Innovation and improvement of operational efficiency of agricultural and forestry companies

(Baonghean.vn) - After conducting a survey on land use, land handover, and land lease at a number of agricultural and forestry farms and Youth Volunteer Force Teams in the province, on the morning of September 19, the Economic - Budget Committee of the Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee had a meeting with the Department of Agriculture and Rural Development.

Also attending were comrade Le Minh Thong - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, member of the Economic - Budget Committee of the Provincial People's Council.

Mr. Vi Luu Binh - Deputy Director of the Department of Agriculture and Rural Development spoke at the meeting.

According to the report of the Department of Agriculture and Rural Development, the whole province currently has 12 agricultural and forestry LLCs; 11 protective forest management boards; 3 special-use forest management boards. The establishment of state-owned agricultural and forestry farms is a correct policy of the Party and the State to assign agricultural and forestry farms to manage land and protect forests in border areas; at the same time, organize the transfer and training of planting and caring techniques for tea, orange, coffee, rubber trees and livestock for people in the Western Nghe An region, bringing them to the farms... However, the implementation process has caused some problems such as the situation of outright contracting, land rent collection, not providing inputs, not taking care of output for people but only leasing land to people and profiting from the land leasing; leading to the situation of competition in buying and selling raw materials still occurring in the region. In addition, because previously, the province allocated land to agricultural and forestry units on paper and maps, not in the field, leading to management without boundaries, overlaps, and duplications, land disputes still occurred in some units in recent times.

On behalf of the survey team, Mr. Tran Quoc Chung suggested that the Department of Agriculture and Rural Development should study and propose a plan to implement Resolution 3 of the Politburo on continuing to arrange, innovate, and improve the operational efficiency of agricultural and forestry companies, focusing on the interests of farm staff and households and ensuring effective management, use, and land lease. Pay attention to reviewing land under the management of farms, forestry companies, and management companies, clearly identifying each type of land for effective management. At the same time, study and propose to the province the conversion of farms and forestry companies according to appropriate and effective models.
