On the afternoon of August 27, the Standing Committee of Nghe An Provincial People's Council held a regular meeting for August 2024. Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.

Attending the meeting were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; leaders of the Office of the National Assembly Delegation - Provincial People's Council, Office of the Provincial People's Committee, Provincial People's Council Committees, Standing Committee of the Provincial Vietnam Fatherland Front Committee.
Submit to the Provincial People's Council for consideration of 15 draft resolutions at the 22nd Session
The Standing Committee of the Provincial People's Council listened to and gave opinions on the preparations for the organization of the thematic session (22nd Session) of the Provincial People's Council, which is scheduled to be held on the afternoon of August 29, 2024 to carry out the contents under its authority.

Up to now, the Standing Committee of the Provincial People's Council has issued the Notice of convening the meeting; the meeting invitation. The Provincial People's Council Committees have organized the examination of the draft resolutions submitted by the Provincial People's Committee to the meeting.
Specifically, the Economic - Budget Committee will review on the morning of August 24, 2024; the Culture - Society Committee will review on the morning of August 26, 2024. There are currently no different opinions between the drafting agency and the reviewing agency.
Accordingly, the Standing Committee of the Provincial People's Council agreed that at the upcoming session, the Provincial People's Council will consider and approve 15 resolutions; including 5 resolutions on policies and adjustments to project investment policies.

Concluding this content, from the practical work of preparing for the meeting in the past time, there are still some shortcomings and limitations, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thai Thanh Quy requested the Provincial People's Committee to carefully prepare, closely monitor, and urge the complete draft resolution dossier to submit for review. Because in the past time, the preparation work was still incomplete, there were 2 draft resolutions that were not qualified to be submitted to the Provincial People's Council, so they had to be brought up.

Regarding the agencies of the Provincial People's Council, comrade Thai Thanh Quy pointed out: The list of resolutions to be submitted to the Provincial People's Council for consideration and approval in each year of the term has been agreed upon by the Standing Committee of the Provincial People's Council from the beginning of the year and assigned to each Committee of the Provincial People's Council for review.
Therefore, the Provincial People's Council Committees need to review, urge, and exchange information with the departments and branches assigned by the Provincial People's Committee to preside over the drafting of each draft resolution to prepare promptly, ensuring strict and quality legal procedures and regulations right from the beginning of construction.

At the same time, the Provincial People's Council Committees also need to update new documents of the Government and the National Assembly to discuss with the Provincial People's Committee to develop and submit draft resolutions to specify them in the province according to their authority (if any).
Thereby, better affirming the role, position and voice of the Provincial People's Council agencies in the political system, demonstrating companionship with the Provincial People's Committee for the common development of the province.

Regarding the content of the 22nd Session, the Chairman of the Provincial People's Council agreed that in the verification report presented at the session, only report on the content that is not in agreement between the presenting agency and the verifying agency (if any) for delegates to discuss, and not re-present the content that has been accepted and edited by the Provincial People's Committee after verification.
Stick to the end in resolving voters' petitions
During the working session this afternoon, the Standing Committee of the Provincial People's Council listened to a report on the people's petition work, evaluated the results of activities in August 2024 and discussed and agreed on tasks for September 2024. Regarding this content, opinions focused on discussing solutions to improve the effectiveness of handling petitions and letters from voters and citizens.

Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi raised concerns about the quality of responses to voters' and citizens' petitions; thereby, he expressed his opinion that, with the responsibility of being an elected representative body, it is not enough to just receive petitions and transfer them to relevant authorities and localities for resolution, but it is necessary to coordinate between the Provincial People's Council and the Provincial National Assembly Delegation to closely monitor relevant agencies, units and localities to respond and thoroughly resolve the petitions for voters.
The Vice Chairman of the Provincial People's Council also requested that relevant agencies of the Provincial People's Council work with the Department of Justice to soon complete the revision of Decision No. 25/2019/QD-UBND promulgating the Regulations on receiving, handling and responding to voters' petitions in Nghe An province.

Concluding the content of the people's petition work, comrade Thai Thanh Quy - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized the viewpoint of having to stick to the end to properly resolve voters' petitions.
Accordingly, the Office of the National Assembly Delegation - Provincial People's Council and the Office of the Provincial People's Committee coordinated to seriously evaluate the results of handling voters' petitions, fully classifying the contents including: answered but voters did not agree; slow response, no response, reasons and petitions (including petitions on amending and supplementing regulations to more effectively implement this content).
Emphasizing the responsibility of agencies and elected representatives to voters, the Chairman of the Provincial People's Council also requested the Office of the National Assembly Delegation - Provincial People's Council to advise on selecting a number of voters' recommendations so that the Standing Committee of the Provincial People's Council can conduct thematic contacts through meetings and direct exchanges with voters. At the same time, advise the Standing Committee of the Provincial People's Council and the National Assembly Delegation to organize a monitoring team to resolve voters' opinions if necessary.
Comrade Thai Thanh Quy emphasized a number of key contents in September, including the need to supplement the Working Regulations of the Provincial People's Council Party Delegation, the Trade Union of the Office of the National Assembly Delegation - Provincial People's Council, and to carry out the topic of synchronization and unification of document formats in the Provincial People's Council;...
