Innovating supervision work, improving the operational efficiency of the Provincial People's Council
Nearly 6 months is not a long time compared to the 5 years of operation of a People's Council term (2011 - 2016), but since the 16th Provincial People's Council was reorganized, the apparatus has initially had a clear change, which has received high public approval. In particular, the supervision work has inherited and promoted the effectiveness of the entire previous process, bringing positive results.

Based on the initiative of the People's Council Committees in developing programs, monitoring plans, arranging schedules, locations, and units to implement monitoring, the Standing Committee of the Provincial People's Council has performed well its role in directing and coordinating the monitoring activities of the Provincial People's Council Committees, creating new developments in activities, bringing them into order and improving the quality and effectiveness of monitoring work. The monitoring activities selected by the Provincial People's Council Committees focus on the urgent and prominent issues that are arising in real life and are of great public interest. For example, the Economic - Budget Committee monitors the construction progress of key projects and works; the implementation of support policies for low-income housing projects according to Resolution No. 317/2010/NQ-HDND, dated July 10, 2010 of the Provincial People's Council. The Legal Committee monitors the implementation of the Enterprise Law; the enforcement of civil judgments; and surveys the compliance with traffic safety laws. The Committee for Culture and Society supervises the implementation of a number of policies for high-quality human resources in Party agencies, the Fatherland Front, State administration, public service, and socio-political organizations at all levels in the province according to Resolution 316/NQ-HDND, dated July 10, 2010 of the Provincial People's Council; supervises the implementation of legal policies on health insurance for the poor and near-poor in the province; surveys sanitation work in schools. The Committee for Ethnic Minorities supervises the implementation of policies for the O Du and Dan Lai ethnic groups; implements the 30a policy in poor districts; resettlement policies for ethnic minorities... Through monitoring activities, the Standing Committee and Committees of the People's Council have detected and promptly synthesized existing problems, obstacles, and shortcomings to make recommendations to relevant agencies for handling. Such as the implementation of support policies for low-income housing projects according to Resolution No. 317/2010/NQ-HDND, the province needs to thoroughly implement policies to encourage businesses to participate in this field. In particular, it is recommended that the Provincial People's Committee not grant licenses for new projects but direct and urge the implementation of projects that have been granted investment licenses. Through monitoring activities, it helps the Provincial People's Committee and branches and levels to promptly receive and resolve many pressing issues in the socio-economic fields. Particularly, macro-level issues are synthesized and recommended to the Central Government for resolution.

To improve the quality of supervision activities, the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees coordinated with the Fatherland Front and relevant sectors and levels to participate in providing additional information related to the sector to the supervision delegation, and to record the reflections and information obtained from practice to serve the work of examining reports, projects, and submissions of the Provincial People's Committee and sectors presented at the session in a more realistic manner, contributing to improving the quality of reports, projects, and submissions related to each field of each committee. Through the supervision and survey activities of the Provincial People's Council Committees, the Standing Committee of the Provincial People's Council decided to raise a number of issues for questioning at this 3rd session, such as: Solutions to remove difficulties for enterprises and a number of key projects and works in the province; issues and solutions to overcome resettlement work in investment projects in the province, especially the resettlement projects of Ban Ve Hydropower Plant, Hua Na Hydropower Plant, etc.; School sanitation work in the province according to the standards of the Ministry of Health...
In addition to monitoring according to programs and plans, the Standing Committee and Committees of the Provincial People's Council also conduct monitoring through documents, reports, and attendance at conferences of the Provincial People's Committee, branches, and levels; organize monitoring of law enforcement by state agencies, economic organizations, social organizations, units, and individuals through regular monthly citizen reception activities. Thanks to that, the activities of state agencies clearly demonstrate their responsibility to the people, a democratic working atmosphere, openness and frankness, daring to look directly at existing issues to take remedial measures, strengthening people's trust, contributing to promoting socio-economic development, national defense and security in the province.
