In the historical journey of the nation, especially since the Spring of Canh Ngo 1930, when our Party was born, we are very proud of the tradition of "taking the lead, rising first" of Nghe An, the land of "spiritual land and talented people" in the Era of national independence and building socialism (1930 - 1975).
In the era of national reunification, innovation and development (1975 - 2025), especially since the 6th Party Congress - the "renovation congress", for nearly 40 years now, despite many great achievements, there have been times when the Party Committee and the people of the province could not help but worry: Looking more broadly, compared to the movement of the whole country, with some other localities, we have a premonition of the risk of "going ahead, being behind"...

Escaping the risk of “falling behind” has become a “command” for the thinking and actions of the Party Committee and the people of the province. To do so, Nghe An must answer three questions: Where are we standing in the socio-economic picture of the region and the whole country? What are the directions, roadmaps, and destinations in the short and long term? How will Nghe An reach the destination?
Entering the 2020-2025 term, the Central and provincial leaders, as well as prestigious experts and scientists, have invested a lot of intelligence and dedication to produce the product of Resolution 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045 and the Provincial Planning for the period 2021 - 2030, with a vision to 2050; Resolution of the Provincial Party Congress for the 2020 - 2025 term, aiming to establish a very important political foundation that is both visionary and combines specific tasks for each stage for the development of Nghe An.

In practice, good quality resolutions and plans are an important foundation that outlines the way forward, but they do not create material wealth in themselves, but the key is the process of organizing and implementing it effectively. Recall that on May 25, 2023, at the Politburo meeting to give opinions on the Summary Report on the implementation of Resolution No. 26-NQ/TW of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020, General Secretary Nguyen Phu Trong emphasized, in general: The issuance of a new resolution on Nghe An is only a very important first step, the decisive issue is to organize the implementation effectively...
In a dialogue program, former Minister of Information and Communications Le Doan Hop once shared: “Where you stand is very important but not as important as the direction you are going. Where to go, with what, by which road?”. It can be understood that to go far, you need to have a vision established on a scientific and dialectical basis, both grasping the trend of the times and closely following the reality and strengths of the locality.

President Ho Chi Minh once advised: “What is old and bad must be abandoned. What is old and not bad but troublesome must be modified to be reasonable. What is old and good must be further developed. What is new and good must be done”. Imbued with his words, and in the spirit of solidarity and high unity, Nghe An has strongly innovated its thinking, thinking, and doing to materialize. The province chose to “focus on prioritizing the development of the East to lead the West and lead and direct with focus and key points” but did not deviate from the “track” but still firmly adhered to the philosophy that has been consistent up to now which is “developing rapidly but not at any cost”.

Innovation in thinking has unlocked the “locks” that hinder development. The province has used public investment resources more effectively by prioritizing the development of strategic and key infrastructure, especially in transportation, economic zones, and industrial parks in key locations such as Vinh city and the eastern districts and towns of the province to stimulate rapid development of the coastal economic corridor. Along with “opening up the inside”, Nghe An has also resolutely implemented a series of strong solutions in administrative reform, issuing a commitment to “5 readiness” to investors, businesses, etc. to “attract from the outside”. “Internal strength” resonates with “external strength” to strengthen “provincial strength” to create a “runway” for the economy to take off.

Concentrating on the eastern part of the province, Nghe An simultaneously implements a suitable development strategy for the western region. In this large, difficult area, the province focuses on solving social security issues, effectively using resources from three national target programs: Socio-economic development of ethnic minority and mountainous areas; sustainable poverty reduction; new rural construction, ensuring the good implementation of the goal of "peace for the people, peace for the area, peace for the border".


Sticking to reality, following the rules, listening to and maximizing the strength of the people, since the beginning of the 19th term of the Provincial Party Congress, although there have been times when we have had to face countless difficulties, especially the profound impact of the Covid-19 pandemic, "the waves do not let the oars fall", Nghe An's growth rate has always been higher than the national average, 6.2% in 2021, 9.08% in 2022, 7.14% in 2023 and expected to be 9.01% this year.
If in 2020, Nghe An's economic scale was only 144,523 billion VND, by 2023 it will reach 193,374 billion VND and with an estimated growth rate of 9.01% in 2024, Nghe An officially enters the group of very few localities in the country with an economic scale of 200,000 billion VND or more, in the top 10 largest in the country. From 2022, the province will also officially become a member of the "club" with a budget revenue of over 20,000 billion VND, reaching 25,406 billion VND in 2024.

In particular, in 2024, with spectacular breakthroughs in the last months of the year, Nghe An attracted a record-breaking amount of foreign direct investment (FDI), nearly reaching the 1.75 billion USD mark, marking the second consecutive year of attracting foreign capital exceeding the 1 billion USD mark. Continuous investment flows, especially quality FDI from large technology corporations in the world, are redrawing the industrial picture of the province, making the processing and manufacturing industry the main growth driver.
The cultural and social sectors continue to be invested in and developed and achieve many remarkable results; notably social security work. In 2024, the whole province will have 3,347 more houses built and repaired for poor households and households with housing difficulties; bringing the total number of houses since the launch of the housing program for poor households from February 2023 to present to 11,787 houses; meaning that more than 10,000 families have a solid home to "settle down and make a living".

The above results and figures are convincing answers, affirming that Nghe An is on the right track, creating solid foundations for rapid, strong, sustainable development, in harmony between the three pillars: Economy - Society - Environment. Those results further foster confidence and arouse more strongly the desire to conquer new heights that have been outlined, to meet the trust of the Central and the whole country for Uncle Ho's homeland and the cadres, party members, army and people of the province.

Nghe An has just had a successful 2024 in many aspects, creating an important momentum to break through to the finish line in the final year of implementing the Resolution of the 19th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021 - 2025.
The year 2025 is a very special transitional period with many major events shaping the new development cycle of the province and the country. These are the Party Congresses at all levels and the Provincial Party Congress, term XX, 2025 - 2030, towards the 14th National Congress of the Party, marking the official entry of our country into the Era of national development with the destination of a rich people, a strong country, a socialist society, standing shoulder to shoulder with the world powers.

To achieve the goals set in the new era, General Secretary To Lam proposed 7 strategic orientations: Improving the Party's leadership method; strengthening the Party spirit in building and perfecting the socialist rule-of-law state; streamlining the organizational apparatus; digital transformation; fighting waste; qualified cadres and developing the digital economy and green economy.
The internal strength accumulated over the years is a favorable basis and foundation for Nghe An, but there are still many challenges and difficulties to overcome. Because looking at the basic aspects, many important indicators of the province are still lower than the national average. By the end of 2024, the country's per capita income is expected to be 4,500 USD and is aiming to reach nearly 5,000 USD by the end of 2025. However, the province's per capita income by the end of 2024 is only estimated to reach more than 63 million VND (equivalent to nearly 2,500 USD). Nghe An is still a province whose budget revenue is not enough to cover expenditures...

It is no coincidence that at the end of last year, Provincial Party Secretary Nguyen Duc Trung emphasized the determination to achieve double-digit growth in many forums. Nghe An Provincial People's Council also, for the first time in this term, set a growth target of 9.5% to 10.5%, as stated in the Resolution on the socio-economic development plan for 2025. To catch up, go along and surpass, becoming a fairly developed province of the country by 2030, continuous double-digit growth for many years is a mandatory requirement.
To do so, Nghe An also determined that on the one hand, it must closely follow the Party's viewpoints and guidelines, while promoting clear and effective experiences, methods and approaches; on the other hand, it must take full advantage of and promote the opportunities from Resolution 39 of the Politburo and Resolutions 36 and 137 of the National Assembly with two "packages" of specific pilot mechanisms and policies in the fields of finance, budget, investment management, urban areas, resources and local government organization, to add more space and motivation to maintain momentum, keep pace and accelerate, and make the strongest breakthrough.

In particular, we need to effectively carry out the apparatus streamlining revolution to build a political system that is "Refined - Lean - Strong - Effective - Efficient - Effective" and a team of cadres, party members, civil servants and public employees who "dare to think; dare to speak; dare to do; dare to take responsibility; dare to innovate and be creative; dare to face difficulties and challenges and dare to act for the common good". This is even more urgent when the Party, the National Assembly and the Government are promoting decentralization and delegation of power with the motto "locality decides, locality does, locality takes responsibility". To effectively operate the decentralization and delegation mechanism, it is necessary to build a team of cadres with strategic vision, sharp thinking and sharp practical capacity.

General Secretary To Lam's message about the Era of National Rising is a call to arouse the aspirations and strong spirit of action of the entire Party, people and army. Time does not wait, Nghe An is determined to make faster and more solid steps forward to integrate into the flow of the new era, worthy of the heroic revolutionary tradition and historical responsibility of the homeland.
