(Baonghean) - Dien Yen has a large population and a large area. The commune has experienced many difficulties due to poor technical infrastructure, environmental sanitation and complicated security and order. However, with outstanding efforts, within 10 years, Dien Yen has risen to become one of the strong communes of Dien Chau district. And thanks to a reasonable roadmap, Dien Yen is one of the top communes reaching the new rural "finish line" of Dien Chau district.

Unity of Action

Coming to Dien Yen today, not only the main roads but also all the village roads and alleys, from Yen Ly Thuong to Yen Ly Ngoai, Yen Ly Dong, My Quan have been straightened and widened, clean and beautiful. On both sides of the road are newly built houses. Party Secretary Le Hong Chinh happily said: Dien Yen was recognized as meeting the new rural standards (NTM) as the result of 10 years of efforts by the political system. That process began with efforts to overcome difficulties and shortcomings in facilities and essential infrastructure.

After receiving the policy of building new rural areas from the province and district, the Party Committee of Dien Yen commune has thoroughly disseminated it to all cadres and party members and issued Resolution No. 26/NQ on leading the implementation of the national criteria set for building new rural areas. Accordingly, along with reviewing and re-evaluating all conditions, the Party Committee of the commune proposed guiding viewpoints, goals, roadmap and implementation solutions. After the Party Committee agreed, the policy of building new rural areas continued to be brought to the People's Council of the commune for discussion and comments. Based on the discussion results, the People's Council of the commune passed the Resolution and assigned the People's Committee of the commune to develop an implementation plan.

However, realizing that building a new rural area is a comprehensive criterion, related to many fields and requiring huge resources, the Commune Party Committee determined more clearly: When this is not only the task of the Party Committee and the government, but also of the entire political system, "The State and the people work together" then it will be successful; starting from here, not only the Party cells propagate and disseminate to cadres and Party members, but the executive committee and the hamlet organizations also strengthen the mobilization of the people and their members to gradually create changes in building a new rural area.

Along with the effort to create a change in awareness to unify thoughts and actions, one of the advantages to start implementing the construction of new rural areas in Dien Yen is to have a roadmap to build appropriate facilities in advance. Right from the previous term, facing the situation of children having to study in "borrowed schools, temporary classrooms", and degraded and makeshift health stations, the commune has had quite bold and drastic implementation solutions. Along with taking advantage of the State's support, the commune encouraged and mobilized people to gradually upgrade the school and health station facilities. Thanks to that, in 2007, the commune's Kindergarten met national standards; in 2008, Primary School 2 met national standards level 1 and level 2 in 2012; Primary School 1 met level 1 standards in 2010 and level 2 in 2011; then, the commune's health station met standards in 2008 and new standards for the period 2014-2020. On average, for each national standard level, the commune invests from 5 to 6 billion VND. In total, in 5 years, the commune invested over 20 billion VND in education and health care.

Take advantage of the opportunity to accelerate

Comrade Duong Dang Hoi - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Dien Yen commune, who devoted the most effort and concern to the commune's new rural construction, recalled: When the commune first received the new rural construction policy in 2011, based on the comparison with the set of criteria, the commune realized that the economic and social conditions were still difficult, the people's income was still low and especially the support from the State was still limited. When the People's Committee of Dien Chau district assigned Dien Yen commune to finish 19/19 criteria in the top 3 of the district, at first the collective staff was also hesitant. However, with strong determination and constant efforts to break through and rise up, the commune still set the target of finishing in the 4th quarter of 2014, in which, each year, one project/criterion was done; easy criteria were done first, difficult criteria were done later. The commune continuously reviewed and screened, and resolutely directed any criteria that were close to being achieved to achieve them. By August 2013, the commune had basically achieved 16/19 criteria and only had criterion number 2 on transportation, criterion number 16 on culture, criterion number 17 on environment remaining. With the encouragement of the district and province, the commune Party Committee was determined to take advantage of the opportunity to complete those 3 criteria to "reach the finish line" in 2014. From this point on, Dien Yen really accelerated when a series of remaining items were simultaneously deployed.

Among the "difficult" criteria, transportation is the most difficult criterion and is left to be done later. Implementation is not easy, especially related to land consolidation and plot exchange to build roads to the fields, drainage ditches and irrigation ditches. When the policy of land consolidation and plot exchange was first implemented according to Directive 08/CT-BTV of the Provincial Party Standing Committee, besides the supportive households, some households who had received good land from conversion according to Directive 02/CT in 2002 now disagreed, so they reacted quite strongly. Therefore, the Commune Party Committee had to meet with the Party cell and the hamlet executive committee to thoroughly understand and convince the people. After clearing their minds, the commune assigned the hamlet to calculate the cost of irrigation and transportation and mobilize people to contribute working days and money. Thanks to the exemplary pioneering of party members and people in hamlets 8, 10, and 13, other hamlets in the commune also agreed to follow suit. Typically, people in hamlet 13 contributed 585,000 VND/person to build intra-field traffic...

In addition to mobilizing funds for land consolidation and plot exchange, the commune has actively mobilized people to build rural transport. Up to now, 100% of inter-commune roads have been asphalted and concreted, 70% of village and hamlet roads have been hardened, 100% of village and hamlet roads have been hardened according to the technical standards of the Ministry of Transport and 70% of main intra-field roads have been hardened, motor vehicles can pass through; completed upgrading the market to grade 3 standards managed by the commune... Along with that, the commune continues to encourage people to actively participate in the movement of the whole people uniting to build a new cultural life in residential areas, maintaining security, order and environmental sanitation. Up to now, the whole commune has had 24 Cultural Units, Cultural Villages and Clans achieving the Cultural title, of which 13/17 hamlets achieved the Cultural title.

One of the resources that the commune has integrated and effectively utilized is the support of businesses and successful Dien Yen children who turn to their homeland. Thanks to this resource, the commune has built a clean water plant worth over 50 billion VND, creating conditions for over 100% of the commune's households to use clean water at low prices. Mr. Nguyen Son, a member of the advisory and supervision team of hamlet 13, said: never before have people been so excited, the hamlet has built many roads at the same time, even after the hamlet agreed, people have not yet paid, a business has advanced the cost of building the road and collected the debt later.

Sustainable direction for quality criteria

To develop the socio-economy and improve people's lives, in recent years, Dien Yen has not only focused on encouraging people to exploit the advantages and potential of agricultural land for business, but also used its important position in trade to develop trade and services. Thanks to that, today many people know Dien Yen not only for the typical fish - rice model with an income of over 600 million VND/ha/year of Mr. Nguyen Van Hoai, hamlet 16 and a series of other livestock and farm models; but Dien Yen also has the appearance of a Yen Ly town of Dien Chau district in the future.

In recent years, at the important traffic intersection connecting National Highway 1A and National Highway 48, Dien Yen has strongly developed service and trade business activities, encouraging people to change their careers, participate in trading, transport service business, diversifying occupations; in the area there are currently dozens of enterprises operating in transport and trade. Thanks to diversifying occupations, per capita income in the commune increased from 14.9 million VND/person in 2010 to 29.5 million VND/person in 2014; small-scale industry, trade and services account for over 60% of the production value structure...

Comrade Le Hong Chinh - Party Secretary, Head of the Steering Committee for New Rural Construction of Dien Yen Commune shared: Currently, the locality has not only completed 19/19 New Rural criteria, but also reached the finish line 1 to 2 years ahead of schedule. This is an outstanding effort of the Party Committee and the people of the commune; in which, the support and consensus of the people are decisive. In implementing the New Rural Construction, the commune invested about 266 billion VND, of which people contributed and donated land up to 163.62 billion VND; Government bond capital and budget capital is only 50 billion VND, combined capital is nearly 52 billion VND.

Achieving the criteria is difficult, but maintaining the criteria is even more difficult. Therefore, Dien Yen determined that after achieving the NTM standard, it must continue to strive to maintain and improve the quality of the criteria, promote the development of industries, and improve people's lives. That task will also be promoted from practical lessons: the NTM cause is the right policy, but the Party Committee and the government must be proactive and determined to mobilize and arouse the people's strength; although the beginning is difficult, when the people agree and share, the task becomes easier and success is inevitable.
