On the afternoon of May 25, Police 113, Dong Nai Police arrested Pham Tan Ngoc (23 years old) to investigate the act of using a gun to shoot people to collect debt.

Initial information, at around 4:00 p.m. the same day, Ngoc drove a motorbike carrying a person named Binh to a sugarcane juice shop in KP.3, An Binh ward, Bien Hoa city, Dong Nai province to meet Mr. H. to collect a debt of 7 million VND.

H. refused to pay, so a fight broke out between the two. At that moment, Ngoc pulled out a gun and fired a shot, but H. dodged it. H. then ran to a nearby car and fled. Ngoc and Binh chased after him on a motorbike.

Upon receiving the news, the 113 police force quickly arrived at the road where H. was being chased. During the chase, Ngoc's motorbike collided with H.'s car and fell onto the road. At the same time, the 113 police rushed in and arrested Ngoc and the evidence, taking them to An Binh ward police station to make a record of the incident. H. and Binh had left the scene.

Through verification, the gun Ngoc used was a revolver, serial number 09005696. There were 5 bullets left in the gun (1 bullet had been fired before). According to the police, this is a gas-activated pellet gun and is very lethal.

Working with the authorities, Ngoc initially stated that he bought the above gun and 6 bullets for 7 million VND.

The case is under further investigation by the authorities.
