On the afternoon of September 16, the Provincial National Assembly Delegation held a conference to collect comments on the Draft Law on Juvenile Justice and the Law on Prevention and Combat of Human Trafficking (amended).

The draft Law on Juvenile Justice consists of 173 articles, divided into 5 parts and 11 chapters. At the conference, delegates said that the development and promulgation of the Law on Juvenile Justice in the current context is very necessary and appropriate.

Accordingly, delegates focused on discussing and criticizing the scope of regulation and tasks of the Law; coordination of juvenile justice; responsibilities of social workers; and measures to redirect juveniles.

At the same time, criticize the punishment and procedural procedures for minors; preventive measures, coercive measures for minors; execution of prison sentences, community reintegration for minors. Gender equality in the draft Law; the role of the Youth Union in participating in litigation activities and community reintegration for minors.

Meanwhile, the Law on Prevention and Combat of Human Trafficking was passed by the 12th National Assembly, 9th session on March 29, 2011, and took effect from January 1, 2012. The promulgation of the specialized law on prevention and combat of human trafficking creates a favorable legal basis for competent authorities in the fight against human trafficking, supporting victims of trafficking, contributing to promoting and protecting human rights in the work of preventing and combating human trafficking. However, after more than 10 years of implementation, it has been necessary to amend and supplement to meet the practical requirements of the work of preventing and combating human trafficking now and in the future.

At the meeting, the participants gave their opinions on a number of key issues in the draft Law, such as: In recent years, the situation of buying and selling fetuses for the purpose of buying and selling children after birth has been a worrying reality, but the handling of this behavior has not been regulated by law. Therefore, the proposal to add the prohibited behavior of "agreeing to buy and sell people while they are still fetuses" is appropriate and consistent with the scope of the Law.

To further improve the draft, it is proposed to add some other tricks such as "taking advantage of study abroad consulting, adoption, taking advantage of sending people to travel abroad; mental intimidation" to Clause 9, Article 2 of the draft Law.

Regarding receiving and verifying victims who come forward to report, it is recommended to review and reconsider the time for receiving, supporting and verifying victims of human trafficking who come forward to report...

Concluding the conference, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation acknowledged and highly appreciated the comments of departments, branches, and delegates attending the meeting. The opinions will be compiled and studied by the National Assembly Delegation of Nghe An province and commented on at the upcoming National Assembly session.
