"Solidarity, innovation, integration and development"

(Baonghean) - Leading the university teaching and scientific research work at a school with a long tradition, during the 2010-2015 term, the Party Committee of the school has made efforts to overcome difficulties; maintained solidarity, unity, focused on leadership, and directed the successful implementation of the Party Congress Resolution. That result has created momentum for Vinh University to strive to become a national key university, with a number of majors meeting international standards, and to be a member of the Association of Southeast Asian Universities.

Leaders effectively carry out political tasks

The Party Committee of Vinh University has begun to implement the Resolution of the 30th Congress, term 2010 - 2015, in the context of the entire Party, the entire army and the entire people implementing the Resolution of the 11th Party Congress, focusing on transforming the growth model from extensive development to intensive development and towards sustainability. Higher education implements Directive No. 296 of the Prime Minister on innovation in higher education management in the period 2010 - 2012 to improve the quality of training, the quality and effectiveness of scientific research...

Identifying training quality as a decisive factor for the existence and development of the school, the Party Committee has proposed many measures to stabilize the scale and quality of training in all majors and levels. The Party Committee has issued a specialized resolution on improving the quality of human resource training: Implementing the policy of not enrolling students in the B system for specialized high schools; setting high entry requirements for teacher training majors, including those that are difficult to recruit; reviewing training content and programs towards integration and meeting social needs; changing the method of postgraduate and undergraduate training from work-study to credit-based training; perfecting training management software. From 2010 to present, the school has opened 10 more undergraduate training majors, 4 master's training majors, 5 doctoral training majors; the annual enrollment target is stable; training quality is improved. The school's scientific and technological activities are focused and promoted. Some scientific research groups are highly appreciated by domestic and international researchers such as: Optics - Spectroscopy, Probability and Mathematical Statistics, Topology Theory, Linguistics... Every year, the school is in the top 10 universities in the country in terms of the number of works published in prestigious international journals. The school has also successfully organized many conferences and scientific seminars at all levels. In 2011, the school established Vinh University Publishing House, which has so far published 70 books with over 30,000 copies. During the past term, the school's staff and lecturers have carried out many useful scientific research topics serving the socio-economic development of Nghe An province and the North Central region.

International cooperation continues to receive attention, leadership and direction from the Party Committee. The school has signed bilateral cooperation programs with many major universities in Europe, Asia, America, and signed training cooperation agreements with many provinces of Laos... In the past 5 years, hundreds of staff and lecturers have been sent abroad for short-term and long-term training.

Budget management ensures transparency and efficiency. The Party Committee has directed to accelerate the implementation of the project to expand the first facility; basically completing the basic construction items. The projects: Quality Assurance Center, Vinh National Defense - Security Education Center, and Center for Practice, Research and Aquaculture have been put into effective operation. Most of the classrooms, laboratories, research and practice facilities... are spacious and meet quality inspection standards.

The school currently has over 42,000 students and over 500 international students from Laos and Thailand studying. The Party Committee has directed the effective implementation of the Party and State's policies and regulations for students. Nearly 3 billion VND in scholarships have been mobilized for students; 1,000 post-graduation jobs and part-time jobs have been introduced to students; 25 seminars have been organized to provide counseling and career guidance for students; and dialogues have been organized between the Party Secretary and the school's Principal and students. The school's student affairs are always considered a bright spot in the student movement nationwide.

The Party Committee has led mass organizations to operate in accordance with their functions and tasks. The Trade Union has promoted activities of observing classes, visiting classes, innovating teaching and learning methods, writing experience initiatives; caring for and improving the material and spiritual life of cadres and civil servants; and effectively implementing humanitarian and charitable activities. The Youth Union and the Student Association have effectively implemented movements such as: "Shocking and volunteering to develop the socio-economy and protect the Fatherland", "Accompanying young people to establish their careers", "5 good students"... The Veterans Association of the school has mobilized members to maintain and promote the traditional nature of Uncle Ho's soldiers, the Association of Former Teachers has well organized activities of visiting and contributing ideas to the policy making for the construction and development of the school.

Do a good job of organizing staff

The Party Committee has directed the establishment and rearrangement of functional units to suit the scale and development of the school. Merging party cells with few party members and close to the field of work for joint activities. Currently, the entire Party Committee has 55 party organizations, a decrease of 11 party organizations compared to 2010.

There have been many innovations in the personnel work during the term, such as: appointing department heads according to the term of the faculty board; developing a plan for professional staff for departments. Developing a plan for the positions of heads and deputy heads of units and school-level organizations. From 2010 to present, 92 lecturers have successfully defended their doctoral theses (an increase of 64 doctors compared to the beginning of the term); sending 8 staff to study advanced political theory; opening 3 training courses on national defense and security knowledge for leaders and managers; opening 1 training course for leaders, managers and staff in planning. Currently, the whole school has 987 staff, including 670 lecturers and 317 administrative staff, 59 professors, associate professors; 181 doctors; 483 masters. During the past term, many of the school's staff were mobilized and appointed to key positions in departments, offices, and institutes of the Ministry of Education and Training, the Ministry of Science and Technology, and as Principals and Vice Principals of a number of domestic universities.

The Party Committee has proposed many solutions to improve the leadership capacity of grassroots party organizations. Effectively implement Resolution No. 4 of the Central Committee (11th tenure) "Some urgent issues on Party building at present" in conjunction with the implementation of Directive No. 03 of the Politburo on continuing to promote the study and following of Ho Chi Minh's moral example. In the 2010-2015 term, the entire Party Committee admitted 1,567 party members (an increase of 588 party members compared to the 2005-2010 term); officially transferred 573 probationary party members; issued party membership cards to 470 party members; proposed to award 30 and 40-year party membership badges to 23 party members. Every year, the Party Committee has developed and implemented a focused and key inspection and supervision program. Summarized the work of Party building; commended party organizations and party members; Review self-criticism, criticize collectives and individuals of leaders and managers at all levels in accordance with the instructions of the Provincial Party Committee. From 2010 to present, the Party Committee has been classified as clean and strong by the Standing Committee of the Provincial Party Committee.

With the results achieved, in the 2010 - 2015 term, the Party Committee, the school, mass organizations at the school level and many cadres and civil servants were awarded noble titles. The school was awarded the First Class Independence Medal by the President (2nd time, 2014); was included by the Prime Minister in the list of key national universities (July 2011); was selected by the Ministry of Education and Training as one of the 7 centers for training and fostering teachers and educational managers nationwide.

New goals

Promoting the results achieved in the past time, entering the 2015 - 2020 term, the Party Committee of the University sets out the general direction and goal of continuing to maintain and promote the title of a clean and strong Party Committee, building Vinh University into a national key university, with a number of majors meeting international standards, and being a member of the Association of Southeast Asian Universities.

To achieve the above goals, in the 2015 - 2020 term, the Party Committee focused on leading and directing the school to perfect the organizational structure, perfect the functions and tasks of the units; promote administrative reform; develop a sufficient number of staff, ensure quality, and synchronize the structure. Stabilize the scale, gradually improve the quality of the majors, levels, and training systems, especially pedagogical majors. Shift the teaching goal from mainly providing knowledge to developing the capacity and qualities of learners. Implement teaching in the form of E-Learning. Increase teaching of modules for students and trainees in English. Improve the quality of practice, experiments, and vocational internships for students and trainees to ensure practical learning and practical work. Organize the annual national high school exam well. Develop a project to be assigned the task of training secondary school teachers. Perfecting the system of pedagogical practice schools. Promoting scientific research activities, technology transfer, expanding international cooperation relations. Strengthening and diversifying investment resources, building facilities and equipment. Continuing to promote the spirit of solidarity and democracy, constantly improving the leadership capacity and fighting strength of party organizations and party members, effectively implementing Resolution No. 29 of the Party Central Committee (11th tenure) on fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration.

With the motto "Solidarity - Innovation - Integration - Development", the cadres, party members, students and trainees of the whole school vow to promote the tradition of the university in the heroic Soviet homeland; launch emulation movements to implement the Resolutions of Party Congresses at all levels; continue to overcome all difficulties and challenges, exploit resources well, successfully implement the targets of the Resolution of the 31st Party Congress, term 2015 - 2020, bring Vinh University to a new height, worthy of the title "Red flag in the Soviet homeland", contributing significantly to making Nghe An a major center of education and training, science and technology in the North Central region in the spirit of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo.
