Nghe An National Assembly Delegation supervises poverty reduction policy implementation in Que Phong
(Baonghean.vn) - SOn January 9, 2014, in Que Phong district, the delegation of National Assembly deputies of the province led by comrade Pham Van Tan, Head of the National Assembly delegation of the province, had a working session with the People's Committee of Que Phong district on the results of implementing policies and laws on poverty reduction in the district in the period 2005-2012 and the goals and solutions until 2015.
The delegation included National Assembly deputies: Mr. Pham Van Ha - Chief Justice of the Provincial People's Court; Ms. Nguyen Thi Hai - Vice Principal of Ky Nam Primary School, Ky Son Commune, Tan Ky District, along with representatives of departments, branches, the Fatherland Front and the Provincial Policy Bank.

In 8 years, from 2005 to 2012, in addition to organizing propaganda and implementing policy documents of the Central and the province on poverty reduction, Que Phong enjoyed preferential credit for poor households of over 240 billion VND, total loan turnover was 361.8 billion VND for 26,617 households borrowing, the average loan amount was from 15 to 19 million VND/time; the number of households with outstanding loans was over 11,000 households.
In addition to loans for production development, the bank has lent nearly 3,000 poor households VND 23.29 billion to build houses; organized 50 rural civil vocational training classes for 1,620 students, provided orientation education and facilitated procedures for 726 workers to go abroad, issued 471,636 health examination and treatment cards for people with a total amount of over VND 150 billion; 100% of poor students were exempted from tuition fees; seriously implemented the process of identifying poor and near-poor households; initially established a list of households escaping poverty and near-poor households. From the 30a capital source, the district invested more than VND 30 billion in supporting seedlings, building 25 production models, etc.

With the above measures and investment resources, the poverty rate of Que Phong decreased from 59.5% in 2005 to 44.39% in 2012, an average decrease of 5% equivalent to 700 households/year; more and more effective poverty reduction models have been formed and replicated, suitable to local conditions....

At the monitoring session, in addition to pointing out some poverty reduction results in recent times, National Assembly deputies and representatives of district-level departments spoke about the shortcomings, limitations and causes such as: poverty reduction results are not really sustainable and the risk of falling back into poverty is still high; policies and resources for hunger eradication and poverty reduction are numerous but investment is still scattered and not strong enough; people resettled by Hua Na hydropower plant still lack land for production but the district has not mentioned it; the effectiveness of training and vocational training methods for farmers and children in mountainous areas is not really suitable...
Concluding the meeting, comrade Pham Van Tanhighly appreciated the results achieved in implementing policies and laws on poverty reduction in the district in recent times. However, through the information provided at the monitoring session, the Head of the Delegation also acknowledged and shared the difficulties in the particularly difficult area 30a. Recommendations from the practical implementation of policies and laws on poverty reduction in the province in general and Que Phong in particular will be compiled, reported and submitted to the National Assembly for consideration at the upcoming session by the Monitoring Delegation./.
