National Assembly Chairman: Raising awareness, making breakthroughs in innovative thinking in institution building

On the morning of January 13, at Dien Hong Hall - National Assembly House, the Party Central Committee Secretariat held a National Conference on breakthroughs in science, technology development, innovation and national digital transformation.

At the Nghe An provincial bridge, the conference was attended by comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee; Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Executive Committee, members of the Provincial Party Committee's Inspection Committee, leaders of departments, branches, the Fatherland Front and socio-political organizations at the provincial level, and central agencies located in the province.

The conference was connected from the central bridge to 15,345 bridges at provincial, municipal and central party committees; central departments, ministries, branches and public service units; provincial, district and commune-level bridges with a total of 978,532 delegates attending.

Presenting a thematic report on "Policies and solutions on institutions, promoting the development of science, technology, innovation and national digital transformation", National Assembly Chairman Tran Thanh Man affirmed that the Party and State always pay attention to and strengthen leadership and direction to develop science, technology, innovation and digital transformation.

Since the beginning of the 15th National Assembly term, the National Assembly has passed 8 Laws related to this content.

In particular, 29 laws and 41 resolutions passed by the National Assembly at the 7th and 8th Sessions have resolved many urgent practical issues, including laws regulating the creation of digital databases; management methods, mechanisms, and specific incentive policies related to the application of science, technology, and digital transformation; allowing the implementation of a controlled testing mechanism for research activities to produce products, services, and new types of business.

The current legal system also has many mechanisms and policies to encourage and provide incentives for investment, finance, human resource development, and promote scientific and technological activities, innovation, and digital transformation.

However, National Assembly Chairman Tran Thanh Man said that the legal system still lacks consistency and unity, leading to some incentive and promotion mechanisms in these areas not being effective.

The investment and financial mechanisms for science, technology and innovation are not really suitable, and do not encourage or attract investment from socialization. The investment and financial mechanisms for implementing digital transformation activities are still difficult and have not been resolved promptly.

The allocation of financial resources for tasks, projects and schemes of national scope is slow and implementation is complicated and time-consuming.

Emphasizing key tasks, solutions, and institutional breakthroughs to promote the development of science, technology, innovation, and national digital transformation, National Assembly Chairman Tran Thanh Man said that awareness will be raised and breakthroughs in thinking about the position and role of science, technology, innovation, and digital transformation will be made.

Strongly innovate thinking, methods, and procedures in law-making activities: Laws must be concise and clear, only regulating issues under the authority of the National Assembly; do not legalize the contents of circulars and decrees.

On the other hand, we need to strengthen decentralization, delegation of power, and administrative reform; strongly shift from management-oriented laws to harmoniously combining effective management with development creation, encourage innovation, and resolutely abandon the mindset of "if you can't manage, ban it".

National Assembly Chairman Tran Thanh Man emphasized that for specific issues that are still in the process of being developed and not yet stable, the law only provides a framework and assigns the Government to provide detailed regulations, ensuring flexibility in direction and administration, promptly responding to practical requirements.

The scientific management mechanism must create motivation for innovation and creativity like the spirit of "contract 10" in agriculture, encouraging businesses to invest in research and development, especially in the fields of high technology and biotechnology.

In addition, continue to allow piloting for new practical issues; research and prescribe appropriate pilot mechanisms and controlled testing mechanisms; research and prescribe exemptions from liability in cases of testing new technologies and new business models.

National Assembly Chairman Tran Thanh Man said that since the beginning of the 15th National Assembly's term, initial review shows that the laws on science, technology and innovation still have 2 Decrees that have not been amended or replaced, 1 Circular that has not been issued; the laws on digital transformation also have 4 Decrees and 1 Circular that have not been issued on schedule.

In that spirit, the National Assembly, the National Assembly Standing Committee, and National Assembly agencies will coordinate with the Government and Government agencies to lead, direct, and organize the review of the relevant legal system; complete, timely, and synchronous institutions in accordance with the requirements of Resolution 57.

Organize the assignment of monitoring, guidance, urging, inspection, supervision, and reporting on the implementation of the Resolution; clearly indicate the results achieved, the work that has not been done, the work that has not met requirements, solutions to overcome them, and individualize responsibilities.

National Assembly Chairman Tran Thanh Man requested the Party Central Committee, the Government, ministries and branches to focus on organizing the assessment, summarizing the implementation, reviewing, proposing amendments, supplements, and developing new laws in the fields of science, technology, innovation, and digital transformation to ensure quality and progress requirements according to regulations. Urging the timely and complete development and promulgation of documents guiding the implementation of the Law.

The National Assembly Chairman also requested that People's Councils at all levels, based on practical situations, coordinate to issue mechanisms and policies within their authority to encourage and promote the development of scientific and technological research, innovation, digital transformation, and improve the efficiency, effectiveness, and efficiency of state agencies, enterprises, organizations, and individuals in the area.
