Compensation demands of some Nghi Yen households are invalid.
(Baonghean)On July 3, residents of Vinh City and Cua Lo Town breathed a sigh of relief when the garbage was collected after several days of living with garbage due to some households blocking garbage trucks from dumping garbage into the Nghi Yen - Nghi Loc Solid Waste Treatment Complex. Public opinion questioned the need for a sustainable solution to prevent this situation from recurring.
From 8:00 p.m. to 9:00 p.m. on June 28, more than 10 households in Hamlet 1, Nghi Yen Commune suddenly blocked garbage trucks from Vinh City from dumping garbage at the Nghi Yen Solid Waste Treatment Complex in Nghi Yen Commune, Nghi Loc District. In the following days, residents of Hamlets 1 and 4 of Nghi Yen continued to assign people to work 24/7 to block garbage trucks from Vinh City, Cua Lo Town, Nghi Loc District, causing the inner city areas of these localities to be submerged in garbage.
The most serious is in Vinh City, where garbage is dumped all over the streets. The amount of garbage that has not been transported for treatment for 5 days is getting higher and higher. On many streets such as Nguyen Thi Minh Khai, Quang Trung, Dinh Cong Trang, Nguyen Sy Sach..., the stench from the forced dumping sites is very strong. Not only in Vinh City but also in Cua Lo beach town, the amount of garbage has been stagnant for many days, making this tourist town "ugly" in the eyes of thousands of tourists.
On the afternoon of July 3, Mr. Le Quoc Hong - Vice Chairman of Vinh City People's Committee and other forces were present at the scene to explain and propagate to the people, and at the same time use coercive measures to force the violating households to let Nghe An Urban Environment One Member Co., Ltd. (MTĐT) dump garbage trucks into the complex. By 2:00 p.m. on July 3, the garbage trucks of Nghe An MTĐT One Member Co., Ltd. dumped garbage at Nghi Yen - Nghi Loc Solid Waste Treatment Complex. According to the report of Nghe An MTĐT One Member Co., Ltd., on the afternoon of July 3, in addition to mobilizing workers and vehicles of the company, the unit also contracted to rent 20 garbage trucks and 4 garbage excavators, striving to clear all the accumulated waste in Vinh City within 2 days (July 3-4).
Garbage began to be transported out of Vinh City on the afternoon of July 3.

According to our investigation, we learned that some residents of hamlets 1 and 4 of Nghi Yen commune blocked garbage trucks to demand compensation for 28.9 hectares of agricultural land (equivalent to 40 billion VND). This land area is outside the scope of the Nghi Yen and Nghi Loc Solid Waste Treatment Complex because crops have not been grown on the land for several years.
Meanwhile, the People's Committee of Vinh province and city still provide cash support for crops twice a year to people, with a unit price of 2,500 VND/m2. Regarding the policy of implementing land compensation, the Provincial People's Committee has only assigned Nghi Loc district to count the area of agricultural land and submit the dossier to the Department of Natural Resources and Environment for appraisal. To implement this policy, it takes a certain amount of time and cannot be done in a day or two. Moreover, the people's demand to receive compensation when the Provincial People's Committee has not completed the land acquisition procedures is invalid.
Although the garbage has been transported to the Nghi Yen and Nghi Loc Solid Waste Treatment Complex, to prevent the above situation from happening again, authorities at all levels, mainly Nghi Yen commune, must continue to mobilize and propagate for people to understand the State's policies and laws. Mr. Nguyen Chinh Thuc - Vice Chairman of Nghi Yen commune said: "The commune's mobilization working group will continue to go directly to households to explain to people the true nature of compensation and support in this area. In addition, the commune assigned the hamlet chief to coordinate with the head of the front work committee to propagate through the loudspeaker system."
Through this incident, it can be seen that while in many localities in the province, many households have voluntarily donated land to the State to build roads, build public works, sacrificing their own and family interests for the common development of society, some households in Nghi Yen - Nghi Loc, although the province and Vinh City have resolved to let them receive annual crop support money, are still not satisfied, blocking garbage trucks, hindering garbage collection, causing environmental pollution, which is unacceptable.
In addition, it also shows that relevant levels, sectors and localities need to take action more quickly and decisively; there needs to be more effective and scientific coordination in propaganda, mobilization, education and solving problems related to people's rights. If the people's petitions are correct, they should be resolved promptly. If the petitions are incorrect, the relevant local authorities must promptly explain to the people clearly. If anyone does not comply and deliberately violates the law, there must be strict handling measures, and should not be allowed to drag on, leading to an extreme situation like the recent one.
