Nghe An promotes cultural values in new rural construction
In recent years, many localities of Nghe An province have focused on linking new rural construction with building cultural life at the grassroots level, thanks to which people's spiritual and cultural enjoyment has had positive changes.
Bright spots
In 2021, Quynh Doi commune (Quynh Luu) was recognized as a model new rural commune in terms of culture and was the first commune in the province to be recognized as a model new rural commune. Mr. Ho Bao Thong - Chairman of the People's Committee of Quynh Doi commune said: After being recognized as an advanced new rural commune in 2020, the commune continued to build a model new rural commune, focusing on implementing cultural criteria to strongly promote the tradition of studiousness and cultural traditions of the locality.
In the commune, there are 9 ranked historical and cultural relics, of which 8 are national historical and cultural relics, so the restoration and embellishment of historical and cultural relics in the area into spiritual and cultural tourist attractions is focused on.

In addition, the commune has also paid attention to consolidating, building and perfecting cultural and information institutions worth tens of billions of dong such as communal and hamlet cultural houses, stadiums, outdoor sports training areas, libraries, swimming pools, broadcasting systems... Cultural, artistic and sports activities take place regularly and enthusiastically, attracting the participation of a large number of people.
In particular, the traditional culture of studiousness has always been preserved by each local resident. For many years now, every Lunar New Year, the commune has organized the Spring Writing Ceremony at the village communal house to honor the outstanding achievements of the students, thereby contributing to promoting the studiousness spirit for generations to follow the studiousness tradition of the commune.

Up to now, in the commune, 97% of families have achieved the title of Cultural Family, 27% of families have achieved the title of Sports Family, 8/8 villages have continuously maintained the title of Cultural Village; cultural residential area for 5 consecutive years or more; 100% of agencies and units in the area have met cultural standards.
Like Quynh Doi commune, in Nghi Lien commune (Vinh city), the movement "All people unite to build a cultural life" associated with new rural construction has been widely deployed, creating a strong spread in the community.
According to Mr. Nguyen Ngoc Duc - Chairman of Nghi Lien Commune People's Committee, in the movement of building new rural areas, the commune pays special attention to cultural, artistic, physical training and sports activities in the area. The system of cultural and sports institutions has been invested and upgraded; the movement "All people unite to build a cultural life, civilized urban areas" has been promoted. In addition to the commune cultural house and 2 spacious multi-purpose sports halls, 10 hamlets in the commune all have smart cultural houses invested in by the people, with integrated security cameras and other information to ensure security, order and environmental monitoring.

Along with that, in addition to the activities of the Vi Giam Folk Song Clubs, there are also many active art and sports clubs in the commune. Up to now, the commune has 10/10 hamlets achieving the title of cultural hamlet, of which 1 hamlet has achieved the title of outstanding cultural hamlet; 3 schools have been recognized as cultural units; 95% of households have achieved the title of Cultural Family and 45% of families have achieved the title of sports and art families. In early August, Nghi Lien was the first commune in Vinh city to be recognized as a model new rural commune in culture in 2024.
Not only in communes that meet the model new rural standards in terms of culture, but also in communes that build new rural areas and advanced new rural areas, the implementation of cultural criteria is also focused on. As one of the localities of Thanh Chuong district striving to complete the advanced new rural criteria by 2023, Thanh Linh commune has focused on mobilizing maximum resources to complete the criteria, in which, paying special attention to cultural criteria.
Up to now, 6/6 villages of Thanh Linh commune have mobilized people's contributions to renovate the village cultural house, ensuring enough seats for activities after merging, upgrading and renovating the sports field from socialized budget sources. In the villages, cultural, artistic, physical education and sports movements have taken place vigorously.
The commune has established and organized activities of clubs such as: Vi Giam Folk Song Club, Domestic Violence Prevention Club, Building Sustainable Family Development Club, Volleyball Club, Football Club, Folk Dance Club... attracting over 70% of the population to participate in regular activities. The rate of cultural families in the commune is over 96%; sports families are 60%; 6/6 villages continuously maintain the title of Cultural Village.
Promoting cultural values
In recent years, the movement "All people unite to build a cultural life" associated with the emulation movement "The whole country joins hands to build new rural areas" has been widely deployed in almost all communes in the province. Cultural and sports institutions have received investment, renovation and upgrading; the level of spiritual and cultural enjoyment of the people has had positive changes.

Up to now, at the commune level, 446/460 communes have cultural and sports facilities, of which 339/460 communes have standard cultural and sports facilities. For villages, hamlets, blocks, and hamlets, 3,751/3,800 villages have cultural houses and sports grounds.
The whole province has 737,186/851,151 families recognized as cultural families; 2,563/3,804 residential areas recognized as cultural residential areas; 1,767 agencies, units, and enterprises meeting cultural standards; 787 clans recognized as cultural clans; the rate of sports families reached 24.5%, the number of people regularly practicing sports reached 35.2%. In addition, the whole province has 3,905 mass art teams at commune, village, hamlet, block, and hamlet levels; 2,302 clubs at district and commune levels.
According to statistics, up to now, the whole province has 328/411 communes meeting new rural standards, of which 101 communes have met advanced new rural standards; 16 communes have met model new rural standards, of which 5 communes have met model new rural standards in culture and tourism, including: Kim Lien, Nam Giang, Nam Cat (Nam Dan), Quynh Doi (Quynh Luu), Nghi Lien (Vinh city).

However, according to the assessment of relevant sectors, besides the achieved results, the implementation of the two cultural criteria in new rural construction still has certain difficulties.
Although the work of arranging and managing public assets after merging administrative units has been focused on, up to now, some places still face many difficulties and problems such as in implementing criteria on cultural facilities for new rural construction; some cultural houses, works, cultural and sports venues serving the community are not being used, wasting resources of the State and people.
Land use planning for cultural and sports facilities, especially sports grounds in mountainous villages, coastal villages, and some villages in Vinh city, is still facing difficulties. In addition, the construction and expansion of cultural models, the preservation and promotion of traditional culture in the new rural areas have not been actively implemented.
To promote cultural values in new rural construction, it is necessary to encourage people to effectively use cultural and sports institutions of communes, villages and hamlets, especially cultural houses in villages and hamlets after the merger; improve the quality of the movement "All people unite to build a cultural life", build cultural families and cultural villages; promote civilized lifestyles; innovate methods of organization and activities for cultural development so that culture truly attracts and contributes to the construction and development of new rural areas.
