Solidarity and cooperation to build Vinh University into a national key university (*)

(Baonghean) - ...Today, the Vinh University Party Committee solemnly held the XXXI Congress. This is the first of the 29 Party Committees under the Provincial Party Committee to hold a Congress for the 2015-2020 term. Through monitoring the general situation and through the reports presented at the congress, we are pleased to affirm that Vinh University always holds a central position and is the locomotive for the bloc of universities and colleges in Uncle Ho's homeland and the North Central provinces. From a prestigious university of education, the school has expanded in the direction of multi-level, multi-disciplinary, multi-field. The quality of basic teacher training programs has been maintained. The school has also done a good job of training teachers and educational managers for many educational and training institutions in the locality and throughout the country; Complete the transition to credit-based training in all fields of study, contributing to the effective implementation of Resolution No. 29 of the Party Central Committee (11th tenure) on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the context of a socialist-oriented market economy and international integration.

During the past term, the school's scientific research and technology transfer activities have had positive changes. Many school staff have carried out topics, projects, and transferred science and technology, contributing to the socio-economic development of the districts in Western Nghe An. The school has also expanded international cooperation with many universities in the region and around the world. The work of organizing staff and building the Party has had many positive changes. The Party Committee and the Party Executive Committee of the school are united and have a high sense of responsibility. It can be affirmed that during the 2010-2015 term, the school's Party Committee has successfully completed the task of improving people's knowledge, training human resources, nurturing talents, conducting scientific research and transferring technology, contributing greatly to the socio-economic, cultural and educational development of Nghe An province in particular and the North Central region and the whole country in general.

The results achieved are thanks to the great efforts of the school's staff, teachers and students, typically the pioneering of party members in the entire school's Party Committee. However, we need to boldly acknowledge: the quantity and quality of the teaching staff have not met the development requirements. Some non-pedagogical training majors have not yet affirmed their brand. The practical application efficiency of scientific research topics is not high, not linked to the socio-economic development of Nghe An province and localities in the region. The progress of some projects and construction works of the school's facilities is still slow. I propose that the congress spend time discussing, analyzing and evaluating in depth the above limitations, pointing out the causes and proposing solutions to overcome them resolutely and most effectively, determined to turn Vinh University into a training and scientific research center and a national key university, developing comprehensively and firmly in the coming time.

We basically agree with the direction, goals and tasks for the 2015 - 2020 term of the School Party Committee stated in the Political Report. Here I would like to emphasize some more issues for your discussion:

Firstly, focus on innovating training programs and curricula, constantly improving methods, promoting creativity in teaching and learning; enhancing learners' capacity for self-study, self-research, self-cultivation and training; linking learning with practice, linking knowledge learning with political and ideological education; cultivating and training ethics and lifestyle. Focus on enhancing the brand of pedagogical training and newly opened majors to promote well the role of a center for training and fostering teachers and educational managers of the whole country.

Second, promote scientific research and technology transfer, develop specialized research groups, create quality scientific research products that can be applied and solve important local and regional problems. Closely link training with scientific research, link school activities with human resource users and the reality of local socio-economic life.

Third, continue to expand cooperation with universities and international organizations. Proactively approach and attract experts, lecturers, and excellent students to work and study at the school. Focus on recruiting, training, fostering, and appointing female and young staff. Diversify investment resources, build facilities, and teaching and learning equipment. Focus on directing the completion of the school expansion project to ensure a place for students to study and live.

Fourth, take care of political and ideological education, promote solidarity and unity within the Party. Strengthen the leadership of mass organizations in schools. Proactively and effectively fight against all plots and peaceful evolution of hostile forces.

Fifth, the key task, which is decisive to successfully carry out the political tasks of the Party Committee, is to strengthen the Party building work in terms of politics, ideology and organization. Synchronously and effectively implement solutions to continue to innovate leadership methods, improve the capacity and fighting strength of grassroots party organizations; build the school Party Committee as the core of leadership, the vanguard force in carrying out the task of developing and building a strong and comprehensive school; improve the quality of Party cell activities, avoid formal activities; must build strict working regulations of the Party Committee in accordance with the Party's principles. Have positive solutions to build a team of cadres and party members who are steadfast in political will, expertise, loyal, dedicated, and have a scientific and democratic working style. Have a plan to train and foster cadres to ensure a continuous and steady transition between generations of cadres. Pay more attention to the work of training, assisting and creating conditions for young and female cadres. It is necessary to effectively implement Resolution No. 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present" in conjunction with the implementation of Directive No. 03-CT/TW of the Politburo on continuing to promote the study and following of Ho Chi Minh's moral example. Focus on consolidating and improving the quality of Party organizations' activities and the quality of Party members. Strengthen the Party's mass mobilization, inspection and supervision work.

The goals and tasks set for the Party Committee of the school in the coming term are extremely large, requiring the leadership team to have sufficient courage, qualities, and capacity to lead, direct, and organize the successful implementation of the congress resolution. Therefore, based on the criteria and structure of the Party Committee according to Directive No. 36-CT/TW of the Politburo and the instructions of the Central Committee and the Provincial Party Committee, the delegates need to uphold the sense of responsibility, truly promote democracy, and wisely select comrades with virtue, talent, and prestige to be elected to the Executive Committee of the Party Committee of the school for the 31st term. At the same time, the congress also considered and selected comrades who met the criteria and represented the Party Committee's intelligence to be elected to the delegation to attend the 18th Provincial Party Congress.

In the coming time, the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Nghe An province will continue to pay attention, direct, and create favorable conditions to help Vinh University in all aspects... Believing that, with the glorious tradition of being a Heroic Unit, with the spirit of solidarity and determination of the collective of teachers, staff, students, and trainees, together with the active and effective support and assistance from the Central ministries, departments, and branches of Nghe An province, Vinh University will achieve the goal of becoming a national key university, with a number of majors meeting international standards, quickly making Nghe An a training, science and technology center of the North Central region in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020, contributing significantly to the cause of industrialization and modernization of the country.
