The delegation was led by Lieutenant General Nguyen Duy Ngoc - Member of the Party Central Committee, Member of the Standing Committee of the Central Public Security Party Committee, Deputy Minister of Public Security.
Accompanying the delegation on the side of Nghe An provincial leaders were comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Chairman of the Provincial People's Council. On the side of Nghe An Public Security, there was Major General Pham The Tung - Member of the Provincial Party Committee Standing Committee, Director of the Provincial Public Security.
