National Assembly delegates from Nghe An delegation proposed policies to attract and retain medical staff in disadvantaged areas.

On November 17, during the 21st working day of the 10th Session of the 15th National Assembly, National Assembly delegates from Nghe An discussed specific mechanisms and policies to create breakthroughs in the fields of education and health.

Develop a roadmap to reduce the proportion of medical expenses that households have to pay out of pocket

Regarding the draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health, Mr. Tran Nhat Minh - full-time National Assembly delegate of Nghe An delegation said that the phrase "basic level" in the regulation "people are exempted from fees at the basic level within the scope of health insurance benefits" is too broad, without clear criteria.

According to him, to adhere to the spirit of Resolution 72, which clearly states the requirement of "free hospital fees at the basic level within the scope of health insurance benefits", the draft needs to clearly define what is considered a "basic level". From there, he proposed to amend it to "People are exempted from fees at the basic level within the scope of health insurance benefits corresponding to the basic health service package".

Along with that, the delegate proposed to add a regulation assigning the Government to develop a roadmap to reduce the proportion of medical expenses that households have to pay out of pocket; at the same time, with the policy of diversifying additional health insurance packages, he noted that the implementation must be strictly controlled so as not to narrow the scope or quality of the basic health insurance benefits package.

In particular, regarding the regime for medical staff, delegate Tran Nhat Minh said that the new draft mainly mentions salary and allowances.

Therefore, he proposed to add content assigning the Government to fully regulate policies to attract and retain medical staff such as housing support, improving the working environment, expanding training opportunities, creating conditions for promotion of professional titles, similar to the policy for teachers recently approved by the National Assembly.

The delegate emphasized that this is a fundamental solution to overcome the limitations mentioned by the Politburo in Resolution 72, which is "the quality of medical examination and treatment and the ability to access medical services are still different between professional levels, regions and localities".

In the group of policies on land, tax and finance, the delegate from Nghe An assessed that the draft has stipulated priority for arranging surplus headquarters and land funds for medical facilities, but has not yet emphasized enough on the areas that Resolution 72 requires focus on such as primary health care, geriatrics, rehabilitation and community mental health.

Therefore, he proposed to add the regulation: "Priority should be given to reserving surplus State agency headquarters after reorganization for medical facilities, especially commune-level health stations, regional health centers, elderly care facilities, rehabilitation and community mental health."

Also related to the above draft Resolution, Ms. Nguyen Van Chi - Deputy Head of the National Assembly's Economic and Financial Committee, stated that the exemption of corporate income tax for public and private non-profit medical facilities needs to be carefully considered.

She emphasized that the health and education sectors are being encouraged to be socialized, with many financial, tax and land incentives, but there are currently no clear regulations on non-profit organizations. While private health facilities targeting high-income or international customers still enjoy incentives, tax exemptions for this group may not be appropriate.

The delegate from Nghe An suggested that incentives and tax exemptions should only be applied to private organizations operating in remote areas where public services cannot meet the demand, in order to encourage effective socialization.

Agree with the policy of implementing a unified set of textbooks

The National Assembly's draft Resolution on specific mechanisms and policies to implement Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development also received many comments from delegates of Nghe An delegation.

Mr. Pham Phu Binh - Standing Member of the National Assembly's Committee on National Defense, Security and Foreign Affairs highly appreciated the policy: The State prioritizes investment in building a national database on education and training, digital infrastructure and shared platforms, interconnection, and encourages businesses to invest in developing digital education products and services in the form of public-private partnerships. By 2030, educational and training institutions will complete digital infrastructure, synchronous digital platforms and interconnection.

He suggested that the Government soon specify these regulations, in order to facilitate the implementation of scientific research in Vietnam, overcoming the current limitation of lack of connection with large databases, both in the fields of science and technology and social sciences.

Delegate Hoang Minh Hieu - Standing Member of the National Assembly's Committee on Law and Justice said that regarding the authority to mobilize, transfer, and second, the draft Resolution has provisions related to the Department Director and the Chairman of the Commune People's Committee, but it is necessary to clarify that the Department Director must closely coordinate with the Chairman of the Commune People's Committee in mobilizing teachers.

He also expressed his agreement with the regulation on the State ensuring resources to exempt tuition fees for national defense and security education at educational and vocational training establishments according to the roadmap prescribed by the Government. This is a content that Nghe An voters have repeatedly proposed.

Major General Tran Duc Thuan - Deputy Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs stated that assigning the Director of the Department of Education and Training to exercise the right to recruit, receive, mobilize, rotate and second from preschool to general education is a very broad scope and concentrates great power.

He proposed that it is necessary to consider decentralization and delegation of power more boldly, possibly handing over a part to the representative authorities at the commune level to increase efficiency and initiative. At the same time, he emphasized the need to build a strict monitoring mechanism to prevent negativity. The viewpoint of the Nghe An delegation on this regulation is that it is necessary to carefully study the decentralization plan.

Major General Tran Duc Thuan agreed with the policy of implementing a unified set of textbooks in general education but emphasized the need to distinguish between types of books. Advanced or non-mandatory sets of books can be expanded and flexible to create conditions for students to choose, while the basic set of compulsory books must be unified to avoid waste and ensure educational orientation.

During the working day, the National Assembly also discussed in the hall the draft Law amending and supplementing a number of articles of 10 laws related to security and order; the draft Law amending and supplementing a number of articles of the Law on National Defense Industry, Security and Industrial Mobilization, and the draft Law amending and supplementing a number of articles of the Law on Judicial Records.
