Also in the delegation were comrades: Nguyen Hoa Binh - Chief Justice of the Supreme People's Procuracy, Member of the Constitutional Amendment Drafting Committee; Nguyen Dac Vinh - First Secretary of the Central Youth Union, Member of the Constitutional Amendment Drafting Committee; Tran Anh Tuan, Deputy Minister of Home Affairs; Nguyen Van Pha - Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Tran Van Do - Lieutenant General, Deputy Chief Justice of the Supreme People's Court, Chief Justice of the Central Military Court; Hoang Van Tu, Deputy Director of the Institute for Legislative Studies. On the side of Nghe An province, there were comrades: Dinh Thi Le Thanh - Member of the Standing Committee, Vice Chairman of the Provincial People's Council, Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, Pham Van Tan - Deputy Head of the Provincial National Assembly Delegation and representatives of provincial departments and branches.

Comrade Dinh Thi Le Thanh reported on the situation of collecting public opinions on amending the 1992 Constitution.
At the working session, comrade Dinh Thi Le Thanh reported on the results of implementation and collecting public opinions, gathering public opinions through many organizations, forms, and different information channels.
Immediately after the central documents were issued, Nghe An urgently organized the implementation, and up to this point, important results have been achieved. The Standing Committee of the Provincial People's Council - the Standing Committee of the Provincial Steering Committee has presided over and coordinated with the Provincial People's Committee, the Provincial Fatherland Front Committee and the Provincial National Assembly Delegation to urgently organize conferences to collect public opinions of the Committees of the Provincial People's Council, the Office of the National Assembly Delegation and the Provincial People's Council. Up to this point, mass organizations, agencies, units, Committees of the Provincial People's Council and the Office have completed the conference to collect comments on the Draft. Through the synthesis, there have been 330 conferences organized with more than 9,000 comments (including more than 100 comments directly contributed in writing at the Conference) of delegates, experts, scientists, seniors, representatives of invited sectors..., most of the comments are very enthusiastic and ensure quality...

After listening to the reports and comments from central and local delegates, comrade Phan Trung Ly concluded: Nghe An is a large province with a large population, high level of education, a land of learning, but the contributions and comments on the Draft Constitution are not commensurate with the expectations. The contributions of students are not many, the comments of experts in the legal sector are few, and there are no dedicated comments. The report is not close, the implementation of collecting opinions is not extensive. The Steering Committee needs to assign specific responsibilities to each agency, organization, and union to collect opinions more effectively.
The objective of the session of giving opinions on the Constitution is a broad political activity, making people understand the law better so that they can increase their participation in giving opinions and better implementing the law. Nghe An must be a province with an important voice in this broad political activity; it is necessary to draw experience and go deeper into the target groups of students, experts, intellectuals, and those with theoretical and practical qualifications in the locality. In-depth conferences and seminars should be organized with eminent figures, intellectuals, and experts. Strengthen propaganda activities, direct and coordinate with mass media agencies to increase the time of reporting, there should be debates and struggles to clarify right and wrong, avoid taking advantage to distort... in the process of giving opinions to amend the 1992 Constitution.
