High independence and autonomy in international economic integration
Prime Minister Nguyen Tan Dung stated that to implement the 2011-2020 Socio-Economic Development Strategy, it is necessary to build an increasingly independent and self-reliant economy in the context of increasingly deep international integration.
On August 14, Prime Minister Nguyen Tan Dung chaired a national conference to assess the implementation of Resolution No. 08-NQ/TW on a number of major policies and guidelines for rapid and sustainable economic development when Vietnam becomes a member of the WTO and Resolution No. 16/2007/NQ-CP implementing Resolution 08-NQ/TW.

In January 2007, Vietnam officially became a member of the World Trade Organization (WTO). Immediately after that, at the 4th Central Conference of the 10th term, in February 2007, our Party issued Resolution No. 08.
To implement Resolution No. 08, the Government issued Resolution No. 16/2007/NQ-CP promulgating an Action Program to concretize 10 major task groups of Resolution 08 into 12 task groups and 75 main tasks with 131 specific actions assigned to ministries, branches and localities for implementation.
After 5 years of joining the WTO and also 5 years of implementing Resolution 08/NQ-TW and Resolution 16/2007/NQ-CP, our country is preparing for a period of international economic integration at a higher and deeper level. This is the time to have a comprehensive assessment of the implementation of the above 2 Resolutions in order to comprehensively review the process of international economic integration and propose directions for international economic integration in the coming period.
With the above objectives, the Government organized a National Conference to evaluate the implementation of Resolution No. 08-NQ/TW of the Central Committee and Resolution 16/2007/NQ-CP to see the positive aspects, limitations and causes, and implementation directions for the following years when we continue to implement the policy of proactively and actively integrating internationally to maximize the exploitation of external resources to serve rapid and sustainable development and build an independent and self-reliant economy, successfully implementing the Socio-Economic Development Strategy for the period 2011 - 2020.

The conference will hear the Report of the Ministry of Industry and Trade on the implementation of Resolution No. 08-NQ/TW of the Central Committee and Resolution 16/2007/NQ-CP; Report of the Ministry of Foreign Affairs on the implementation of the policy of proactive and active international integration set forth by the 11th Party Congress; hear the Ministry of Planning and Investment present the Draft Report on the overall assessment of Vietnam's socio-economic situation after 5 years of joining the World Trade Organization; Draft Resolution of the Government on international economic integration for the period 2012-2015 and vision to 2020; hear speeches from a number of representatives of central agencies, ministries, localities, research institutes, industry associations, economic groups, representatives of the business community, etc.
Building an international integration strategy in the new period
Speaking at the opening of the conference, Prime Minister Nguyen Tan Dung emphasized that looking back at 5 years of implementing Resolution 08 and also 5 years of joining the WTO, Resolution 08 has achieved great and practical results, contributing significantly to the country's overall achievements.
Entering a new period, implementing the Socio-Economic Development Strategy 2011-2020, it is necessary to build an increasingly independent and self-reliant economy in the context of increasingly deep international integration. At the same time, it is necessary to consistently implement an independent, self-reliant, peaceful, cooperative and developmental foreign policy; multilateralize and diversify relations, proactively and actively integrate into the international community; Vietnam is a friend, a reliable partner and a responsible member of the international community; create a peaceful, stable environment and favorable conditions for national construction and development.

In recent times, implementing the policy of proactively and actively integrating into the international economy, we have shifted our focus from breaking economic isolation to integrating into regional and global value chains to promoting market search and promoting the process of transforming the growth model.
On the multilateral level, the commitments in the WTO have been almost fully implemented and it is possible to have a relatively comprehensive and detailed assessment of the impact of the accession commitments. On the regional level, we are also integrating more and more deeply with ASEAN, towards the formation of the ASEAN Economic Community in 2015.
Vietnam is also actively participating in negotiations or preparing to negotiate a number of important free trade agreements such as the Trans-Pacific Partnership (TPP), the bilateral free trade agreement with the EU, and implementing the ASEAN framework on the Regional Comprehensive Economic Partnership...
Prime Minister Nguyen Tan Dung suggested that the Conference discuss frankly, constructively and responsibly, evaluate the achievements that have been made to promote, point out the limitations, weaknesses, causes to overcome and draw lessons in the process of implementing Central Resolution 08.
At the same time, clarify the new development context and requirements, thereby setting out goals, tasks and solutions to proactively promote and improve the effectiveness of international integration, and build an international integration strategy in the coming period.
