Solidarity, democracy, innovation to enhance leadership role

(Baonghean) - On the occasion of the 60th anniversary of the establishment of the Party Committee of the Provincial Government Bloc of Nghe An, Nghe An Newspaper reporters had an interview with comrade Nguyen Thi Thu Huong, Provincial Party Committee member and Party Committee Secretary, about solutions to continue to enhance the role and position of the Party Committee in the current period.

Reporter:Could you please tell us about the important milestones in enhancing the role and position of the Party Committee of Nghe An Province's Public Security Bloc over the past 60 years?

Comrade Nguyen Thi Thu Huong:The Party Committee of the Provincial Agencies Bloc (the Party Committee of the Bloc) has 59 grassroots party organizations, 417 party cells under the grassroots party committee, nearly 4,337 party members; the Party Committee leads 3 organizations: Provincial Civil Servants' Union; Youth Union of the Bloc and Veterans' Association of the Bloc with nearly 6,000 cadres, civil servants, public employees and workers. Over the past 60 years, through many different organizational models, scales, names, functions and tasks, at different times and historical circumstances, the Party Committee of the Bloc has creatively applied and concretized the Party's guidelines and resolutions, and the State's laws and policies into the Party Committee's practice effectively, contributing positively to the process of building and developing the province.

During the period of national liberation and reunification, the Party Committee of the Bloc led and directed cadres, party members, workers and employees to work enthusiastically, not afraid of hardships and difficulties, actively participating in combat and serving in combat; many comrades heroically sacrificed for the cause of building and defending the Fatherland. Entering the period of peace, construction, innovation and development towards socialism, with the policy of "economic development is the central task, Party building is the key task", the Party Committee focused on leading cadres, party members, civil servants and public employees to compete in labor, creativity, improve the quality of consulting, directing and managing, and excellently completing assigned political tasks. During the period of innovation, the Party Committee of the Bloc has constantly innovated in the content and methods of leadership, closely coordinating with the Party Executive Committees, Party delegations, heads of departments, branches, and mass organizations at the provincial level, and district, city and town Party committees. The Party Committee of the Bloc has issued many policies and resolutions focusing on leading political tasks in agencies and units, contributing to improving the quality of consulting, directing, and managing, promoting administrative reform, and implementing grassroots democracy regulations. The Party Committee focuses on building and consolidating grassroots party organizations that are strong in politics, ideology, and organization; building a team of dedicated, responsible, exemplary cadres and party members who strive to fulfill assigned tasks well.

Reporter:One of the important milestones of the Provincial Party Committee of the Provincial Public Security Bloc in the 2010-2015 term was the issuance of Resolution No. 01 on “Improving the leadership capacity, fighting strength of grassroots party organizations and the quality of cadres and party members of the Provincial Public Security Bloc”. Could you elaborate on the results after nearly 3 years of implementation?

Comrade Nguyen Thi Thu Huong:After nearly 3 years of implementing Resolution No. 01, the following typical results have been achieved: The implementation of Resolution No. 01 of the Party Committee of the Bloc has been associated with the implementation of Resolution No. 4 of the Central Committee (Session XI) and Directive No. 03-CT/TU of the Politburo, thereby creating comprehensive and positive changes in all aspects. Grassroots Party committees and Party cells have paid attention to leadership and direction and have had many positive solutions, creating clear changes in the quality and order of Party cell activities; the working style and manner of Party committees and grassroots Party organizations have been improved. The assessment of the quality of Party cells has been carried out seriously and has many innovations. The care and training to improve the quality of Party members associated with improving the quality of cadres, civil servants and public employees has been regularly paid attention to. The role of Party organizations in leading organizational and personnel work has been more clearly demonstrated.

Most Party committees have led agencies to develop, supplement, and amend regulations on personnel work, properly implementing the process of reviewing and planning professional staff, planning Party committees for the 2013-2015 period, and planning for the 2015-2020 term. The exemplary vanguard role and upholding the sense of responsibility of Party members have been strengthened. The entire Party Committee currently has 408 cadres and Party members registered to strive to be exemplary in studying and following the moral example of Ho Chi Minh, of which 126 are department-level leaders, 242 are heads and deputy heads of departments and branches at the provincial level. The Party Committees and Inspection Committees at two levels have proactively developed annual inspection and supervision work programs, focusing on inspecting and supervising Party organizations, Party cells, cadres and Party members to comply with Party directives and resolutions, State policies and laws, implement Party organization and activities principles, maintain moral qualities, lifestyles and perform assigned duties and tasks.

Reporter:Besides the achievements, what are the shortcomings and limitations that need to be overcome in the leadership and direction of grassroots party organizations?

Comrade Nguyen Thi Thu Huong:In addition to the outstanding achievements, the Party Committee of the Provincial Agencies in the 2010-2015 term still has the following limitations and shortcomings that need to be overcome: The role of some Party cells in leading the implementation of political tasks is unclear, although administrative reform has made progress, it has not met the requirements. A number of cadres, party members, civil servants and public employees in agencies and units have limited political awareness, and are still inadequate in professional and technical capacity, affecting the effectiveness and efficiency of state management and investment attraction policies of the province. Some cadres and party members have not regularly trained to improve their capacity, moral qualities and lifestyle, and violated discipline, affecting the leadership role, fighting strength and prestige of the Party organization. The core leadership role of some Party organizations in personnel work is still vague. The quality of Party activities in some grassroots organizations and Party cells is still limited. Some grassroots party organizations have not yet properly implemented the principles of Party activities, especially the principles of democratic centralism, self-criticism and criticism, and inspection and supervision work.

Reporter:To further enhance the role and position of the Party Committee of the Bloc, what key tasks will the Standing Committee of the Party Committee of the Bloc focus on leading in the coming time, comrade?

Comrade Nguyen Thi Thu Huong:Deeply aware of its role and position in the coming time, the Party Committee of the Provincial Agencies Bloc focuses on performing well the following key tasks:

Firstly, focus on leading and directing the review and implementation of the highest level of goals, targets and tasks of the Party Congresses at all levels for the 2010-2015 term and resolutely and effectively implement Resolution No. 26-NQ/TU of the Politburo on the direction and tasks for the development of Nghe An province until 2020.

Second, continue to lead the promotion of administrative reform, anti-corruption and waste; strongly improve the investment environment; build a team of dedicated and competent cadres, civil servants and public employees, improve public service ethics, take quality, efficiency and style as criteria for evaluating cadres; strictly implement Directive No. 17-CT/TU of the Provincial Party Standing Committee on strengthening discipline and administrative order in agencies and units in the area.

Third, innovate and strengthen political and ideological education for cadres and party members; effectively implement Project No. 07-DA/TU of the Provincial Party Standing Committee on "Enhancing exemplary behavior, combating conservative thinking, waiting, and dependence among cadres and party members". Step up the implementation of Directive 03-CT/TU of the Politburo on Studying and following the moral example of Ho Chi Minh, continue to direct the implementation of receiving help for mountainous communes with creative and practically effective methods.

Fourth, continue to promote the implementation of Resolution No. 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present", Resolution No. 09-NQ/TU of the Provincial Party Committee and Resolution No. 01-NQ/DU of the Party Committee of the Provincial Agencies Bloc on "Improving the leadership capacity and fighting strength of grassroots party organizations".

Fifth, create a basis to improve the quality of Party committee and cell activities, ensuring the principles of Party organization and activities. Further enhance the role and responsibility of Party committees and Party organizations in personnel work. Strengthen inspection and supervision of Party organizations and Party members; focus on grasping the situation, resolving difficulties, complaints and denunciations arising from the grassroots.

Sixth, strengthen the leadership of Party committees at all levels over socio-political organizations; promote positivity and proactiveness in performing the tasks of social supervision and criticism, and participate in contributing to building clean and strong grassroots Party organizations and agencies and units.
