Visiting the tilapia farming model of Mr. Le Anh Hung's family - a party member and Secretary of the Youth Union of Tan Phu commune in Ha Suu hamlet, we can see the joy of his family when the newly raised fish grow rapidly, just needing the gong to call for bait to rush up and turn the pond red. The tilapia farming project is directly directed, supervised and guided by the district's Agriculture Department, taking Tan Phu commune as a model. The project is considered to be super profitable if it complies with all scientific and technical conditions and favorable weather conditions.

Currently, 1 kg of red tilapia has a market price of 45,000 VND. From a few hundred kilograms of fish, after only 6 months of raising, on an area of ​​2 hectares, people can harvest tons of fish, bringing in profits of up to hundreds of millions of VND. Mr. Hung happily said: "My family has a pig farm and acacia plantation, which also brings in an income of several hundred million VND each year. At first, when the commune proposed to let my family take on the red tilapia farming project, the whole family was very hesitant. After a few training sessions, we found that this is an easy-to-raise fish with few diseases and high profits, especially with the close guidance of agricultural officials from the district to the commune. We also saw that the fish grow quickly. I really hope that this project will be successful and be widely replicated."

That is not the only model of Tan Phu people that has received close attention and direction from commune and district officials. Since 2010, the Party Committee and People's Committee of the commune have directed many households with deep-lying fields in Duc Trinh hamlet to implement the rice-fish farming model with a total area of ​​9 hectares, earning hundreds of millions of dong each year. To effectively concretize the Party's policies and resolutions into life, the Party Committee and the government of Tan Phu commune have taken the right directions in implementing the work of mobilizing the people and the government. The Fatherland Front and mass organizations actively coordinate to organize propaganda and mobilize the people, union members and association members with the motto "cadres and party members go first, the village follows". Thanks to that, the people's awareness and responsibility to build their homeland have been aroused and have a strong influence.

Traveling along the length of the concrete road, we can see the efforts in building new rural areas here. In addition to focusing on leadership, direction, and actively implementing propaganda and mobilization, in 2011, the Party Committee and People's Committee of the commune organized for the core staff to visit and learn from the Central model, creatively applying it to the local reality to build new rural areas. Of the 19 new rural criteria, up to now, Tan Phu commune has achieved 13 criteria, basically the electricity works, roads, schools, and stations of Tan Phu have been completed.

Tan Phu is also the only commune in Tan Ky district that has 2 kindergartens, 2 primary schools that meet national standards and 2 rural markets that meet the criteria. Currently, the commune has no temporary or dilapidated houses, the average income per capita is more than 20 million VND, has postal and telecommunications service points, a commune cultural post office, and Internet to the hamlet. After 3 years of building a new rural area, thanks to the good implementation of the grassroots democracy regulations, the commune has built a number of basic welfare works such as: Tan Dong Market, Central Cultural House. The auxiliary works of the cultural house, with a total investment value of more than 9 billion VND, of which the people contributed nearly 4 billion VND. Particularly, for the traffic road from Giai Xuan to Tan Phu, the people donated 9,500m2 of land. Among them, party members such as Chu Thi Quy from Tan Long hamlet and Nguyen Duy Linh from Duc Thinh hamlet donated hundreds of square meters of garden land to widen the road. Many retired party members called on people to donate land to open the road, creating a movement where the State and people work together, making the road opening work very convenient.

Chairman of Tan Phu Commune People's Committee Ho Sy Nguyen said: The people's solidarity in implementing economic - political, cultural - social criteria is primarily due to the Party Committee, the government, the Fatherland Front and organizations having promoted their role in supervising the implementation of grassroots democracy regulations, implementing publicity and transparency so that "people know, people discuss and people decide together", from the annual socio-economic development plan to the estimate and progress of school projects, markets, cultural centers... and the collection of fees, funds, funding for development investment, and contributions from people to build projects... especially the supervision of national programs and community investment programs of the locality.

In addition, the People's Inspection Committee has effectively supervised the quality of construction works and investment programs in the area. Since then, the situation of complaints and denunciations about violations of construction works as well as investment projects in the locality has not occurred. We also do not forget to arouse the love for the homeland of those who are far from home, there are cultural houses in the hamlet that children doing business in Ho Chi Minh City have supported up to 50 million VND.

The lesson learned from Tan Phu is that skillful mass mobilization must be carried out synchronously from the Party Committee, the government to the mass organizations, and Party members are always the vanguard force in village and commune affairs.
