Provincial National Assembly Delegation: Collecting comments on the draft Law on Science and Technology (amended)

Implementing the 2013 Law-making Program, this morning, March 20, the Provincial National Assembly Delegation held a Conference to collect comments on the draft Law on Science and Technology (amended). Comrade Pham Van Ha - Deputy Head of the Provincial National Assembly Delegation chaired the meeting, with representatives from a number of provincial departments and agencies attending.

(Baonghean.vn) -Implementing the 2013 Law-making Program, this morning, March 20, the Provincial National Assembly Delegation held a Conference to collect comments on the draft Law on Science and Technology (amended). Comrade Pham Van Ha - Deputy Head of the Provincial National Assembly Delegation chaired the meeting, with representatives from a number of provincial departments and agencies attending.

At the conference, in addition to evaluating this draft (with 11 chapters, 83 articles, an increase of 3 articles and 3 chapters compared to the old draft) as relatively complete, delegates focused on contributing opinions on the structure and wording of the draft law; tasks of science and technology, remuneration mechanisms, attracting human resources, talents, and State rewards and honors for individuals and collectives with many contributions to the field of science and technology; identifying and organizing the implementation of science and technology tasks; promoting research and application in practice, building a science and technology development fund, developing the market, tax and credit policies for science and technology activities.



Many delegates said that some provisions, sentences, and concepts in the draft law are still general and need to be supplemented and edited to suit the actual situation. In addition, delegates also said that the application of research results into practice is still limited, investment in science and technology is still scattered and does not meet the requirements. Although the State has allocated budget for this field, there are still no appropriate policies and incentives to attract and encourage talents to participate in science and technology research.

Concluding the conference, comrade Pham Van Ha acknowledged and accepted the delegates' comments. On that basis, the delegation will synthesize and forward the comments to the National Assembly Standing Committee for consideration and addition to the draft before submitting it to the upcoming session.
