Delegations of National Assembly deputies from Nghe An and Ha Tinh provinces collect comments on the Draft Law on National Reserves

In preparation for the 4th session of the 13th National Assembly, scheduled to open on October 22, this morning, September 19, in Vinh city, under the chairmanship of comrades: Pham Van Tan - Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Nghe An province; Tran Tien Dung - Deputy Head of the National Assembly Delegation of Ha Tinh province, the National Assembly Delegations of Nghe An and Ha Tinh provinces jointly organized a conference to collect comments on the Draft Law on National Reserves.

(Baonghean.vn) -In preparation for the 4th session of the 13th National Assembly, scheduled to open on October 22, this morning, September 19, in Vinh city, under the chairmanship of comrades: Pham Van Tan - Provincial Party Committee member, Deputy Head of the National Assembly Delegation of Nghe An province; Tran Tien Dung - Deputy Head of the National Assembly Delegation of Ha Tinh province, the National Assembly Delegations of Nghe An and Ha Tinh provinces jointly organized a conference to collect comments on the Draft Law on National Reserves.

Attending were comrade Thai Van Hang - Member of the Provincial Party Standing Committee, Vice Chairman of Nghe An Provincial People's Committee; Le Xuan Minh - Deputy General Director of the General Department of State Reserves.

The Draft Law on National Reserves, consisting of 6 chapters and 63 articles, was commented on by the 13th National Assembly at its recent 3rd session. This draft law regulates the formation, organization, management, operation and use of national reserves; the rights and obligations of agencies, organizations and individuals responsible for the formation, organization, management, operation and use of national reserves.




Conference scene

At the conference, delegates had many opinions: The name of the National Reserve Law is more appropriate than the name of the State Reserve Law, because according to the future orientation of the draft law, the resources for reserve activities will be mobilized from many other sources, not just from the State budget as before. Regarding the goals, it is necessary to focus on the goals that meet the sudden and urgent requirements of preventing, combating, and overcoming the consequences of natural disasters, fires, and epidemics; serving national defense and security and performing other sudden and urgent tasks of the State, not just spreading out to the task of curbing inflation and ensuring social security.

Regarding the list of reserve goods, it is necessary to define them by groups, ensuring flexibility and accurately reflecting the objectives of national reserves. It is necessary to unify the Government to issue policies and development orientations, and the budget for reserve activities must be consistent with the Budget Law. Delegates also contributed opinions on the principles, regulations, conditions for importing, exporting, purchasing, and selling national reserve goods; purchase prices, selling prices, costs of importing, exporting, preserving, and using national reserve goods.
