Enterprises and new rural areas

With about 70% of the population living in rural areas, the New Rural Development Program has great significance in terms of economy, politics and society. However, to turn the good goals of the Program into reality, all resources need to be mobilized effectively, especially the business community.




Lacking investment from businesses, farmers not only face difficulties in product consumption, but also have their production processes affected.

Implementing the Resolution of the 7th Central Committee (10th tenure) on agriculture - farmers - rural areas, especially in conjunction with the National Target Program on New Rural Construction, the face of rural areas has changed a lot. Traffic works and new production models with hundreds of billions of VND invested have reflected the solidarity and consensus of all people for the Program. Basically, the lives of many villages and communes implementing the New Rural Construction model have had quite positive changes.

However, with the movement-style and slogan-based approach, in many localities, people feel that the NTM construction has not gone into substance but is a burden. With very modest incomes, communes building NTM still "charge" people with excessive contributions to build infrastructure. Sympathizing with the above difficulties, Professor Nguyen Lan Dung said that the basic goal of building NTM is to help farmers improve their lives. Higher income, better material and spiritual life. If this goal is not achieved, the NTM program is considered unsuccessful.

In fact, many projects for building new rural areas, although approved, do not have resources to implement or the implementation roadmap is not suitable, the ratio and mechanism for mobilizing people's resources are not determined. In many places, people still have to wait for budget sources, and many solutions lack practicality when implementing. Agricultural production in localities is mostly small and scattered, mainly household economy, while the scale of cooperatives is still small and ineffective. The 4-house linkage is violated because there are no sanctions. Therefore, effective production models are difficult to replicate.

Although the Government has issued resolutions, decrees and decisions, the implementation is still slow, so people and businesses have not had access to preferential capital sources. Meanwhile, there is still no national strategy on planning large specialized production areas, no strategy to solve the consumption and export of key products such as rice, fish, shrimp, fruit trees, etc., leading to the situation of good harvests and low prices. Businesses and people are still hesitant to invest in agriculture and rural areas.

Mobilizing resources from enterprises

The State needs to have policies to promote public-private cooperation in building new rural areas, and encourage enterprises to invest in building rural infrastructure projects.

With the current reality in agricultural production, to promote the effectiveness of production models, or increase the "gray matter" content, or apply science and technology to production to create competitive advantages, the role of enterprises is indispensable. Because, in addition to economic potential, capital investment for effective production models, enterprises also do well in management in distribution, marketing and increasing the value of agricultural products. Lacking investment from enterprises, farmers not only face difficulties in output in product consumption, but also affect the production process. However, many enterprises still have to receive "bitter fruit" when investing in the agricultural and rural sectors because they face too many risks. The biggest risk is that farmers have not fulfilled their "trust" well, so when agricultural products have good prices, farmers often sell in a "fence-breaking" way, not complying with signed contracts. In addition, the unsynchronized development of transport infrastructure is also an obstacle, causing enterprises to worry...

Former Deputy Minister of Agriculture and Rural Development Nguyen Dang Khoa said: building a new rural area is a correct policy, in line with the people's wishes, so it should be implemented quickly, but the goal must be achieved in the right and effective way. Most importantly, it is necessary to create motivation for enterprises to invest in areas directly related to agriculture and rural areas.
