In recent times, Nghe An has paid attention to the development of enterprises and entrepreneurs, which is demonstrated through policies to encourage and support the development and improvement of business performance, and to direct the activities of enterprises and entrepreneurs towards the socio-economic development goals of the province.

Nghe An, with its strengths, has become one of the provinces with the strongest development of the business sector in the North Central and Central Coast regions. Currently, our province has more than 10,000 enterprises and more than 31,000 entrepreneurs. With that rapid and steady development, it has created jobs for many workers, contributed greatly to the state budget and contributed to the dynamism and efficiency of the economy. Along with that, the province's business community is constantly growing, demonstrating dynamism and efficiency in production and business activities, being responsible to society, gradually improving the reputation, product brand, business brand, contributing to improving the position of the province.

In 2012, the world and domestic economy faced many difficulties. In that situation, the whole province has gradually overcome difficulties, made efforts to synchronously and effectively implement solutions to develop the economy and society according to Resolution No. 01/NQ-CP dated January 3, 2012 of the Government, Decision No. 216/QD-UBND dated January 18, 2012 of the Provincial People's Committee. Thanks to that, the province's economy and society achieved positive results. In the first 9 months of 2012, the total output of grain crops reached 1,051,453 tons, an increase of 1.08% over the same period in 2011. Industrial production basically remained stable, in which some products had growth. The industrial production index increased by 15.04% over the same period and some industrial products had a good increase compared to the same period such as electricity, beer, tin ore and tin concentrate, refined sugar, tobacco... The banking and finance sector mobilized capital in the area, estimated at 39,600 billion VND, an increase of 6,587 billion VND compared to the beginning of the year, equal to 20% and the total outstanding loans in the area reached 71,510 billion VND, an increase of 11,233 billion VND compared to the beginning of the year, equal to 18.7%. The implementation and disbursement of construction investment capital in the area achieved good results, the total mobilized capital of the whole society reached 20,867 billion VND, equal to 70.88% of the plan, an increase of 8.64% over the same period. The volume of state budget capital construction implementation reached about 3,590 billion VND/plan of 4,803 billion VND, equal to 74.7% of the plan, up 2% over the same period. In recent times, with efforts in investment promotion activities, our province has successfully organized conferences to meet investors, organized working delegations to promote investment in countries such as Japan, Korea, Taiwan... To promote administrative reform in attracting investment, on August 13, 2012, the Provincial People's Committee opened the Nghe An Provincial One-Stop-Shop, which is the focal agency in handling administrative procedures related to projects of domestic and foreign investors investing capital and directly participating in the management of investment activities outside the Southeast Economic Zone and industrial parks in Nghe An province. With reforms and innovations in the field of investment attraction, in the past 9 months, new investment certificates have been granted to 46 projects, including 43 domestic investment projects with a total registered capital of VND 6,829.73 billion and 03 FDI projects with a total registered capital of USD 33.5 million.

Wishing to share and accompany enterprises, the Provincial People's Committee has proposed a number of solutions to remove difficulties for enterprises such as: Extending the deadline for payment of value added tax, corporate income tax, reducing land rent payable in 2012, exempting business license tax according to regulations. Report to the Standing Committee of the Provincial People's Council to consider and decide to extend the deadline for payment of land use fees for project investors facing financial difficulties; speeding up the disbursement of investment capital for projects and programs under the management of the province, especially investment capital from the state budget, government bond capital, capital for national target programs; implementing debt restructuring measures and necessary measures, suitable for each type and field of production and business, creating favorable conditions for enterprises to borrow capital for investment in production and business; Reform administrative procedures, especially in the fields of investment attraction, basic construction, land management, and finance, in the direction of solving work in the most convenient and fastest way for enterprises and investors; inaugurate the Nghe An province One-Stop Reception and Result Delivery Department, while improving the operational efficiency of One-Stop Transaction Centers; gradually remove difficulties in production premises to support enterprises investing in industrial parks and clusters; propagate and disseminate laws to civil servants managing enterprises and entrepreneurs; consolidate and improve the operational efficiency of business support centers...

In order for Nghe An enterprises and entrepreneurs to develop rapidly in quantity and scale, meeting the requirements of innovation, the province and relevant agencies and levels continue to review and adjust a number of policies and mechanisms related to enterprises, training high-quality human resources, training entrepreneurs, providing information, providing premises, supporting investment promotion, and trade promotion. Continue to improve the investment environment, business environment, and encourage enterprise development. Invest in infrastructure and human resources to facilitate enterprises in production and business... However, in the coming time, the world and domestic economic situation will still be difficult, enterprises and entrepreneurs need to unite to overcome difficulties to produce and do business effectively.

In the current period, it is necessary to determine the scale of investment and produce products that meet the market demand. Actively innovate technology, train and attract quality workers, improve business management skills, gradually improve product and service quality, and access domestic and foreign markets. In particular, businesses and entrepreneurs must be proactive, creative, seize opportunities, mobilize resources well, and manage businesses well to produce and trade in areas where Nghe An has potential and strengths!
