At the meeting, representatives of the Department of Education and Training reviewed the advantages and shortcomings of the 2012 exams. Accordingly, the 2012 exams generally took place safely, seriously, and in accordance with regulations; the invigilation, grading, and review of exam results were in accordance with procedures and regulations, and the actual assessment of teaching and learning results was conducted. However, in 2012, in some councils, violations of exam regulations still occurred; errors still occurred in candidates' application files...
In preparation for the 2013 exams, the Provincial People's Committee and the Department of Education and Training promptly issued documents guiding, organizing and implementing the exams in a specific and detailed manner, especially the exam procedures. Strengthening the propaganda work on exam regulations, paying attention to new points of the exam; organizing training and coaching on exam procedures; schools focusing on effective exam review work, ensuring correct and complete curriculum; carefully preparing material conditions for the exam. At the same time, the Department established inspection teams for exam preparation in localities; had plans to establish mobile inspection teams, assigning Department officers to work at exam councils; had backup plans to deal with unusual situations...

In Vinh examination cluster alone, the 2013 university and college entrance exam is expected to have 71,264 candidates (not including candidates for Vinh Medical University and Vinh Technical Education University). Vinh University alone has 23,292 candidates registered, of which 3,788 are from 112 schools that do not organize the exam. Vinh examination cluster will mobilize 6,115 staff to direct, invigilate, protect and serve the exam. It is expected to arrange 62 examination sites, 1,451 examination rooms in the localities of Hung Nguyen, Nghi Loc, Vinh, Cua Lo and 6 examination sites in Ha Tinh. Up to now, Vinh examination cluster has contracted facilities with the localities; established the Vinh University admission council; received and responded to information and data from other universities...
The 2013 entrance exam was the first year that Vinh Medical University organized its own exam. The school's enrollment target in 2013 was 1,250, while the number of applications for the exam was 13,588 (an increase of 1,366 applications compared to 2012).
