(Baonghean.vn) - Working with departments, branches and sectors related to the implementation of Resolution No. 43 of the National Assembly, the Provincial National Assembly Delegation proposed focusing on removing difficulties and obstacles, ensuring that policies, works and projects are effectively promoted in practice.

On the morning of December 27, the National Assembly Delegation of Nghe An province had a working session with a number of departments, branches and sectors according to the plan to monitor the implementation of Resolution No. 43, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio-economic recovery and development program and the implementation of the National Assembly's Resolutions on a number of important national projects until the end of 2023.

Comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, Head of the Supervisory Delegation chaired the meeting.

Also attending the meeting were National Assembly delegates from Nghe An: Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Vietnam Fatherland Front Committee; Tran Nhat Minh - full-time National Assembly delegate; Hoang Thi Thu Hien - Permanent Vice Chairwoman of the Provincial Women's Union.

Progress in implementing some recovery projects is still slow.

Regarding the implementation of the policy of supporting housing rent for workers, according to the report of the Department of Labor - Invalids and Social Affairs, during the implementation process, in the province, there are 5/21 district-level administrative units with beneficiaries of the policy, including: Hung Nguyen, Nghi Loc, Nghia Dan, Vinh city and Hoang Mai town.

The total number of supported workers is 2,974 people; of which, 2,627 workers are working in enterprises and 347 workers have returned to the labor market. The total amount paid to beneficiaries is 4,329 billion VND.

Regarding the implementation of projects under the Socio-Economic Recovery and Development Program, Nghe An benefits from 3 projects in the health sector, including the project to build, upgrade, and renovate 8 general hospitals and district-level medical centers; the project to invest in purchasing equipment for the Provincial Center for Disease Control (CDC); the project to invest in purchasing equipment for 28 general hospitals and district-level medical centers. The total investment for the 3 projects is 478 billion VND.

According to the report of the Provincial Management Board of Investment Projects for Construction of Civil and Industrial Works, as of December 20, 2023, the disbursement rate of projects (compared to the adjusted capital plan) was more than 127/223.8 billion VND, reaching 56.77%; it is expected that by December 31, 2023, the disbursement rate will reach 75.6% and by January 31, 2024, 100% of the capital allocated in 2023 (after adjustment) will be disbursed. Compared to the requirements for implementing projects under the recovery program, the progress of implementing projects in the health sector is still behind schedule.

At the meeting, National Assembly delegates from Nghe An delegation raised many concerns in the process of implementing the National Assembly's socio-economic recovery program.

The most concerning issue is the slow progress of projects in the health sector; in addition to the objective reasons in the appraisal stage of the Ministry of Health and the refusal of the consulting unit to implement, the appraisal stage in provincial departments and branches has not really focused on speeding up the progress. Delegates suggested that it is necessary to analyze and clarify the reasons for the slowness and where the slowness is in order to find solutions together.

Regarding the implementation of the policy to support housing rent for workers, some opinions are concerned about whether the policy's propaganda and dissemination work has been effective in reaching all beneficiaries and ensuring the rights of workers.

Proactively remove difficulties

Concluding the meeting, Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation, Head of the Supervisory Delegation highly appreciated the activeness of departments and branches in implementing Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the program of economic and social recovery and development in the locality, especially in the context of urgent implementation requirements, large workload and difficult factors of fear, especially in bidding and designation of contracts for medical equipment and supplies.
