(Baonghean.vn) - On the morning of December 16, the National Assembly Delegation of Nghe An province had a working session with the Provincial Center for Disease Control (CDC) under the program to monitor the mobilization, management, and use of resources for Covid-19 prevention and control, and preventive medicine in Nghe An province.

Mobilizing more than 27 billion VND to serve the fight against Covid-19 epidemic

At the meeting, according to the report from the leader of the Provincial Center for Disease Control, the budget for epidemic prevention and control workCovid-19from 3 sources: Budget; revenue from Covid-19 testing services; mobilized resources from the Provincial Fatherland Front Committee and organizations and individuals.

The total funding source is over 27 billion VND. From mobilized sources, the center has served the purchase of supplies, biological products and support expenses for staff participating in the prevention of Covid-19 epidemic; in which the source from support from organizations and individuals is used 100%.

In addition to funding, the unit has also received funding for materials and biological products to serve epidemic prevention with a total value of more than 27 billion VND.

Also according to the report of the Provincial Center for Disease Control, Nghe An is the locality that receives many types of vaccines.Covid-19 preventionwith 5 types and a total of more than 7.3 million doses to vaccinate 3 groups of subjects from 5 to under 12 years old; 12 to under 18 years old and the group from 18 years old and above.

The center has implemented Covid-19 testing and testing service collection activities in accordance with regulations. In particular, the total testing fee collection of more than 41 billion VND is used entirely for Covid-19 prevention and control, such as purchasing testing materials and reagents, paying business expenses, and allowances for staff participating in the fight against the epidemic.

Clarify problems and difficulties

Based on the report of the Provincial Center for Disease Control, at the meeting, the members of the delegation highly appreciated the efforts of the staff and workers of the center in the past time, contributing to the effective prevention and control of the epidemic in the area; at the same time, they shared the difficulties of the unit. Some members also raised many issues asking the center to clarify, and raised some concerns.

Affirming that preventive medicine, grassroots medicine as well as the work of preventing and fighting the Covid-19 epidemic have received attention from the National Assembly, the Government, ministries, central and local branches through the promulgation of many policies and guidelines, including Resolution No. 12 of the National Assembly Standing Committee and Decree No. 29 of the Government on a number of mechanisms and policies in the health sector to serve the work of preventing and fighting the epidemic, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation requested the center to clearly assess the results of the implementation of these two documents, especially the difficulties, obstacles and shortcomings to propose solutions.

In addition, attention should be paid to the management of private vaccination centers in the province; the recent high focus on Covid-19 prevention and control has affected vaccination activities in the province and recommendations should be drawn from experience.

In addition to the above issue, Major General Tran Duc Thuan - Standing Member of the National Defense and Security Committee of the National Assembly raised the issue of violations in bidding in the past time, so he suggested that the center, from practice, clarify the difficulties and inadequacies in the current bidding process and procedures in healthcare as well as regulations and policies on mobilizing, managing and using resources for epidemic prevention so that the National Assembly's provincial supervision delegation has a basis to make recommendations to the Central Government.

On the other hand, what are the current problems and difficulties in organizing preventive medicine and primary health care? Is it true that during the Covid-19 testing process, pooled samples are being used, but people are being charged for application forms? What is the effectiveness of merging administrative units and implementing the current autonomy mechanism?

Many opinions also raised a number of issues related to the large difference in estimates and actual expenditures from the budget for Covid-19 prevention and control; how to handle some of the current backlog of biological products to avoid waste; difficulties in facilities, policies and incentives for staff working in preventive medicine and grassroots health care, etc.
