Nghe An: District People's Committee is responsible for compiling the list of non-public teachers receiving Covid-19 support
(Baonghean.vn) - This is one of the guidelines of the Department of Education and Training to implement Decision No. 24/2022/QD-TTg dated November 29, 2022 of the Prime Minister.
Previously, when the Prime Minister issued Decision No. 24/2022/QD-TTg dated November 29, 2022 on supporting managers, teachers, and staff of non-public preschools and primary schools facing difficulties due to the pandemic,Covid-19 epidemicThe Provincial People's Committee has directed relevant agencies to implement the Decision.
In particular, the Department of Education and Training is assigned to preside over and coordinate with the Department of Finance, the Department of Home Affairs and related departments, branches and localities to implement support contents for subjects according to requirements and related contents.

For early implementation,Department of Education and Traininghas issued a document guiding and requesting the People's Committees of districts, cities and towns (hereinafter referred to as the District People's Committees) to organize propaganda and dissemination so that managers, teachers and staff clearly understand the subjects, conditions for benefits, support levels, procedures and implementation time according to Decision No. 24/2022/QD-TTg dated November 29, 2022 of the Prime Minister.
Also according to this document, the Department requires the People's Committees of districts to summarize the beneficiaries and the need for funding to pay for the beneficiaries. The People's Committees at the district level are responsible to the Provincial People's Committee for the list of beneficiaries and support funding, and report to the Department of Education and Training before January 8, 2023, on that basis, the Department submits to competent authorities for consideration and decision.
During the implementation process, it is necessary to ensure timeliness, publicity, transparency, and compliance with regulations, not to take advantage of or profit from policies, and not to cause inconvenience to policy beneficiaries. If after the prescribed time, any district fails to provide complete documents, it is considered that there is no need for funding and that district must take full responsibility.

Decision 24/2022/QD-TTg stipulates the implementation of support policies for managers, teachers, and staff working at private and non-public preschools; SOS kindergartens and preschools; private primary schools, and private multi-level schools including primary and primary schools. Hermann Gmeiner School in the SOS Children's Villages Vietnam system, which is licensed by competent authorities to establish and operate, must temporarily suspend operations at the request of competent state agencies to prevent and control the Covid-19 epidemic.
Managers, teachers, and employees are entitled to the policy when ensuring the following conditions: Being a person who is working at a non-public educational institution before the institution had to temporarily suspend operations at the request of a competent state agency to prevent and control the Covid-19 epidemic from May 1, 2021 to December 31, 2021. Being on unpaid leave for 01 month or more from May 1, 2021 to December 31, 2021. Nghe An province has 60 non-public kindergartens and 285 independent preschools. Before Decision 24, more than 1,000 non-public kindergarten teachers had received other support policies from the state. However, there are still about 1,700 teachers who have not received support for various reasons.
Of these, 594 are teachers from private independent preschools, 556 of whom have not received support due to insufficient documents and 625 of whom have not participated in insurance.
