Enterprises and farmers build large model fields
In Vinh Long, in 2013, the whole province had 1,682 hectares of large-scale rice fields (LSPs). Compared to normal rice fields, LSPs have helped increase the average rice production profit to 3.792 million VND/ha. On that basis, the province plans to expand by 1,300 hectares in 2014, bringing the total LSP area in the whole province to nearly 3,000 hectares.
Meanwhile, in Can Tho, in the 2013-2014 winter-spring crop, the province plans to expand the production area according to VietGAP standards to 14,000 hectares, doubling the current area.
Similarly in Kien Giang, according to the provincial Department of Agriculture and Rural Development, this winter-spring rice crop the province plans to build 14 models of CĐML to produce rice following VietGAP standards with an area of 1,524 hectares. In addition, Kien Giang is also implementing a project to develop high-quality raw rice areas for export with an area of about 90,000 hectares in Tan Hiep, Giong Rieng, Chau Thanh, Go Quao, Hon Dat districts and Rach Gia city.
The new point in these plans is the connection between enterprises and farmers, from providing seeds and input materials to product consumption.
Vinh Long has 14 enterprises registered to participate in building high-quality raw material areas, CĐML on a total area of 46,428 hectares, accounting for more than 50% of the winter-spring rice area. After zoning, registered enterprises will provide agricultural materials and consume products for farmers at prices 100-200 VND/kg higher than the market price.
Tien Giang province also has a policy to expand the scale of the rice paddy market, in which enterprises will sign contracts to purchase rice at reasonable prices, bringing profits to farmers. In the upcoming winter-spring crop of 2013-2014, the locality plans to cooperate with 10 enterprises inside and outside the province to expand the rice paddy area to nearly 3,000 hectares, a three-fold increase compared to 2013. Currently, the province is focusing on completing the irrigation system within the fields, traffic to the rice paddy markets and building more warehouses.
In order to stabilize the output market for rice farmers and create a brand for exported rice, the People's Committee of Kien Giang province directed the agricultural sector to build raw rice areas for export associated with product consumption contracts.
Accordingly, it is mandatory for enterprises participating in export to build their own raw material areas. The plan to link rice exporting enterprises and rice producers is based on the "4-house" linkage. Enterprises will link with cooperatives or cooperatives in the form and content of the CĐML model to invest in production and consumption of rice for farmers.
The contract stipulates that the enterprise signs a consumption contract with a cooperative or cooperative group in one of the following forms: Advance capital, materials and seeds, technical and technological support and rice purchase; sale of materials and seeds for cash and purchase of rice; rice consumption contract in the form of an order. The rice consumption contract must determine the purchase of rice at the floor price or market price, the method of delivery, along with the requirements for rice quality... As for cooperatives, cooperative groups are responsible for mobilizing members and group members to participate in and implement the contract; implementing the terms in the contract regarding advance capital or purchase of materials, seed structure, technical requirements, quality of goods, price, method of delivery and payment.
Based on the planning of raw rice export areas for the 2012-2015 period and the plan to implement the program to build the CĐML, up to now, the functional sector has assigned 9 key rice export enterprises in the province, each enterprise from 500-3,000 hectares, depending on capacity.
According to the plan of the Ministry of Agriculture and Rural Development, in the 2013-2014 Winter-Spring crop, the Southern provinces will have about 200,000 hectares participating in the CĐML model, an increase of more than 2.5 times compared to 2013. After that, each year, it will gradually increase to form a commodity rice material area, export reaching a scale of 1 million hectares and build a Vietnamese rice brand.
