(Baonghean.vn) -On the afternoon of December 30, 2014, in Vinh City, the inter-agency working group of the province, tasked with inspecting and monitoring the implementation of Directive 17/CT according to Decision No. 2290/QD-UBND dated May 27, 2014, of the Chairman of the Provincial People's Committee, held a preliminary review and evaluation of the results of activities in 2014 and discussed solutions for the future. Mr. Le Dinh Ly – Deputy Director of the Department of Internal Affairs – chaired the meeting.

Also participating were representatives from several departments and agencies who were members of the inspection team.

Although only established for over 6 months, the team has inspected the implementation of the Provincial Party Committee's Directive 17 in 21 districts, cities, and towns, and 8 departments and agencies; at the commune level, the team inspected 2-4 communes in each district and town, contributing to a change in the awareness of Party members and civil servants, and significantly reducing the consumption of alcohol during working hours and lunch breaks, especially in mountainous areas.

However, the inspection revealed several shortcomings. While departments and units have issued working regulations, workplace culture regulations, and codes of conduct for civil servants, they have not yet revised, supplemented, or specified them according to the regulations of Directive 17/CT; the majority of civil servants do not have nameplates at their desks and do not strictly adhere to wearing their civil servant identification badges while on duty; self-inspection and supervision of discipline compliance have not received adequate attention, and lower-level inspection teams have not been established; some one-stop service officers in some district and town units are absent without reason; some government offices have not displayed the national flag and emblem as required; and some communes have not announced working hours according to government regulations. During the inspections, the team notified the units where shortcomings and limitations were found to rectify them; and compiled reports for the Chairman of the Provincial People's Committee to develop solutions.

Based on the discussions, representatives from member departments and agencies proposed several recommendations and solutions to improve the quality and effectiveness of inspections. Concluding the meeting, Mr. Le Dinh Ly – Deputy Director of the Department of Internal Affairs and Head of the inspection team – acknowledged the team's efforts while also highlighting some shortcomings and areas where improvements were needed. Accordingly, the team recommended that the Provincial People's Committee link the inspection of discipline compliance with the responsibilities of the heads of agencies and units, only establishing inspection teams when necessary; conducting only surprise and thematic inspections of agencies and units with public concerns and feedback, and focusing on areas and localities with weaknesses; innovating the content and methods of inspections to be more focused and effective; and following the inspections, recommending that the province implement measures to ensure more thorough and serious compliance with Directive 17/CT…/.
