Committee and Standing Committee of the Provincial Party Committee according to regulations, to avoid the situation of having a list to submit to the meeting but not being able to prepare the documents in time, having to move to the next meeting.

Comrade Thai Thanh Quy also emphasized: The Provincial People's Council Committees continue to promote the spirit of initiative, accompanying the Provincial People's Committee, the agencies of the Provincial People's Committee in the process of drafting resolutions; the spirit of responsibility, in-depth, and professionalism in organizing the examination of draft resolutions submitted to the Provincial People's Council.
