According to the Ministry of Finance, there are still a number of automobile transport businesses that have not declared fare reductions.

The Ministry of Finance said that currently, transport businesses have adjusted fares to be relatively consistent with the reduction in gasoline prices. However, there are still some car transport businesses that have not declared fare reductions. In cases where the deadline has passed and the fares have not been reduced in line with the downward trend in fuel prices, businesses may be fined from 20 to 25 million VND.

According to the Ministry of Finance, domestic air freight rates have been adjusted down by 15% compared to the adjacent ceiling rate set at the end of 2011.

Regarding railway fares, Vietnam Railways Corporation has adjusted down 10% of ticket prices for all types of seats. Meanwhile, according to reports from 38/63 localities, passenger fares by taxi have decreased on average from 0.92% to 26.32% (commonly decreased from 3-10%).

Fixed-route passenger transport fares decreased on average from 3-21.7% (commonly decreased from 5-10%). The rate of price reduction of enterprises is different because: for units that kept the declared fares stable from 2011-2012, there was no price adjustment or the adjustment rate was above or below 1%.

For units declaring prices since 2013, the reduction rate is around 10%; for units that adjusted prices up in 2014 (the period when gasoline prices increased), the reduction rate is deeper, around 20%.

The Ministry of Finance stated that, in general, transport businesses have adjusted their fares to be relatively consistent with the reduction in petrol prices. For transport by car, with the current reduction in petrol prices of about 27% compared to the price on January 1, 2014, an average reduction in transport fares of 3-10% is relatively appropriate.

For domestic air transport: Fuel cost accounts for about 39.5%, the ceiling price reduction is 15%. For rail transport: Fuel cost accounts for about 30% of cost, adjusted rail fares have decreased by an average of about 10%.

In the coming time, the Ministry of Transport will preside over and coordinate with the Ministry of Finance to establish an interdisciplinary working group to inspect the management and implementation of transportation fares in a number of localities (Hai Phong, Hanoi, Nghe An, Da Nang, Khanh Hoa, Dak Lak, Ho Chi Minh City, Can Tho).

The Ministry of Finance will continue to establish working groups to inspect and monitor the implementation of price management and stabilization in localities during the 2015 Lunar New Year, including the implementation of price management for passenger transport by car.

Currently, localities continue to inspect, check, and review, requiring transport businesses to continue declaring fare reductions in accordance with the downward trend in gasoline prices./.
