The provincial National Assembly delegation solicited comments on the draft Law on Practicing Thrift and Combating Wastefulness (amended)

(Baonghean.vn) - Implementing the 2013 Law-making Program of the National Assembly, on the afternoon of May 13, the Provincial National Assembly Delegation held a Conference to collect comments on the draft Law on Practicing Thrift and Combating Wastefulness (amended). Comrade Pham Van Tan - Deputy Head of the Provincial National Assembly Delegation chaired.

The Law on Practicing Thrift and Combating Wastefulness was passed by the 11th National Assembly, 8th session on November 29, 2005 and took effect from June 1, 2006. After more than 7 years of implementation, the Law has created a valuable and synchronous legal framework on practicing thrift and combating waste, creating favorable conditions for the implementation of the law by all levels, sectors, agencies, organizations, units and people. However, in the implementation process, there are still many limitations such as: the organization of implementation is often not seriously implemented; some ministries, sectors and localities are not really proactive in developing solutions to implement the practice of thrift and combating waste in the assigned management fields and scopes; there are no specific regulations on wasteful behavior, no effective mechanisms and measures in implementation; inspection and examination work is not regular and continuous; Some provisions of the law have not been updated with newly issued legal documents.



Delegates giving comments at the Conference

In order to promptly overcome shortcomings and limitations, the draft Law on Practicing Thrift and Combating Wastefulness (amended) has been shortened to 5 chapters and 76 articles, a reduction of 6 chapters and 10 articles compared to the old law. On the basis of inheriting the provisions of the current Law, comments on the draft Law (amended) have focused on clarifying the scope of regulation of a number of articles on: Practicing thrift and combating waste in the management and use of the state budget; state capital, state assets, labor, working time in the state sector; use of resources; production, business and consumption of organizations and individuals... In addition, some comments also suggested that it is necessary to determine the role and responsibility of the press and the people's inspection committee in detecting violations; Strengthen the role of the Government in state management of thrift practice and waste prevention, clarify the responsibilities of leaders, supplement the accountability of leaders to authorities and public opinion in allowing waste to occur...

All of the above opinions will be compiled by the Provincial National Assembly Delegation and submitted to the National Assembly session scheduled to take place on May 20.
