National Assembly delegates from Nghe An discuss the Draft Documents to be submitted to the 14th National Party Congress
On the afternoon of November 4, within the framework of the 10th Session, the National Assembly discussed in groups the Draft Documents to be submitted to the 14th National Congress of the Party. The National Assembly delegation of Nghe An province discussed in Group 7, together with the delegation of Lam Dong province.

Self-reliance
Speaking at the group, Politburo member, Standing Deputy Secretary of the National Assembly Party Committee Do Van Chien, National Assembly delegate of Nghe An delegation, shared many profound contents and needed comments related to the practical operation of the government, personnel work and organization of implementation of the Party's Resolution.
Regarding institutions, delegate Do Van Chien stated: Although the legal system is unified, the implementation efficiency between localities is very different. "Laws, decrees, and circulars are all the same, but some provinces have a public investment disbursement rate of 90%, while others only reach 20-30%. So where is the problem?", he asked, emphasizing that through discussion, the National Assembly and agencies need to point out bottlenecks, inappropriate regulations, unissued documents, and even clearly define the responsibilities of which ministries and branches.
He said that the Politburo and Secretariat have requested periodic evaluation of the staff under the Central management and will continue to implement this in the new term.

Regarding the two-level local government, delegate Do Van Chien affirmed that this is the right direction, but it needs to be adjusted to suit reality. The focus is on strengthening three factors: traffic infrastructure, information technology infrastructure and staff capacity.
"Commune-level officials must have qualifications and capacity equivalent to provincial-level officials," the Standing Deputy Secretary of the National Assembly Party Committee emphasized, adding that the classification of communes and wards according to workload will soon be implemented to arrange reasonable staffing.
Discussing the Fatherland Front and socio-political organizations, the delegate from Nghe An also said that the institutional design is clear, but it is necessary to continue to improve the effectiveness of implementation at the grassroots level.
Emphasizing the consistent spirit of the Document submitted to the 14th Congress, delegate Do Van Chien said that the outstanding new point is the requirement to continue enhancing the leadership role of the Party, the administration of the government, promoting the people's mastery and the core spirit of self-reliance and self-strengthening.
At the end of his speech, the Standing Deputy Secretary of the National Assembly Party Committee asked National Assembly deputies to discuss frankly to contribute their opinions to the Draft Documents of the 14th National Party Congress; thereby, contributing to overcoming the situation of "the weak link is still the implementation organization" as directed by General Secretary To Lam.
Building a "revolutionary, disciplined, elite, modern" People's Army and People's Public Security
Speaking at the discussion, Major General Tran Duc Thuan - Deputy Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, a delegate of the National Assembly Delegation of Nghe An province, commented that the outstanding new point of this draft is to determine the goal of building a "revolutionary, disciplined, elite, modern" People's Army and People's Public Security in the 14th term, no longer "gradually modern" as in the 13th Congress Document.
According to the delegate of Nghe An, that goal requires strong innovation in both resource investment, institutional improvement and high-quality human resource development. In particular, along with equipment and weapons, he believes that the human factor is decisive.
On that basis, delegates proposed a number of groups of solutions, in which the first priority is to continue building strong political will for each cadre and soldier.
According to him, each person in the armed forces must firmly grasp and creatively apply Marxism-Leninism and Ho Chi Minh thought in the specific conditions of Vietnam; thoroughly understand the Party's guidelines and policies on national defense and security, and firmly grasp Vietnam's military art through the periods to flexibly apply them in new combat contexts.
At the same time, it is necessary to absolutely comply with the Party's guidelines, policies and strategies, and thoroughly grasp the spirit of the Party's comprehensive, absolute and direct leadership in all aspects of the Army, Public Security and foreign affairs.

To do so, Major General Tran Duc Thuan suggested that there must be a plan to train, foster, thoroughly understand, and build a team of Army and Police cadres who firmly grasp and are imbued with Marxism-Leninism, Ho Chi Minh's thought, the Party's guidelines, policies, and strategies, and from there take action.
At the same time, training and retraining, especially alongside Vietnam's military art, must quickly approach new forms and levels of combat.
Along with that, it is necessary to continue to strengthen the Party's leadership role in the Army and Police through improving the fighting capacity of grassroots Party organizations in units.
The delegate from Nghe An also suggested that the Party and State need to have appropriate policies for the Army and Police forces.
Regarding the defense and security industry, Major General Thuan affirmed that it is necessary to move towards autonomy, self-reliance, self-strengthening and dual-use. Investment must have a focus, key points, prioritizing high-risk fields and spearheads, avoiding spreading.
From the Party's policy, the National Assembly and the Government also need to promptly institutionalize it through a system of laws, mechanisms and specific policies, as a basis for the Army and the Police to implement the goal of "revolution, discipline, elite, modernity"; in particular, it is necessary to continue to expand the space for creativity in mechanisms and policies so that the armed forces can be more proactive and flexible in carrying out their tasks.
Major General Tran Duc Thuan affirmed: The National Assembly's Committee on National Defense, Security and Foreign Affairs will continue to closely coordinate with the Ministry of National Defense and the Ministry of Public Security to review and propose amendments and supplements to relevant laws, creating a complete legal corridor for realizing the goal of building a revolutionary, disciplined, elite and modern people's armed forces; firmly protecting the socialist Fatherland of Vietnam in all situations.
