Solidarity, creativity, overcoming difficulties, successfully achieving goals and tasks in 2013 (*)

(Excerpt from the Closing speech of Comrade Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council at the 6th Session, Nghe An Provincial People's Council, term XVI)

...After 3 days of urgent and serious work with a high sense of responsibility, today the 6th session of the 16th Provincial People's Council has completed the proposed content and program.

At this session, the Provincial People's Council considered and decided on a number of important issues based on reports and submissions of the Provincial People's Committee, inspection reports of the Provincial People's Council Committees and functional agencies. After listening to and reviewing the reports at the session, the Provincial People's Council discussed and analyzed the issues comprehensively and unanimously assessed:

In the context of the world and domestic economic situation facing many difficulties and challenges, the province's socio-economic situation in 2012 remained stable and had some progress: Economic growth rate was reasonable in difficult conditions (6.63%); agricultural production continued to be stable, with good harvests, and the internal economic structure had positive changes; basic industrial production was maintained; service activities continued to develop; investment promotion and foreign economic relations achieved some positive results; the cultural and social fields continued to have many advances, social security was ensured; administrative reform and implementation of democracy regulations at the grassroots level were given attention and had some positive changes; political stability, security, and social order and safety were ensured.

The above results were achieved first of all thanks to the efforts of the entire Party, people and army of the province; the active management of the Provincial People's Committee and departments, branches and localities; the regular supervision of elected bodies, especially the leadership and direction of the Central Government, the Provincial Party Committee, and the close coordination of the Fatherland Front and people's organizations.
However, the socio-economic situation in 2012 still has limitations such as: Some socio-economic indicators did not meet the plan (GDP growth rate, industrial production value - construction, budget revenue in the area, birth rate reduction, new job creation, rate of communes, wards and towns with cultural and social institutions meeting national standards); progress in new rural construction has not met requirements, rural traffic construction and land consolidation and land accumulation are still slow; investment attraction results are low, basic construction debt is still large; some social issues have slow changes (handling the surplus of teachers, medical ethics of some health workers, food hygiene and safety, drug abuse, third child birth rate, illegal mining of minerals and forest products...); administrative reform has slow changes, social security situation still has potential complex factors. The Provincial People's Council has accepted the weaknesses and shortcomings and pointed out the responsibilities and solutions for the People's Committee and all levels and sectors to overcome in the coming time.

...Based on the submissions of the Provincial People's Committee and the Standing Committee of the Provincial People's Council, the Provincial People's Council discussed, considered and approved 19 Resolutions including: On financial expenditure regime for sports competitions in the province; On special regimes for mobile propaganda teams at provincial, district and commune levels; On allowance regimes for cadres and civil servants working in receiving people, handling complaints, denunciations, petitions and reflections in Nghe An province; On regulations on deduction levels from recovered amounts discovered through inspection work that have been paid to the state budget in Nghe An province; On adjusting and expanding the administrative boundaries of Do Luong town, Do Luong district; On support policies for pilot construction of the "large-scale field" model in Nghe An province in the period 2012-2015; On naming streets in Cua Lo town; On the planning for education and training development in Nghe An province for the period 2012-2015, with a vision to 2020; On amending and supplementing the mechanism and policies for building cultural, sports and entertainment institutions that meet national standards by 2020; On the tasks of socio-economic development in 2013; On basic construction investment in 2013; On approving the principles of pricing and approving the price framework for land types to build the 2013 land price list in the province; On approving the state budget settlement in 2012; On the estimate and allocation of the state budget in 2013; On environmental protection fees for domestic wastewater; On amending and supplementing Resolution No. 315/2010/NQ-HDND dated December 10, 2010 of the Provincial People's Council on the level of mobilizing voluntary contributions to the National Defense - Security Fund in Nghe An province; On the Program of issuing resolutions of the Provincial People's Council in 2013; On the Program of supervision of the Provincial People's Council in 2013; On the level of support for mobile trials and activities of People's Jury in the province.

...The situation in 2013 is forecast to continue to be difficult. The world and domestic economy will continue to have unpredictable fluctuations, climate, weather, and diseases are likely to remain complicated. The above situation will greatly affect the implementation of the province's socio-economic plan. 2013 poses many new requirements in economic development and solving social problems. The Provincial People's Council has determined the general goal for 2013 to be to improve quality, transform the growth model. Mobilize and effectively use resources. Strongly improve the investment environment, continue to strive to promote sustainable production and business development; ensure social security and welfare, improve people's lives; maintain political stability, ensure national defense, security and social order and safety. Build strong governments at all levels, effectively implement the National Assembly's Resolution on taking a vote of confidence and voting for positions elected by the People's Council in 2013.

After this session, the Provincial People's Committee is requested to urgently develop a plan and specific solutions, mobilize all resources to effectively implement the Resolutions passed by the Provincial People's Council. The Provincial Fatherland Front Committee and member organizations in the political system are requested to closely coordinate with the People's Council and People's Committees at all levels in all areas of activity. The Standing Committee, the Provincial People's Council Committees, the Delegation Groups and the Provincial People's Council delegates promptly meet with voters after the session to report the results of the session and respond to voters' opinions and recommendations before the session; actively perform the duties of elected representatives, make recommendations and propose issues of interest to voters, contributing to the excellent completion of the tasks in 2013.

...The 6th session of the 16th Provincial People's Council was a great success. The Standing Committee of the Provincial People's Council sincerely thanks all voters of the province, National Assembly delegates, comrades in the Provincial Party Standing Committee, invited delegates, the Provincial People's Committee, the Provincial Fatherland Front Committee, sectors, unions, localities, Provincial People's Council delegates, news reporters, press and service agencies for their contributions to the success of the session.

The Provincial People's Council calls on the people, comrades and soldiers of the province's armed forces to continue promoting the revolutionary tradition, solidarity, dynamism and creativity in overcoming difficulties, enthusiastically competing in production, practicing thrift, fighting bureaucracy, corruption and waste, contributing to the successful implementation of the goals and tasks of 2013.
