Discussing the results of the implementation of the 2016 socio-economic development plan and the 2017 socio-economic development plan, many opinions of the Delegation assessed that 2016 had changed in the right direction, economic growth, although not reaching the plan, was still quite high compared to other countries in the region; inflation continued to be controlled at below 5%; interest rates and exchange rates were relatively stable; budget revenue exceeded the plan estimate, foreign exchange reserves increased.

However, he himself still had great confidence in the Government at the meeting, upholding the motto of saying and doing. At the same time, Delegate Nguyen Huu Cau also said that if the budget is not strictly disciplined, public debt will be very large. Mr. Cau suggested that the Government must strictly handle state-owned enterprises that are operating at a loss; strictly handle some cases of environmental pollution; pay attention to the issue of investing in hydropower plants; arrange the budget to build houses for people with meritorious services according to Decree 22; revise Decree 62 on commune-level civil servants, due to unreasonable distribution, the Deputy Police Chief of the Commune and the Party Committee Office do not receive civil servant salaries - Delegate Cau explained.

Regarding the economic restructuring plan for the 2016-2020 period, many opinions agreed with the Government's assessment. The macro economy is stable, and economic restructuring associated with growth model innovation has achieved initial results. Opinions at the discussion session also affirmed that it is necessary to have very high political determination to successfully restructure the economy. Because without high political determination, the old way of doing things will still be ineffective and ineffective.
