Nghe An medical team strives to be 'deep in medical theory, rich in medical ethics, good at medical skills'

PV:During his lifetime, President Ho Chi Minh often advised medical staff: “A good doctor is like a mother”, “A doctor is like a kind mother”; to unite and build the country’s medical sector. Over the years, how has the Nghe An health sector implemented his teachings?

Comrade Nguyen Thi Hong Hoa:Imbued with the teachings of beloved Uncle Ho, over the past 69 years, generations of doctors in Nghe An province have united, striving to overcome countless difficulties and hardships. With a sense of responsibility and love for patients, the team of doctors has matured, improved medical ethics and professional qualifications, and successfully completed the task of caring for and protecting people's health.

Specifically, during the years of resistance against the French and the Americans, Nghe An health sector staff were always at the forefront of the battlefields raining bombs and bullets for the lives of compatriots and soldiers. According to statistics, Nghe An health sector had 20 heroic medical staff and officers who sacrificed their lives...

Peace restored, continuing the proud tradition of previous generations, under the timely leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, Party committees, local authorities, Nghe An Health sector has risen up and excellently completed assigned targets and tasks.

From the place where the whole province had only over 50 medical staff, Nghe An now has more than 16,000 medical staff, including more than 3,400 doctors. From the place where people's health care was mainly based on the community, now specialized medical care has been developed, applying many new techniques to serve patients. The medical system from the province to the commune, ward, village, hamlet and village level has been consolidated and increasingly improved. The network of medical examination, treatment and rehabilitation has developed rapidly in a specialized direction.

In particular, in the fight against the Covid-19 epidemic (from 2020 to 2023), the health sector has been proactive, active, and strongly advised the province on many synchronous epidemic prevention and control solutions, so that Nghe An can "safely and flexibly adapt, effectively control the Covid-19 epidemic", and soon restore and develop the socio-economy.

Nghe An has completed a number of goals to build a high-tech center for the North Central region in Vinh city. Medical examination and treatment facilities in the province have successfully performed many advanced and complex techniques. The quality of medical examination and treatment and patient satisfaction have been increasingly improved. Health indicators and average life expectancy have been improved. Population work and food safety and hygiene have always been guaranteed. Administrative procedure reform and information technology application have been effective.

It can be said that Uncle Ho's teachings have become a priceless legacy and motto for generations of doctors; forever a torch to light the way for the Nghe An health sector. In the coming time, with a sense of responsibility and love for patients, the team of doctors in Nghe An will continue to promote the strength of solidarity, democracy, the will to overcome difficulties, contribute talent, intelligence, devote their heart and energy to well implement the motto and noble tradition of the medical profession "Deep in medical theory, rich in medical ethics, good at medical skills" to increasingly better perform the task of protecting and taking care of people's health.

PV:It is forecasted that in the coming time, Nghe An health sector will continue to face many difficulties and challenges. So what solutions has the sector proposed to meet the requirements of its tasks as well as the expectations of people for adequate, high-quality health care?

Comrade Nguyen Thi Hong Hoa:In 2024, Nghe An Health Sector will focus on two key tasks: Developing specialized healthcare, while strengthening the development of grassroots healthcare. Aiming to enhance the effectiveness of state management of healthcare; continue to improve the quality of professional activities in medical examination, treatment, and disease prevention at all levels; prevent disease outbreaks and widespread spread; strictly control and ensure food safety; effectively implement population and family planning work; ensure timely and adequate supply of drugs, materials, vaccines, and biological products to meet the needs of medical examination, treatment, disease prevention, and safe use of drugs. Innovate the operating mechanism, implement autonomy in organizational apparatus, human resources, and finance. Actively implement socialization of healthcare to increase investment resources; promote administrative reform, apply information technology in medical examination, treatment, and health insurance payment.

To achieve the above goal, Nghe An Health sector has set out 11 tasks and solutions to improve the quality of medical work, health care for people, successfully implementing Resolution No. 39-NQ/TW, dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045, including:

Continue to direct the synchronous implementation of solutions to improve the quality of medical work and people's health care. Advise on the development and promulgation of resolutions, programs, projects and plans on health in the work programs of the Provincial Party Committee, People's Council and Provincial People's Committee in a timely and quality manner; effectively implement medical tasks according to the Law on Medical Examination and Treatment. Improve the capacity and effectiveness of preventive medicine associated with the innovation of the grassroots health system, preventing epidemics from breaking out in the area.

Continue to improve the quality of medical examination and treatment, aiming at patient satisfaction. Effectively implement cooperation programs with central hospitals, strengthen the reception and transfer of new techniques. Focus on positive solutions, implement the development of the health system in Vinh city to become the core of the specialized medical center of the North Central region.

Mobilize resources to invest in construction and upgrade equipment of medical facilities in a synchronous, modern and effective manner. Direct the effective implementation of recruitment and attraction of high-quality human resources, focus on training and improving the qualifications of medical staff at all levels, in accordance with requirements and job positions. Continue to increase the number of doctors working at commune health stations. Innovate the management mechanism of hospitals and medical facilities, improve the quality of medical services associated with ensuring social security.

Carry out bidding, purchasing, and supplying drugs and medical equipment in a timely, adequate, and quality manner. Strengthen medical ethics education, promote good examples, and promptly reward. Tighten discipline and enhance responsibility in medical facilities. Promote administrative reform, apply information technology, and digital transformation in the health sector, gradually implement the smart health model, and modernize health care and protection services for the people. Continue to carry out foreign affairs well. Strengthen communication and health education, expand and diversify communication activities.

PV:To carry out the dual task of building the Vinh city health system into a specialized health care core (according to Decree 39 of the Politburo), while focusing on improving the quality of primary health care in the context of many difficulties in resources and specific conditions, what support does the Nghe An health sector need, comrade?

Comrade Nguyen Thi Hong Hoa:Based on the summary and evaluation of the achievements and limitations and difficulties after 10 years of implementing Resolution 26 - NQ/TW, on July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on "Building and developing Nghe An province to 2030, with a vision to 2045". Nghe An Health sector has promptly advised and proposed to the Provincial Party Committee, People's Council, and People's Committee on directive documents; developed action plans and programs to implement the Resolution. Accordingly, the Health sector set the following goals: By 2030, the average life expectancy of people will reach 75 years old; the ratio of doctors per 10,000 people will reach 15 doctors; the ratio of hospital beds per 10,000 people will reach over 50 beds.

By 2030, develop the health system of Vinh city to become the core of the North Central region's specialized medical center, including developing a number of hospitals into special-class, end-line hospitals, specifically: Develop the Provincial Center for Disease Control into the North Central region's center. Nghe An General Hospital into a special-class hospital; establish a Tissue - Organ Transplant Center under Nghe An General Hospital. Upgrade and develop the Center for Tropical Diseases, the Cardiovascular Center of the Provincial General Hospital into a Tropical Hospital, Cardiovascular Hospital.

Develop specialized departments at hospitals: Oncology, Obstetrics - Pediatrics, Lung to build hospitals to become the final line of the North Central region. Develop the Traditional Medicine Hospital into the Traditional Medicine General Hospital and become the final line hospital of the North Central region. Build the Hematology - Blood Transfusion Center into the Hematology - Blood Transfusion Hospital. Strive to develop specialized hospitals: Endocrinology, Ophthalmology, Orthopedics and Traumatology to become the final line hospital of the North Central region by 2035.

Develop the pharmaceutical and medical supplies industry in the direction of specialization and modernization. Improve the quality of drug production facilities in the province, strive to have a modern drug production facility that meets EU-GMP standards or equivalent. Form and develop a concentrated medicinal plant cultivation model that meets the standards of "Good practice in cultivation and collection of medicinal plants - GACP". Build the Drug - Cosmetic - Food Testing Center of Nghe An province into a regional center of the North Central region.

Along with the implementation of Decree No. 39-NQ/TW of the Politburo, during this time, the Nghe An Health sector also focused on advising on the implementation of Directive 25 of the Secretariat and advising the Provincial Party Standing Committee to issue a directive on improving the quality of primary health care. This is a very big task when the Nghe An Health sector faces many difficulties and limitations due to objective and subjective reasons.

In the coming time, the provincial health sector hopes that all levels, ministries, departments, branches and localities will continue to pay attention and invest resources to help the health sector develop. The participation of the entire political system and the close accompaniment, support and coordination of all levels and branches, the sharing and consensus of the people in implementing the sector's policies and guidelines to increasingly better perform the task of caring for, protecting and improving people's health.

To successfully carry out the assigned tasks, the leaders of the health sector call on all cadres, civil servants, public employees and workers in the entire sector to continue promoting the good tradition of the sector "Solidarity, discipline, setting an example, responsibility, efficiency" and determined to complete the goals and targets of 2024.
