The reception of civil servants and public employees is carried out in accordance with regulations; the quality of IT application in operations and management is improved; the software for managing official documents in the whole industry is effectively used; human resource management is according to the PMIS program; the construction of records, cadres, civil servants and public employees; planning, training, fostering to improve quality, evaluating and classifying the staff is well implemented; complaints are resolved according to procedures, there are no pending complaints... The annual administrative reform plan is issued promptly, with specific and realistic content.
Concluding the working session, the representative of the inspection team acknowledged and highly appreciated the efforts of the Education and Training sector in the field of administrative reform in recent times. At the same time, it was requested that the Department soon have solutions to overcome some limitations and shortcomings such as: the plan to periodically rotate a number of civil servant and public employee positions according to Decree 158 CP at affiliated units was not timely; the implementation of regular salary increases for civil servants and public employees was not in accordance with regulations (at least 2 times per year). Consider, supplement and adjust the decision on functions, tasks, powers, and organizational structure to be consistent with the Government's documents.
