Many businesses overcome difficulties
Nghe An Agricultural Materials Corporation is a multi-industry business unit with many subsidiaries in the provinces. In 2021, the Corporation faced difficulties due to the Covid-19 pandemic, the supply chain was disrupted, debt collection was difficult, freight transport, import and export were affected, new projects such as the bottled water factory in Nam Dan, the asparagus project in Ninh Thuan were severely affected. However, overcoming difficulties, in the first 9 months of the year, the Corporation still paid more than 10 billion VND in taxes, with revenue reaching about 450 billion VND. In addition, the Corporation was supported by a policy of reducing 30% of land rent for businesses.

Cargo throughput in the first 9 months of 2021 is estimated at 3,571,041 tons, up 14.17% over the first 9 months of 2020 and reaching 81.84% of the 2021 plan.
In which: Export and import output in the first 9 months of 2021 is estimated at 1,294,223 tons, up 35.41% compared to the first 9 months of 2020 and up 7.85% compared to the 2021 plan. Besides some items with stable growth rates, in the first 9 months of 2021, items such as (barite ore, containers, round wood, rolled steel...) all decreased compared to the first 9 months of 2020.

The leader of Nghe Tinh Port said that the output of barite ore in 9 months is estimated at 21,000 tons, down 48.88% compared to the same period in 2020. This item is mainly exported to the Chinese and Middle Eastern markets, and according to customer information, this item has temporarily stopped going through the port due to the impact of the Covid-19 epidemic, the mine has temporarily stopped mining. Container goods due to the impact of the Covid-19 epidemic have caused difficulties for the freight market in all 3 regions of the North, Central and South, especially the sharp decrease in the amount of goods exported from the Southern provinces has affected the amount of container goods going through Cua Lo Port.
In addition, round timber and corrugated iron sheets also decreased sharply. Revenue from port operations in the first 9 months of 2021 is estimated at VND 171,040 million, up 16.93% compared to the first 9 months of 2020 and reaching 83.43% of the 2021 plan. In the first 9 months, Nghe Tinh Port Joint Stock Company paid VND 7,363 billion.
The fourth wave of the pandemic in late April and early May 2021 has severely impacted production and business. Overcoming these difficulties, Nghe An's business community has made great efforts to pay the budget and contribute significantly to the province.
The province has granted new grants to 77 new projects, adjusted the scale of 102 projects, and contributed VND22,000 billion. Many enterprises have paid large sums to the province, such as Thien Minh Duc Group (accounting for about 10% of the province's domestic revenue), Nghe An Petroleum Company paid more than VND750 billion...

Hidden difficulties
Due to the complicated developments of the Covid-19 pandemic, tourism activities have been almost "frozen" since June. Tourism service revenue is estimated at VND 1,049 billion, equal to 50% compared to the same period in 2020. Transportation activities in general, especially passenger transport, have encountered many difficulties due to strict measures to prevent and control the pandemic. To successfully complete the 2021 budget collection task and create momentum for 2022, the Tax and Customs sectors focus on removing and resolving difficulties and obstacles for businesses, supporting businesses to restore production and business, creating a basis for increasing revenue for the State budget. Continue to implement Decree No. 52/2021/ND-CP dated April 19, 2021 of the Government extending the deadline for payment of value added tax, corporate income tax, personal income tax and land rent in 2021. Speed up the processing of VAT refund dossiers, creating conditions for taxpayers to have more capital to maintain production and business activities.
Effectively deploy groups of solutions to manage revenue, prevent revenue loss, transfer pricing, tax evasion, and handle tax debt recovery. Strictly control the declaration and implementation of VAT refunds according to Official Dispatch No. 9877/BTC-VP of the Ministry of Finance dated August 27, 2021, promptly detect and strictly handle cases of taking advantage of the VAT refund policy to commit fraud, create fake records, rotate, use fake invoices... to fully recover the lost amount to the State budget.

In addition, budget revenue and expenditure management should be based on the development of the epidemic situation, budget expenditure should be based on the collection schedule, and priority should be given to allocating funds to implement policies and regimes related to people and social security; and there should be no delay, lateness, or overdue payments of policies and regimes in the locality.
