Proudly celebrating the 95th anniversary of our Party and welcoming the Year of the Snake 2025, in the springtime atmosphere of nature and people, the Party Committee, government, military, and people of Nghe An continue to uphold the tradition of unity, solidarity, and concerted effort to excellently fulfill their responsibilities and build an increasingly prosperous homeland.

Throughout the history of our nation, especially since the Spring of Canh Ngo 1930, when our Party was founded, we are very proud of the tradition of "leading the way and rising first" of Nghe An, a land of "spiritual and talented people" in the era of national independence and socialist construction (1930 - 1975).
During the era of national reunification, reform, and development (1975-2025), especially the period from the Sixth Party Congress - the "reform congress" - for nearly 40 years, despite achieving many great accomplishments, there have been times when the Party Committee and people of the province have been troubled: Looking broadly, compared to the progress of the whole country and some other localities, we can sense the risk of "leading the way but falling behind"...
Escaping the risk of "falling behind" has become a "mandate" for the thinking and actions of the Party Committee and people of the province. To achieve this, Nghe An must answer three questions: Where do we stand in the socio-economic landscape of the region and the country? What are the direction, roadmap, and goals in the short and long term? How will Nghe An reach these goals?
Entering the 2020-2025 term, the leaders of the Central and provincial levels, as well as reputable experts and scientists, have invested a great deal of intellect and dedication to produce the Politburo's Resolution 39 on the construction and development of Nghe An province until 2030, with a vision to 2045, and the Provincial Planning for the period 2021-2030, with a vision to 2050; and the Resolution of the Provincial Party Congress for the 2020-2025 term, aiming to establish a very important political foundation that is both far-sighted and combines specific tasks for each stage of Nghe An's development.
Experience shows that high-quality resolutions and plans are important foundations that clearly outline the path forward, but they do not create material wealth in themselves; the key is the process of organizing their effective implementation. Recall that on May 25, 2023, at the Politburo meeting to discuss the report summarizing the implementation of Resolution No. 26-NQ/TW of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020, General Secretary Nguyen Phu Trong emphasized, in essence: The issuance of a new resolution on Nghe An is only a very important first step; the decisive issue is organizing its effective implementation...
In a dialogue program, former Minister of Information and Communications Le Doan Hop once shared: "Where you are standing is very important, but not as important as the direction you are going. Where are you going, by what means, and on what path?" This can be understood as meaning that to go far, one needs a vision established on a scientific and dialectical basis, one that both grasps the trends of the times and closely adheres to the realities and strengths of the locality.
President Ho Chi Minh once instructed: “What is old and bad must be discarded. What is old but not bad, yet troublesome, must be modified to be more reasonable. What is old and good must be further developed. What is new and good must be implemented.” Imbued with his words, and in the spirit of high unity and solidarity, Nghe An has strongly reformed its thinking, approach, and methods to concretize them. The province chose to “focus on prioritizing development in the East to lead the West and provide focused and targeted leadership and guidance,” but without deviating from the “track,” remaining steadfast in its consistent philosophy: “rapid development but without sacrificing everything.”
A shift in mindset has unlocked the "barriers" hindering development. The province is utilizing public investment resources more effectively by prioritizing the development of strategic and key infrastructure, especially transportation, economic zones, and industrial parks, in key locations such as Vinh City and the eastern districts and towns of the province to stimulate the rapid development of the coastal economic corridor. Along with "opening up the sea," Nghe An is also resolutely implementing a series of strong solutions in administrative reform, issuing a commitment of "5 readinesses" to investors and businesses... to "attract foreign investment." Internal strength combined with external strength strengthens the province's "power" to create a "runway" for the economy to take off.

Focusing its efforts on the eastern part of the province, Nghe An simultaneously implements a suitable development strategy for the western region. In this vast and challenging area, the province concentrates on addressing social welfare issues, effectively utilizing resources from three national target programs: socio-economic development in ethnic minority and mountainous areas; sustainable poverty reduction; and new rural development, ensuring the successful achievement of the goal of "peace for the people, peace for the locality, and peace for the border."
Adhering closely to reality, following the rules, listening to and maximizing the strength of the people, from the beginning of the 19th term of the Provincial Party Congress to the present, despite facing countless difficulties at times, especially the profound impact of the Covid-19 pandemic, Nghe An has consistently achieved growth rates higher than the national average: 6.2% in 2021, 9.08% in 2022, 7.14% in 2023, and projected at 9.01% this year.
While Nghe An's economic scale was only 144,523 billion VND in 2020, it reached 193,374 billion VND in 2023. With an estimated growth rate of 9.01% in 2024, Nghe An officially joined the very small group of localities nationwide with an economic scale of 200,000 billion VND or more, placing it among the top 10 largest in the country. From 2022, the province also officially became a member of the "club" of provinces with budget revenue exceeding 20,000 billion VND, reaching 25,406 billion VND in 2024.
In particular, in 2024, with spectacular breakthroughs in the final months of the year, Nghe An attracted a record-breaking amount of foreign direct investment (FDI), nearly reaching US$1.75 billion, marking the second consecutive year of attracting foreign capital exceeding US$1 billion. The continuous influx of investment, especially high-quality FDI from major global technology corporations, is reshaping the province's industrial landscape, making processing and manufacturing the main driving force for growth.
The cultural and social sectors continued to receive investment and achieved many tangible results; notably, social welfare work. In 2024, the province built or renovated an additional 3,347 houses for poor households and those facing housing difficulties; bringing the total number of houses built since the launch of the housing program for poor households in February 2023 to 11,787; meaning more than 10,000 families now have a stable home to settle down and make a living.
These results and figures provide a convincing answer, affirming that Nghe An is on the right track, building a solid foundation for rapid, strong, sustainable, and harmonious development across three pillars: economy, society, and environment. These results further strengthen confidence and strongly inspire the aspiration to conquer new heights, fulfilling the trust placed in the province by the Central Government and the entire nation, as well as by the cadres, Party members, military personnel, and people of the province.
Nghe An province has just had a successful year in 2024 in many aspects, creating important momentum to break through and achieve victory in the final year of implementing the Resolution of the 19th Provincial Party Congress and the 5-year socio-economic development plan 2021-2025.
The year 2025 marks a very special transition with many major events shaping a new development cycle for the province and the country. These include the Party congresses at all levels and the 20th Provincial Party Congress, for the 2025-2030 term, leading up to the 14th National Party Congress – a milestone marking Vietnam's official entry into an era of national progress, aiming for a prosperous people, a strong nation, and a socialist society, standing shoulder to shoulder with the world's leading powers.

To achieve the goals set for the new era, General Secretary To Lam outlined seven strategic directions: improving the Party's leadership methods; strengthening Party discipline in building and perfecting the socialist rule of law; streamlining the organizational structure; digital transformation; combating waste; ensuring competent cadres; and developing the digital and green economy.
The internal strength accumulated over the years provides a favorable foundation for Nghe An, but overcoming these challenges remains difficult. Looking at the basic aspects, many important indicators of the province are still lower than the national average. By the end of 2024, the projected per capita income for the whole country is 4,500 USD, aiming to reach nearly 5,000 USD by the end of 2025. However, the per capita income of Nghe An province by the end of 2024 is only estimated at over 63 million VND (equivalent to nearly 2,500 USD). Nghe An remains a province where budget revenue is insufficient to cover expenditures…
It is no coincidence that at the end of last year, Provincial Party Secretary Nguyen Duc Trung emphasized the determination to achieve double-digit growth in many forums. The Nghe An Provincial People's Council also, for the first time in this term, set a growth target of 9.5% to 10.5%, as reflected in the Resolution on the socio-economic development plan for 2025. To catch up, keep pace with, and surpass other provinces, becoming a relatively prosperous province in the country by 2030, achieving consistent double-digit growth for many years is a mandatory requirement.
To achieve this, Nghe An province has determined that, on the one hand, it must closely adhere to the Party's viewpoints and guidelines, while also leveraging proven and effective experiences, methods, and approaches; and on the other hand, it must maximize the opportunities arising from Resolution 39 of the Politburo and Resolutions 36 and 137 of the National Assembly, with two "packages" of specific pilot mechanisms and policies in the fields of finance, budget, investment management, urban development, resources, and local government organization, to add more room and momentum to maintain the current pace and accelerate, achieving the strongest breakthroughs.
In particular, we need to effectively implement the streamlining revolution to build a political system that is "lean, efficient, effective, and effective" and a team of cadres, Party members, civil servants, and public employees who "dare to think; dare to speak; dare to act; dare to take responsibility; dare to innovate and create; dare to confront difficulties and challenges; and dare to act for the common good." This is even more urgent as the Party, the National Assembly, and the Government are promoting decentralization and delegation of power with the motto "local authorities decide, local authorities act, local authorities are responsible." To effectively operate the decentralization and delegation of power mechanism, it is necessary to build a team of cadres with strategic vision, keen thinking, and sharp practical capabilities.
General Secretary To Lam's message on the new era of national progress is a call to action that awakens the aspirations and strong spirit of action of the entire Party, the entire people, and the entire army. Time waits for no one, and Nghe An is determined to make faster and more solid progress to integrate itself into the flow of the new era, worthy of its glorious revolutionary tradition and historical responsibility.
